The Chartered Institute of Logistics & Transport, Lagos State Branch has organized a seminar via zoom tittled: 'Logistics & Electoral Process' to further sensitized its members in Lagos.

In his opening remarks, the Chairman of the CILT Lagos Branch Mr Bashir Ambi Mohammed, FCILT welcomed members and tasked them to embraced the knowledge sharing that will be acquired after the seminar, reminding them of the critical roles Logistics play not only during elections periods but to the National Development.

In her key note address, the Special Guest at the seminar, Barr. (Mrs Mfon Usoro, FCILT, the President and Chairperson of the Council of CILT-NG commended the branch and stated that the topic is appropriate on the issue at hand not only in Nigeria but across the globe.

Usoro, further stated that the essence of the topic is to achieve credible elections in Nigeria and maximum participation of the electorates. She however called on the branch to captured the salient points after the seminar so that it will be forwarded to the INEC  as contributions of Logistics Experts in Nigeria.

The guest lecturer at the seminar, Dr. Benedict Ayantoyinbo, CMILT, an associate Professor from the Department of Transport Management, Lautech, Ogbomosho, Oyo State, in his paper stated that credibly elections can not be possible without an effective and efficient logistics. 

He also discussed on the manufacturing of Bvas, Pre-election logistics, post election process, Logistics systems of INEC, INEC & the CBN, transporting the INEC materials, why increase in INEC budget when compared with the previous elections held, challenges of the electoral process, ad-hoc staff, problems of rural areas voting and the need to reduce the concentration of security agencies and other facilities to the rural areas as well.

He proffered as one of the future consideration in addition to an effective and efficient logistics is to adopts  an electronic voting system in the Country.

Minister of Transportation Blames NPA For Neglecting Shippers' Council On  Review Of Port Concession Agreement

The Minister of Transportation, Mu’azu Jaji Sambo has blamed the Nigerian Ports Authority, NPA, for neglecting the Port Economic Regulatory body; Nigerian Shippers Council in the ongoing review of port concession agreement with terminal operators. 

He stated this recently during his visitation to Nigerian Shippers' Council headquarters in Lagos.

The Minister, requests for concession agreement renewals from NPA had been submitted without verifiable data on the performance of the terminals vis-a-vis the obligations as contained in the initial concession agreement, positing that as the port economic regulator, Shippers Council is best placed to perform this role.

It will be recalled that the former Executive Secretary of Shippers Council, Barr. Hassan Bello had raised alarm severally about how the Council was being excluded in the port concession agreement review under the former Managing Director of NPA, Hadiza Bala Usman. 

“NPA ought not to have recommended to the Transport Ministry the renewal of the leases and concession for terminal operators without an input from NSC. As port economic regulator, NSC should provide a comprehensive report detailing the accomplishments of the operators. Do it terminal by terminal. Outline the encumbrances the terminals faced and provide data to measure their performances,” 

He stated that  the initial neglect of NSC better positions the Council to deliver an independent review of the final outcome of the port concession agreement and recommendation with verifiable data and Key Performance Indicators, KPIs of the terminal operators.

Sambo said that the  report of Nigerian Shippers' Council will be attached and forwarded to the Federal Executive Council, FEC, for final approval of the concession contracts for terminal operators.

Management of the Nigerian Maritime Administration and Safety Agency, NIMASA, have provided Technical support to Instituto Marito e Portuaruo IMAP in São Tomé and Príncipe.

The Director General of NIMASA, Dr Bashir Jamoh OFR while making the presentation at an event in São Tomé, with the Nigerian Ambassador to São Tomé, Ambassador Gambo Hamza in attendance, noted that the Federal Government of Nigeria is committed to regional maritime development premised on cooperation.


Dr Jamoh, who was represented by the Agency’s Director Special Duties, Mr. Isichei Osamgbi, said that it has become imperative for African countries particularly in the Gulf of Guinea to help one another to ensure proper harnessing of the regional maritime potential.


“Recently, it has become very pertinent for African countries to continue to collaborate and strengthen their relationships; helping one another in their areas of need, for us to harness the vast opportunities we have to the best of our abilities. Particularly in the maritime sector, the Gulf of Guinea is one area where that is most needed as encouraged by the International Maritime Organisation (IMO)”, the DG said.

