Comptroller Adelaja said "One of the core mandates of the Nigeria Customs Service is the suppression of smuggling, which undermines national security and economic growth. The Oyo/Osun Area Command has made significant strides in curbing smuggling activities, safeguarding the nation's economy, and protecting local industries from the harmful effects of illicit trade.

"Within 2 weeks of my assumption of duty, the Command has intercepted and seized several high-profile smuggling consignments, including the seizure of foreign Rice, Second-hand clothing, Premium Motor Spirit and used tyres. These seizures have a duty paid valued of ₦165,387,000.00k (One and sixty-five million, Three hundred and eighty-seven thousand naira only). The interception and seizure of these prohibited and uncustomed items have prevented the illegal inflow of products that undermine local industries, particularly rice farmers and manufacturers in the region. On this note, the interception of prohibited foreign parboiled rice has led to the increase in production and consumption of the local rice in Oyo and Osun State respectively.
The seized items includes- FOREIGN PARBOILED RICE  -1043 bags (50 kg) ₦114,730,000.00k, USED TYRES -452 Pieces ₦43,392,000.00k, USED CLOTHES - 2 bales ₦1,440,000.00k, and

He further  said that the command’s Anti-smuggling operations have been strengthened through increased collaboration with other security agencies, including the Nigerian Army, Nigerian Police Force, Department of State Services, DSS,  Economic and Financial Crimes Commission, EFCC, and the Nigerian Immigration Service, NIS,. These partnerships have facilitated the exchange of intelligence and allowed the joint operations to dismantle smuggling networks operating in the region.

"The Command will further prioritize the sensitization of the members of the public to raise awareness about the negative impact of smuggling on the economy and the well-being of the nation. Through media engagements and outreach programs, the Command would empower the local communities with the basic knowledge and tools required to report smuggling activities. This initiative would equip the members of the public about the activities of the Nigeria Customs Service in order to support the fight against illegal trade.

"The economic downturn facing Nigeria has created a number of challenges for the Nigeria Customs Service, particularly in the areas of revenue collection and the prevention of smuggling. The low level of importation, fluctuating exchange rates, and inflation have all contributed to the economic challenges being faced. However, the Command has responded strategically to these challenges, ensuring that the Command remains resolute on its mission.

"Despite the current economic constraints, the Oyo/Osun Area Command has demonstrated resilience and resourcefulness in adapting to the changing environment. Through efficient management of resources, improved coordination of officers, and strategic partnerships, the Command has mitigated the impact of the economic downturn.

"Furthermore, by recognizing the importance of a collaborative approach, the Command has also further prioritized the engagement with excise factories and other stakeholders to ensure the continuity of operations and a steady flow of revenue. This approach also focused on building a strong relationship with the stakeholders and to ensure that the Command maintain trust and cooperation even in this challenging time.

He noted that the Oyo/Osun Area Command in the past 22 days has been nothing short of transformative, despite the economic downturn, the Command has recorded significant revenue milestones and has made commendable progress in its anti-smuggling efforts.

The Comptroller-General of Customs, Adewale Adeniyi, has reaffirmed the Nigeria Customs Service, NCS, commitment to enhancing collaboration with the Central Bank of Nigeria, CBN, to facilitate trade and boost revenue generation—a development he said would benefit all Nigerians.

CGC Adeniyi made this known on Thursday, 27 February 2025, during a courtesy visit to the Central Bank of Nigeria, where he met with its governor, Olayemi Cardoso.

According to him, the partnership aims to drive the full implementation of the B’Odogwu system—an indigenous trade facilitation platform developed by the NCS to replace the existing Nigerian Integrated Customs Information System (NICIS) II.

“The initiative is expected to modernise Customs operations, improve efficiency in trade documentation, and enhance revenue collection,” Adeniyi stated.

Speaking on the project, he emphasised the importance of seamless integration between Customs and financial institutions, particularly in automating foreign exchange transactions and trade-related payments.

He explained that the new system was introduced following the contract's expiration with the previous service provider, which had been extended multiple times before the government entered a new concession agreement in 2023.

“We began piloting the B’Odogwu programme at the Port and Terminal Multi-services Limited (PTML) Area Command in Lagos and engaged all stakeholders, including the Central Bank. Three months into the pilot phase, we integrated key trade documentation processes such as Form M and Pre-Arrival Assessment Report (PAAR) but encountered initial challenges, particularly resistance from some of the Authorised Dealer Banks (ADBs),” Adeniyi noted.

He urged the Central Bank to grant the necessary approvals for banks to integrate into the system to enable seamless transactions.
Adeniyi also highlighted bottlenecks in the current manual process communicating prevailing exchange rate to the service by the apex bank for the purpose of duty collection. He appreciated the Central Bank’s support and called for continued collaboration to ensure a smooth nationwide rollout of B’Odogwu.

In response, the Central Bank Governor, Olayemi Cardoso, commended the Customs Service for its innovative approach and pledged his support in ensuring the initiative’s success.

“I am pleased to see a new direction in Customs operations. Collaboration is key, and we will continue to work closely to ensure seamless integration. Our commitment is to provide the necessary support so that the banking sector aligns with this transition,” Cardoso said.

He assured that the Central Bank would work towards ensuring compliance among commercial banks with directives to improve trade processes and enhance revenue collection efficiency.

Nigerian Ports Authority Simplified processes of exporting Nigerian goods

Nigerian Ports Authority Simplified processes of exporting Nigerian goods
 MD, NPA, DR. ABUBAKAR DANTSOHO

Bisi Akingbade

Nigerian Ports Authority, NPA, has called on the trading and investing public to explore the tailor-made simplified export processes and other vistas of opportunity now available at the Nigerian Ports Authority.

Dr. Abubakar Dantsoho, speaking at the ‘Special Day’ of the Nigerian Ports Authority at the ongoing Kaduna International Trade Fair, Dr Dantsoho assured every stakeholder that the doors of NPA are always open for partnerships even beyond the trade fair.

“I therefore want to warmly invite you to interact with our business development team at the NPA pavilion and to also visit our fully interactive online real time website www.nigerianports.gov.ng to access our growth offerings,” he said.

Dr. Dantsoho disclosed that the Authority in its bid to contribute to the strengthening of the domestic economy through the promotion of Balance of Trade, established the Export Process Terminal, EPTs,  to simplify the hitherto burdensome process of exporting Nigerian goods.

His words, “The EPTs were conceptualized to serve as a one-stop-shop for cargo consolidation, stuffing, documentation, packaging, certification and onward shipment through electronic call-up to the Ports in quick turnaround time thus eliminating the duplications and bureaucratic overlaps that previously rendered Nigerian exports uncompetitive in the international marketplace.

“To facilitate Port-Hinterland connectivity and create pathways for Small and Medium Scale Enterprises (SMEs) to play in the export value chain, the EPTs are to be linked with Domestic Export Warehouses (DEWs) in synergy with the NEPC and relevant partners,” he stated.

According to him, the EPTs was established to align with the ease of doing business orientation of the Federal Government and the theme of this year’s Kaduna Trade Fair “Promoting Efficiency in Manufacturing, Agriculture and Trade through Digital Transformation”.

He further disclosed that the Authority is aggressively pursuing the full automation of all its processes and procedures through the Ports Community System (PCS) which lays the groundwork for the implementation of the National Single Window (NSW).

Dr Dantsoho further explained that the NSW is the global best practice for delivering the greatest value with the greatest ease by connecting all stakeholders in the trade value chain for seamless interaction at the push of a button, saying “I have said all of these, to show that the Nigerian Ports Authority has put measures in place to link value creators in the remotest part of the hinterland with the farthest clusters of demand anywhere on the globe.