 
Furthermore, he said, “Evidences in the past have shown that when nations and organizations work together, each bringing in their vast areas of strength, they tend to develop faster and grow their economies better”.

 

On his part Nigerian Ambassador to São Tomé, Ambassador Gambo Yusuf Hamza commended the management of NIMASA, adding that the recent achievements in the Gulf of Guinea has improved the image of Nigeria in the country. 



He stated further that considering that no nation can singlehandedly tackle transnational crimes such as piracy and trafficking in arms, it has become expedient for cluster of nations across the world to cooperate, join resources and fight criminal elements in our waterways. He acknowledged NIMASA leading effort in the fight against piracy and ensure the safety and waterways in the region.

The Port & Cargo Handling Services a subsidiary of SIFAX Group has started the industry capacity development initiatives, to fulfill its promises made to. Council of Registered Engineers (COREN) at its 2022 Annual Conference in Lagos.

PCHS inducted twenty-five young engineering graduates of various universities and polytechnics across the country have into the Graduate Trainee Programme.

The program is to run for a period of one-year and it will afford the participants the opportunity of practical technical training and mentorship.

Managing Director of PCHS, John Jenkins in his address said the programme was launched to address the shortage of competent technical manpower in the country’s maritime industry as well as provide job opportunities for young and competent Nigerian engineering graduates.

His words: “We designed this engineering graduate trainee scheme for two major reasons. First is to open Nigerian young engineering graduates to the immense opportunities that abound in the Nigerian maritime industry. We want them to know they can build a long career in maritime.
The other reason is that the sector currently needs a new set of young and competent technical hands who can contribute meaningfully to its growth through the deployment of their skills”.

He also said that the one-year training will take them through the nitty gritty of the repairs and maintenance of key heavy-duty equipment like rubber tyre gantry (RTG), reach stackers and shore cranes, among others.

PCHS boss urged the participants to take full advantage of the great opportunity extended to them by the company through their commitment and willingness to learn.

The Human Resource Manager of PCHS Christopher Nnamuah said that the scheme would also serve as a succession plan programme to groom the next set of engineers both for the company and the industry at large.

His words “As a company that is tracking trends in our industry, we have discovered that opportunities abound in the maritime sector but we have low manpower to harness these opportunities.
He appreciated the support of the management, who have made the training of the 25 engineering graduates a reality.

Nnamuah however seek for a need to start planning for the future as it is certain that this set of young trainees will take over from the experienced ones in the nearest future as the company plans to absorb into its workforce the best of the trainees at the completion of the programm.

NIMASA commended for transparent process to disburse CVFF

The Director-General, Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Bashir Jamoh, has been lauded for the display of transparency and steadfastness in the process currently being carried out to disburse the Cabotage Vessel Financing Fund (CVFF) since the approval was given by the federal government.

Commending NIMASA, members of the Nigerian Shipowners Association (NISA), Ship-Owners Association of Nigeria (SOAN) and maritime lawyers stated in separate interviews that they were pleased with the efforts of NIMASA so far.

Members of NISA and SOAN who would not want to be named for obvious reasons, said they were pleased with the seriousness and speed with which the NIMASA DG has treated the issue since the Minister of Transportation, Alhaji Muazu Sambo conveyed President Muhammadu Buhari’s approval for the disbursement of the fund.

The shipowners expressed their happiness that the DG NIMASA and his team have been able to hold different meetings with both the banks and the stakeholders so far on the process.
They said that during the meetings, the NIMASA displayed enthusiasm and honesty of purpose in ensuring that the fund is disbursed.

Similarly, a maritime lawyer, Mr Kasarachi Opara, described the steps taken so far by Jamoh as commendable and reassuring, adding that the decision of this administration to give out cabotage fund to indigenous shipping operators, though belated, should be applauded and Kudos given to the Buhari led federal government for taking that bold step unlike the past administrations.
Opara however expressed concerns on the implementation of the necessary guidelines by the designated banks as required by the apex maritime body.

He said, “ I must commend the present DG of NIMASA for his outstanding performance that has raised the hope of practitioners in the industry.

“ My concern is more on the implementation of these processes by the designated banks. It is one thing giving an order and another thing implementing the order given.

“ Nigerian commercial banks are not best of friends when it comes to loans because they make the loans practically impossible for beneficiary to pay back, because of their high and unreasonable interest rates and so many other charges attached to the same loan which largely contribute to failures in repaying loans generally.