He commended the Kaduna Chamber of Commerce, Industry, Mines & Agriculture (KADCCIMA) for the resilience to sustain the culture of hospitality and business friendliness that has continued to attract people from all over the globe to be a part of the International Kaduna Trade fair for deepening economic prosperity.

He noted that the strategic positioning of Kaduna as a melting pot of population, trade and a major transportation hub as the gateway to the northern hinterland and by extension Nigeria’s landlocked neighbouring countries presents huge opportunities waiting to be harnessed.

This, according to him, is coupled with its rich agro-allied potentials which are very important to actualising Nigerian Ports Authority’s quest to connect local value producers in the non-oil value chain to identified international clusters of demand for their goods.

“As Nigeria’s foremost trade facilitation platform, the Nigerian Ports Authority is always proud to be associated with the noble cause that this fair represents, especially seeing that trade remains the most veritable tool for actualising most of our economic aspirations,” Dr Dantsoho said.

"The Service remains steadfast in its commitment to implementing government fiscal policies in alignment with the provisions of the Nigeria Customs Service Act 2023 through robust consultation and dialogue with all stakeholders. The decision to cancel previous declarations and give room for recapturing is part of the Service’s broader effort to be a public-centric organisation that ensures efficient service delivery.

"Under the leadership of the Comptroller-General of Customs, Bashir Adewale Adeniyi, the Service remains committed to demonstrating openness and transparency in its engagements with stakeholders. NCMDLCA Reports Nigerian Shippers' Council to Presidency Over Reintroduction of ICTN

NCMDLCA Reports Nigerian Shippers' Council to Presidency Over Reintroduction of ICTN
... describes ICTN as illegal as it was not backed by any known law or legislation

The National Council of Managing Directors of Licensed Customs Agents,  NCMDLCA, has reported the Nigerian Shippers’ Council, NSC,  to the Presidency over it's attempts to bring back the suspended International  Cargo Tracking Note, ICTN, due to its cost and procedure effect on Cargo clearance.

According to the petition signed by the National President, NCMDLCA, Mr Lucky Ayis Amiwero, described the ICTN as illegal as it was not backed by any known law or legislation and  that the concept is not tied to any service on fees and charges imposed on importation and exportation.

According to the group, the ICTN, was first introduced in 2010 by the Nigerian Ports Authority, NPA and the  Nigerian Shippers’ Council in 2015/2016, was on both occasions shot down and suspended due to its cost and procedure effect on Cargo clearance.

The group therefore registered their grievances by writing a  petition  to the presidency over the attempts of Nigeria Shippers' Council to reintroduce ICTN which has been suspended on two occasions due to its defects.

“We hereby bring to the attention of the Federal Government on the push for the implementation of International Cargo Tracking Note, ICTN, which was first introduced by Nigerian Ports Authority, NPA,  in 2010 and  the Second in 2015/2016 by Nigerian Shippers council, NSC.

"And  now,  there is a recent  push by the Shippers Council, NSC, to implement a scheme that  was suspended, due  to the cost and procedure  its effect on cargo clearance” the group complained.

The NCMDLCA recalled that due to the outcry of the stakeholders over the re-introduction of the ICTN in 2016, the Federal government set up a technical committee comprising the Nigeria Shippers Council, NSC, Manufactures Association of Nigeria, MAN, Shipping Association of Nigeria, SAN, and the National Council of Managing Directors of Licensed Customs Agents, NCMDLCA, to resolve concern of stakeholders.

"Then the committee was asked to examine all cost associated with the implementation of international Cargo Tracking Note, ascertain where the cost burden of the implementation of International Cargo Tracking Note, will rest with a view to ensuring that the already high cost of doing business at our port is not worsened, to examine the basis and justification for all related charges with a view to reviewing same and to review the implementation and documentation procedures for charges and service.

“The Committee was Chaired by the National President of National Council of Managing Directors of Licensed Customs Agents, NCMDLCA,  Lucky Eyis Amiwero,  and after careful assessment  of the deliberation  based on the implication and complexities  the implementation was suspended.”

"The international Cargo Tracking Note(ICTN) is not back by law and will create additional procedure that will constitute delay in the already lengthy and cumbersome port operation.

“It is not tied to Service  of any sort, as contained in Articles  6: of Trade Facilitation Agreement(TFA) on Fees and Charges imposed in connection with Importation and Exportation.

“Furthermore, the  Nigeria Customs Service Act Section 28-(1)-(4)  covered the obligation of Cargo Tracking Note, which conferred authority to the Service, to develop, maintain and employ an electronic system, while the Service is lead agency for exchange of information   between the Service, Agencies of the Government, and traders.

"As provided in Section 28 and 35 of the Nigeria Customs Act, the deployment  of electronic system, and Pre-arrival process is the  exclusive preserve of   the service and  is the lead agency to all Government Agencies,  which clearly exclude other government agencies from deploying international electronic Tracking Note  system”
“The legislation of other government Agencies, do not contain any provision of electronic` system and pre-arrival process, in relation to Import and Export and the clearance of goods”

The freight forwarders therefore challenged the Nigerian Shippers’ Council that deployment of  any electronic system is in contravention of the laws, additional cost, duplicated process, and obstacle to trade.

Customs Pledges Relentless Crackdown on Smugglers at Border Areas

Customs Pledges Relentless Crackdown on Smugglers at Border Areas
     CGC BASHIR ADEWALE ADENIYI

...As Operation Whirlwind Intercepts Over 53,000 Litres of Smuggled PMS in Kwara

... CGC Adeniyi describes fuel smuggling as a “direct threat to Nigeria’s economic stability and national security”

Bisi Akingbade

Nigeria Customs Service, NCS, has intensified efforts to curb the smuggling of Petroleum Motor Spirit, PMS, recording major seizures under Operation Whirlwind in Kwara State, reiterating that between January 14 and February 11, 2025, NCS operatives have intercepted over 53,000 litres of Premium Motor Spirit (PMS), with a total Duty Paid Value (DPV) of ₦53 million.

Speaking during a press briefing at the Kwara Command on Monday, February 17, 2025, the Comptroller-General of Customs, Adewale Adeniyi, described fuel smuggling as a “direct threat to Nigeria’s economic stability and national security.”

“Despite the removal of fuel subsidies, we continue to witness the exploitation of price disparities between Nigeria and neighbouring countries. This illegal trade not only undermines government policies but also affects ordinary Nigerians by inflating fuel costs and creating artificial scarcity.” CGC Adeniyi stated.

According to him, the Global Prices of petroleum, as of February 10, 2025, was sold at ₦1,184.83 per litre in Nigeria, compared to ₦1,680.32 per litre in Benin and ₦2,030.89 per litre in Cameroon, adding, “The significant price difference has encouraged large-scale smuggling, creating a black market economy that deprives Nigeria of critical resources.”

“This is not just about revenue loss; it is about economic sabotage. Every litre smuggled out of Nigeria is a litre that could have powered local industries, facilitated transportation, and supported small businesses.” the CGC added.

The CGC said, “Through intelligence-driven operations and routine patrols, the Service’s operatives have successfully intercepted smuggled fuel across Gure road, Bankubu, Illesha Baruba axis, and Kayama forest.

Giving the statistics on the seizures between January 14th to February 11th, CGC Adeniyi stated that the Service had, on 14th January seized 94 jerry cans (2,350 litres) of PMS at Gure road, valued at ₦2.35 million.

“On February 5th, 162 jerry cans (4,050 litres) of PMS were intercepted at Kayama forest in a Nissan Pickup (MHA556FD), driven by Nafiu Salami (now under administrative bail), with a DPV of ₦4.05 million. February 11: 33,000-litre tanker truck intercepted along Siya Buriya road, valued at ₦33 million.”