“ There should be a standard and reasonable requirement of what stands as acceptable collateral to cut across board for designated banks”.

Opara advised NIMASA to come up with a “technique to ensure strict compliance with the laid down procedures for disbursement by the banks and repayment of the loan by the beneficiaries to actualize the set objectives of the government so that there will not be any repeat of SASBF experience”.

He however commended the NIMASA DG on the whole process, saying he has demonstrated determination to disburse the fund.

According to him, NIMASA needs to be commended for the steps so far taken, adding that Jamoh has shown commitment considering the momentum put in the whole process. 
He said that the DG has met with the five banks where he demonstrated body language showing clearly that his agency is ready to disburse the fund. 

"NIMASA has even let the banks know that they should not introduce unnecessary collateral that will scare the benefitting shipping companies. Yet, Jamoh did not stop there, he made it clear that government does not want the mistake of the past to be made, so the fund when given will be paid back," Opara said.

Jamoh recently met with the five banks, including Union Bank, Jaiz Bank, Zenith Bank, Polaris Bank and United Bank of Africa (UBA) as part of the efforts to disburse the CVFF.
The apex maritime agency had during the meeting with the banks cautioned against unnecessary collaterals that will be difficult for the shipping companies to provide.

However, Jamoh made it clear that the government wants to avoid the mistake of the past in which some of those who benefitted from the Ship Acquisition Fund and Ship Building Fund (SASBF) could not repay the loans.

Jamoh made it clear that the federal government is desirous to disburse the fund as soon as possible.

Jamoh also said that the 50 percent counterpart funding is in dollars when the banks requested that the shipowers should provide 50 percent counterpart funding.

Jamoh said, ”We don’t want a situation where the banks will be asking for the father and mother of the ship owners and other collaterals that may make the prospective beneficiaries of the funds get scared.”

The NIMASA DG however explained that what the agency expects the banks to come up as harmonized procedure for the disbursement include .the interest rate, tenor, collateral and other necessary requirements.

He added that the interest rate to be charged should be in line with international best practices since the CVFF would be given to the banks in foreign exchange.

He explained that the government could not have gone ahead to disburse the fund without necessary meeting with stakeholders, including the banks.

ANLCA CRISIS:  DR. FARINTO TO CONVENE AGM IN MARCH 2023 - CRFFN

The Council for the Regulation of Freight Forwarding in Nigeria, CRFFN, has issued a resolution to address the crisis that has threatened to cripple the biggest freight forwarding association in Nigeria,  Association of Nigerian Licensed Customs Agents, ANLCA, at the Annual General Meeting, AGM, of the association, in March 2023.   

It was earlier reported that the bone of contention in the ANLCA crisis has been the soul of the Board of Trustees. There is the Alhaji Taiwo Mustapha led BOT and the Dr Taiwo Afolabi led BOT which has Prince Ozo Chukwura leading by proxy.

According to the press release signed by the the Chairman Committee on Media and Publicity, CRFFN, Muftahu Ya”u , CRFFN has directed that Dr. Kayode Farinto, Acting President of the association should call for an Annual General Meeting, AGM, at a venue chosen by the CRFFN; Oriental Hotel in Lagos.

The statement reads “Pursuant to Section 4(d) of the CRFFN ACT NO.16 Of 2007, which mandates the Council the general duty of ” Regulating and Controlling all the Associations of Freight Forwarding Agents”, it became imperative for the Council to intervene in the affairs of any association at a time of crises where internal mechanisms to resolve the crises proves abortive.

“Prior to the last extra-ordinary emergency meeting held in Abuja on the 9th, February this year to resolve the crisis, the Council had earlier applied and adopted many approaches and mechanisms, together with consultations with the aggrieved parties involved before arriving at the following resolutions: that the Association’s Annual General Meeting be convened immediately, that the composition of the Board of Trustees of the Association be nine members, that each of the two aggrieved parties shall nominate four (4) members to serve as their representatives on the Board of Trustees, that the ninth member of the Board of Trustees be elected at the Annual General Meeting, that the Council Chairman and the Acting Registrar will attend the Annual General Meeting to oversee the conduct of the Annual General Meeting, that it is hoped that the aforementioned measures would help resolve the lingering crisis and that the Annual General Meeting be convened at a venue to be provided by the Council.