The NCS boss emphasised that the evolving tactics of smugglers require more than traditional enforcement approaches. Through Operation Whirlwind, Customs has adopted a technology-driven strategy, combining real-time intelligence, advanced surveillance systems, and strategic community engagement to track and disrupt smuggling networks.

“Smuggling networks are becoming more sophisticated, but so are we. With the deployment of digital monitoring tools, enhanced risk management frameworks, and proactive intelligence-sharing, we are closing in on economic saboteurs” Adeniyi assured.

The NCS Boss, however, pledged to sustain the momentum of its anti-smuggling operations nationwide, urging border communities, fuel marketers, and stakeholders to support the fight against illegal fuel trade.

“We will continue to collaborate with relevant agencies, including the Office of the National Security Adviser (ONSA) and the Nigeria Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), to ensure compliance and protect Nigeria’s economic interests.” CGC Adeniyi stated.

CGC Adeniyi Calls for Unified Maritime Beat Association for greater Impacts

CGC Adeniyi Calls for Unified Maritime Beat Association for greater Impacts
....urges agencies to prioritise Welfare of Maritime Journalists

Bisi Akingbade

Comptroller General of the Nigeria Customs Service, Bashir Adewale Adeniyi, has called on beat associations in the maritime media to come  together  under one umbrella body in order to make greater impact in the industry, even as  he also enjoined  heads of maritime parastatals to prioritize the welfare of journalists covering the sector.

CGC Adeniyi speaking during an event organised  in his honour at the Airport Hotel in Lagos on Thursday, where he was awarded the Iconic Maritime Personality of the Year 2024, Adeniyi emphasized the importance of improving the lives of maritime journalists as the sector prospers and players advance.

He said the NCS  could do a lot of things for the maritime journalists only if they could speak with one voice.

Adeniyi expressed concern over the proliferation of beat associations in maritime media practice and multiple associations in the clearing and forwarding business.

He advocated for prioritizing the welfare of maritime journalists, pointing out that as entrepreneurs in the industry grow, the welfare of journalists should also be a focus for all agencies they report on.

Highlighting his journey from a two-star public relations officer to Comptroller General, Adeniyi underscored the mutual support between journalists and the customs service.

He urged journalists to develop initiatives to drive their welfare programs, suggesting ideas such as insurance cover and housing schemes for journalists in the maritime sector.

He said "We have a lots for you in customs and we've been trying to do some by bit. But  there is also a lot more that you can do by yourselves. You must now  begin to see how you can come up with initiatives that would help to drive your welfare programs."

"Yes you organize programmes for agencies in the industry I have not seen programmes that you are organising for yourselves"

"Let's work on initiatives about your welfare. Can we think for example, of an insurance cover for journalists that are  practicing in the maritime industry. This is something that you can start, you can call for assistance and this is one thing that I believe I can speak to other heads of agencies in maritime industry for us to join hands with you and  look into the issues of welfare only if you come together as a united front."

"Is it possible that when Maritime reporters are reporting the beat that they should also be house owners by themselves. Can it be that  if journalists in the Maritime sector come together with a scheme that will allow them to own individual houses." CGC said.

Adeniyi described his award as significant, noting that it was the first time in the maritime industry's history that all maritime journalists formed a united front to award a single stakeholder.

He encouraged journalists to collapse multiple associations into one unified body, emphasizing the impact of a united front in protecting the interests of the maritime industry.

Adeniyi also called on the freight forwarding practitioners, drawing   parallels between their story and that of maritime journalists. He called on freight forwarders and licensed customs agents to unify under one umbrella to gain the respect of policymakers. He challenged industry leaders, such as Prince Olayiwola Shittu and Alhaji Hakeem Olanrewaju, to work towards uniting associations and speaking with a single voice in the maritime industry.

Nigeria Customs Service handover 3,897 riffles, cartridges to NCCOSALW

Nigeria Customs Service handover 3,897 riffles, cartridges to NCCOSALW

Bisi Akingbade

... "the Centre would take all necessary measures, in line with relevant conventions and best practices, to permanently remove these weapons from circulation" -  Mallam Nuhu Ribadu

Nigeria Customs Service (NCS), has handed over 1,599 assorted arms and 2,298 live cartridges to the National Centre for the Control of Small Arms and Light Weapons (NCCOSALW).

The Comptroller General of NCS, Adewale Adeniyi, did the hand-over at its Federal Operation Unit Zone “A” on today in Lagos.

Adeniyi while handing over the seized arms and ammunition said that they were seized in 2018 in three containers at the Tincan Island Port.

He noted that hand-over ceremony demonstrated the NCS’s commitment to protecting national borders and maintaining public safety.

He added that the Service would spare no resource in hunting down, exposing, and prosecuting anyone who attempts to compromise the nation’s national security through arms trafficking.

The Customs boss explained that the hand-over of the weapons to the NCCSALW symbolised the Service’s commitment to proper disposal of seized arms and highlights its resolve to rid the nation of illegal weapons.

He commended the professionalism and courage of the NCS officers involved in the seizures, as well as the Forensics Unit for their role in securing convictions.

“Today’s handover encompasses a total of 1,599 assorted arms and 2,298 live cartridges recovered from these operations, between 2018 till date, totalling 3,897.

“In May 2018, the Service intercepted a significant cache of arms consisting of 440 pump action rifles and accessories, ingeniously concealed within 516 bags of Plaster of Paris (POP) cement in a 1x20ft container with number PONU210024/1.

” This seizure coincided with heightened security challenges from armed bandits in the North-West and illegal arms proliferation in the South-East.

”This reveals the linkage between transnational smuggling networks and our domestic security challenges.

“Through sustained intelligence operations, we intercepted two additional containers – CMAU 189817/8 and GESU 255208/1 at Tin-Can Island Port, similarly concealing arms and ammunition among sanitary wares” Adeniyi said.

Adeniyi said that following the seizure, forensic deployed capabilities were deployed to conduct detailed electronic analysis of customs documentation and shipping records.

“Through established diplomatic channels, we partnered with the Ministry of Foreign Affairs to engage the Turkish Embassy, leading to definitive identification of the purchasing company.

“The investigation trail, supported by financial records obtained through court orders, enabled us to establish the identities of those behind this illegal arms shipment.

“Through strategic inter-agency cooperation, particularly with the Office of the Attorney General of the Federation, we successfully prosecuted the case (Suit No: FHC/L/339C/2018) before the Federal High Court in Lagos.

“The defendants Great James Oil and Gas Limited, Ifeuwa Moses Christ, and Emeka Umeh Festus A.K.A (Amankwa) were convicted on eight count charges.
“This prosecution success reinforces the Service’s zero-tolerance stance against arms trafficking and validates the effectiveness of our judicial collaboration,” he added.
Adeniyi said that the successful prosecution of those involved in the illegal arms shipments reinforced the NCS’s zero-tolerance stance against arms trafficking.

He noted that the Service would spare no resource in hunting down, exposing, and prosecuting anyone who attempts to compromise the national security through arms trafficking.

According to him, we stand ready to deploy our full arsenal of intelligence and enforcement capabilities to protect legitimate trade while ensuring Nigeria’s security interests remain paramount.

In his remarks, the National Security Adviser, Mallam Nuhu Ribadu while receiving the items said the Centre would take all necessary measures, in line with relevant conventions and best practices, to permanently remove these weapons from circulation.

Ribadu, represented by the NCCSALW’s Director-General, Mr Babatunde Kokumo assured that the weapons would be treated in accordance with international conventions, as Nigeria was a signatory to the ECOWAS convention.

The NSA noted that since its establishment in May 2021, the centre had spearheaded multi-stakeholder initiatives to curb the proliferation of illicit small arms and light weapons.

It would be  recalled that President Bola Tinubu had signed the Control of Small Arms and Light Weapons Act 2024 into law on June 4 2024.