“In light of the above, the Council Chairman Dr. Abubakar Tsanni has directed the Acting President of the Association, Dr. Kayode Farinto to convene an Annual General Meeting which should have in attendance all members of the Association on Thursday, 2nd March, 2023 by 11: am at Oriental Hotel Lagos.

“Finally, the Council once again, call on parties to eschew bitterness amongst each other and to embrace peace as the veritable tool for the attainment of the Association’s goals.

The Chartered Institute of Export and Commodity Brokers of Nigeria,  CIECOBON, has sought NSC's cooperation in promoting export during a courtesy visit on the Executive Secretary/Chief Executive Officer and Management of Nigerian Shipper's Council, NSC, Rt. Hon. Emmanuel Jime, at the NSC headquarters in Lagos today

CIECOBON led by the President/Council Chairman, Dr. Ayobami Omotosho appealed to the Federal Government to establish an Export-specific Port to further encourage exports.
 
He said that lack of flat-bottomed vessels to transport cargos to Apapa rendered the use of Ikorodu Lighter Terminal once designated for export, a dead on arrival decision.
 
 In a press release made available to the journalists and signed by the Head, Public Relations  Unit, NSC, Mrs. Rakiya Dhikru-Yagboyaju,  CIECOBON  President disclosed that one of the shipping lines operating in the sub-region has been providing open roof-top vessels for Ghanaian exporters of produce. 

He pleaded with NSC to discuss the possibility of extending such a service to Nigerian exporters because the RIFA containers that should ordinarily be used are too expensive for many exporters.
 
The Executive Secretary/Chief Executive Officer, Hon Emmanuel Jime in his response assured them that part of NSC’s mandate, being in alliance with that of CIECOBON, will result in a partnership that will benefit the nation’s economy. 

Nigerian Shippers' Council boss commended the doggedness of CIECOBON in promoting export through advocacy and capacity building. He enjoined the body to keep forging ahead in its mission with patriotic zeal. 
 
Jime also assured Dr. Omotoso and his delegation that NSC will discuss the request for open rooftop vessels.

The Maritime Journalists Association of Nigeria, MAJAN, has congratulated Comrade Joe Ajaero and Prince Adewale Adeyanju for their victory in the just concluded election of Nigeria Labour Congress, NLC.

The President of MAJAN, Comrade Ray Ugochukwu, gave this congratulatory message in a statement released on MAJAN platform today.

He  said that "with Joe Ajaero as the new President of NLC and Prince Adewale Adeyanju as  Deputy President, it is a New Dawn for Nigeria Labour Congress.

Comrade Ugochukwu, a seasoned Journalist and renowned writer, said emphatically that NLC under the new leadership will protect the interest of  Nigerian workers and ensures proactiveness in Labour movement.

The Nigerian Chamber of Shipping, NCS, has elected the  Managing Director of Sea Transport Group, Mr. Aminu Umar  has its 7th President.

In a press statement made available today,  this development became necessary following the expiration of the second tenure of Mr. Andy Isichei, Executive Vice Chairman of ACI Holdings, as President.

Aminu who was elected at the recent Governing Council meeting of NCS, 
while, a former Director General of the NCS, Mrs. Ify Anazonwu- Akerele also emerged as the Vice President of the Chamber.

Aminu Umar is a seasoned professional in Shipping Operations and a member of various ministerial committees runs a company whose interest spans Ship husbandry, Ship Management, Crew Management and energy transportation.

“He is also a leading indigenous ship owner and operator in Nigeria and his emergence as President of NCS is definitely a square peg in a square hole.

The Nigerian Chamber of Shipping is poised for greater success under his leadership,” the Director General of NCS, Mrs. Vivian Chimezie-Azubuike said.

Nigerian Chamber of Shipping, NCS,  with the primary objective of ensuring that the domestic Shipping Industry participates fully in all Commercial Services in the Nigerian Coastal waters and beyond was formed in 2002

Nigerian Institute of Management Chartered, will hold the investiture of Dr. Mrs. Christiana Atako as the 24th President and Chairman of Council in a ceremony to be held in the Institute’s Chris Abebe Auditorium, Management House, Victoria Island, Lagos on Wednesday, February 15, 2023. 