Ribadu said this swift legislative action underscores the President’s unwavering commitment to ensuring peace and tranquility in the country and demonstrated the premium he placed on national security for all Nigerians..

The NSA said the President’s leadership supports had mitigated threats such as terrorism, kidnapping, banditry, pipeline vandalism, and other challenges to its national peace and stability in the country.

Ribadu commended all officers and men of the Nigeria Customs Service for their loyalty and tireless efforts, which led to achieving the critical interceptions.

“I also wish to appreciate the leadership of all other arms-bearing and security agencies for their dedicated cooperation as we continue to press forward.
“As we mark yet another milestone in our relentless fight against illicit small arms and light weapons, I urge all stakeholders to remain vigilant and continue our collaborative efforts.

“Together, in our unified commitment, we can ensure that Nigeria remains resilient against the scourge of unlawful weaponry and that our communities are safeguarded for future generations

NCS Engages Stakeholders, Suspends Implementation of 4% FOB Charge

NCS Engages Stakeholders, Suspends Implementation of 4% FOB Charge
Bisi Akingbade

The Nigeria Customs Service, NCS, hereby announces the suspension of the
implementation of 4% Free-on-Board (FOB) value on imports as provided in Section 18(1)(a) of the Nigeria Customs Service (NCSA) 2023. This is sequel to ongoing consultations with the Honourable Minister of Finance and Coordinating Minister of the Economy, Mr Olawale Edun and other Stakeholders.

In a press statement issued by the Assistant Comptroller of Customs
National Public Relations Officer highlighted that the suspension will enable comprehensive stakeholder engagement and consultations regarding the Act's implementation framework.

"The timing of this suspension aligns with the exit of the contract agreement with the Service providers, including Webb Fontaine, which were previously funded through the 1% Comprehensive Import Supervision Scheme (CISS). This presents an opportunity to review our revenue framework holistically.

"Under the previous funding arrangement repealed by the NCSA 2023,
separating the 1% CISS and 7% cost of collection created operational inefficiencies and funding gaps in customs modernisation efforts. The new Act addresses these challenges by consolidating "not less than 4% of the Free-on-Board value of imports," designed to ensure sustainable funding for critical customs operations and
modernisation initiatives. This transition period will allow the Service to optimise
the management of these frameworks to serve our stakeholders and the nation's
interests better.

The Act further empowers the Service to modernise its operations through
various technological innovations. Specifically, Section 28 of the NCSA 2023 authorises developing and maintaining electronic systems for information exchange between the Service, Other Government Agencies, and traders. The Service is
already implementing several digital solutions, including the recently deployed B’Odogwu clearance system, which stakeholders are benefiting from through faster clearance times and improved transparency. Other innovative solutions authorised by the Act include; Single Window implementation (Section 33), Risk management systems (Section 32), Non-intrusive inspection equipment (Section 59) and Electronic data exchange facilities (Section 33(3)).

"The suspension period will allow the Service to further engage with
stakeholders while ensuring proper alignment with the Act's provisions for
sustainable funding of these modernisation initiatives.

"The NCS remains committed to implementing the provisions of the Act in a manner that best serves our stakeholders while fulfilling our revenue generation and trade facilitation mandate. We will communicate the revised implementation timeline following the conclusion of stakeholder consultations".

"Our port is blessed with fixed, mobile, and gantry scanners, currently, the best of its kind  in the country" - Comptroller Olumoh
CAC LFTZ, Comptroller Olanrewaju Abdul Wahab Olumoh

Bisi Akingbade

The Customs Area Controller, CAC, Lagos Free Trade Zone Command, Lekki,  Comptroller Olanrewaju Abdul Wahab Olumoh has disclosed that the command is fortunate to have the best fixed, mobile and gantry scanners in Nigeria.

Speaking during the double celebrations of International Customs Day and Decorations of newly promoted officers at the command in Lagos.

Comptroller Olumoh said this has reduced physical inspection and increased efficiency at the Port.

"Regarding efficiency, I hail the CGC for enormous support he has been giving us towards boosting our productivity and operational efficiency.
A large number of our cargoes in the port and free zones are being scanned, making cargo clearance faster in this corridor".

"Our port is blessed with fixed, mobile, and gantry scanners, currently, the best of its kind  in the country", Olumoh proudly disclosed in his speech.

"This has significantly reduced clearance time, minimizes delays that may be associated with physical inspections, and brings about increased efficiency in our operations. The Customs administration under the good leadership of the CGC is supporting our drive in the command to make our operations be in tandem with International Best practices".

He  highlighted the significance of ICD, a day that is celebrated annually on January 26. He noted that the day provides an opportunity to recognise dedicated  customs workforce and further highlight roles customs administrations in member nations play in achieving goals of the WCO.

The CAC noted that LFTZ Command is directly relevant to realization of the aspirations of  WCO:

"Within the last one year, the command has been working assiduously towards supporting drives of the CGC, by leveraging on existing provisions to advance cause of the service, to promote trade and investment for growth of the nation's economy and enhancing shared prosperity between Nigeria, investors and the International trading partners". He said

The CAC also mentioned unwavering support his command has been receiving from the CGC and Management Team, which has  furthered the cause of efficiency in the command:

"Last year, a good number of residential buildings were gotten for our officers by the Headquarters and this has greatly eased accommodation challenges we have been facing; a 30 seater coastal bus was also provided for us to transport our personnel from their quarters to the offices; a good number of our officers last year also  had the opportunity to be nominated  to travel out of the country to participate in Customs related programs and share experiences with Customs of other nations", he said.

He added, "Participation in such fora  has also helped us to be in tune with what is prevalent in the global environment.  The opportunity to gain more experience and share perspectives has impacted quality of our services in the command".

"Due to the humane approach we apply in our stakeholder engagements, our simplified and streamlined operational procedures, all not at  variance with global best practices, the command has continued to attract more businesses and investments into Nigeria", the articulate Customs Area Controller, Olumoh mentioned.

On its commitment to security, the CAC said the command realizes this is a collective responsibility and that it  believes it can not do it alone and needs to collaborate with other agencies.

Through credible intelligence gathered by the Customs Intelligence Unit (CIU) and the strategic partnership with notable agencies like NDLEA, NAFDAC, the command successfully intercepted 3 containers of illicit drugs and unauthorized pharmaceutical products last year.

"For the years ahead, this collaborative effort will be sustained and improved upon to guarantee further efficiency and improved security for optimal and quality service delivery", he assured.

Comptroller Olumoh stressed, "When there is efficiency and security, prosperity is inevitable. Last year, the command not only met its revenue target of 144 Billion Naira but surpassed it by generating the sum of N358 billion -

"Efficiency of the individual personnel translates to that of the organisation. What drives the Nigeria Customs Service into making impressive revenue generation is the efficiency of its workforce under inspiring leadership of the CGC", the CAC disclosed also.

"Their dedication, hard work, and strong commitment  resulted in the promotions", Olumoh added. He urged the newly promoted officers to see this elevation as a call to service, an avenue for them to renew their commitment, reaffirm their pledge of loyalty, support and dedication to the service of our fatherland with a view to making the NCS attain its overriding goal of national prosperity.

"Promotion, I must conclude by saying, is a continuous exercise. It is my heartfelt prayer that those who did not get it now should not relent as they will, by the grace of God, get it the next time. What is important is long life, good health, perseverance, steadfastness, and faith in GOD", the CAC optimistically charged other officers.

Comptroller Olumoh further reassures investors and all stakeholders of the command's readiness in providing full support in all their legitimate operations towards the overall benefit of Nigeria and their businesses.

The ceremony had in attendance Sister Government Agencies, key Stakeholders, families and friends of the promoted officers for the decorations.