Dr. Atako, the erstwhile Deputy President and Acting President of the Institute, was elected the 24th President and Chairman of Council on December 9, 2022 and succeeds Major General Abdullahi Muraina (rtd.), who passed away last September.

Atako, a Fellow of the Institute and a former Acting Managing Director/Chief Executive Officer of the Niger Delta Development Commission, attended the University of Sokoto from where she graduated in 1984 with a First Class Honours degree in English. She also obtained a Post Graduate Diploma (Public Relations) from the Nigerian Institute of Journalism, Lagos and another Post Graduate Diploma (Cross-Sector Partnership from the University of Cambridge and yet another Post Graduate Diploma (Conflict Resolution Skills) from the University of Coventry, United Kingdom.

Dr. Atako who had a distinguished career in both private and public sectors of the economy in different positions worked with the Cross River State Teaching Service Commission and Cross River State Civil Service Commission; the Oil Mineral Producing Areas Development Commission, OMPADEC as Assistant Director, Community Affairs and Assistant Director, Public Affairs in OMPADEC. She later moved her services to the Niger Delta Development Commission, NDDC, as Assistant Director and Acting Head of Community and Rural Development Directorate before becoming Deputy Director, Community and Rural Development and Head, Corporate Affairs. She grew to the position of Director, Community and Rural Development and Director, Education, Health and Social Services.

She got to the peak of her illustrious career in 2013, was appointed Acting Managing Director/Chief Executive Officer of the Commission.

The new President and Chairman of Council of the Institute’s pedigree as a thoroughbred, seasoned and tested professional is not in doubt as she has distinguished herself creditably in every assignment she has been saddled with.
 
She has attended several courses, seminars and conferences within and outside the country and has also presented scholarly papers in several training programmes and workshops across the globe.

A versatile professional, Dr. Atako is also a Fellow of several professional bodies including the Institute of Strategic Management; Certified Institute of Public Administration and Management; Certified Directors Institute, and Institute of Corporate Managers and Public Administrators. She is also a member of the Nigerian Institute of Public Relations, Chartered Institute of Personnel Management and Nigerian Institute of Management Consultants.

Atako joined the Institute in 2000 has served in different capacities at Port Harcourt Chapter and Rivers State Branch as well as national level where she has been in Council since 2013. In recognition of her sterling contributions to the development of the Institute and growth of the management profession, she was elected the National Treasurer in 2019, Deputy President in 2021, Acting President in September 2022 and substantive President in December 2022.

A devout Christian, Dr. Atako has reading, researching and travelling as her hobbies.

The Western Marine Command of Nigeria Customs Service is seeking collaboration from National Inland Waterways Authority, NIWA, for safety protocol cover and engineering support to the Customs Marine Corps so as to deliver its mandate and check revenue leakages.

The Controller of the Western Marine Command, Comptroller Oduadu Seletu 
made the request when he visited the Lagos Area Manager of NIWA, Engr Sarat Braimah.

According to him, “We want our men on water to operate within the best safety standards and we believe NIWA as regulators can brush us up and even help us take a second look at our boat engines, to avoid incidents of breakdowns in the middle of nowhere,”.

He also asked the NIWA Area Manager to assist in enthroning a joint patrol with NIWA police, noting that deep self-discipline and respect for extant regulations which will be robustly marshalled to change compliance narratives particularly on Badagry to Seme waters, adjudged as a difficult and porous route for bursting alleged smuggling activities.

“I am aware that something needs to give way here and I request your office to help us understand this Badagry Seme route, so can we properly access what is happening there, and to ensure goods in transit are captured for Customs duties,” 

The Lagos Area Manager, NIWA  Engr. Braimah in her response said, NIWA  is open to collaboration, to help sanitize activities on water transportation on Lagos waterways.

“We shall assist you in the area of safety awareness and education and every other possible way that can make your assignment easy,”

Nigerians have been urged to consider the present situation a passing phase in the nation's journey towards national prosperity, Urging for calm, understanding and the resilience that have characterized Nigerians as a people, the Institute of Chartered Accountants of Nigeria, ICAN, said that it shares the pains of all Nigerians whose lives and livelihood are being disrupted daily due to the paucity of new Naira notes arising from the recent Naira redesign policy of the Central Bank of Nigeria (CBN). 


President of ICAN, Mallam Tijjani Musa Isa, stated this in a press statement signed by himself this Friday.

The ICAN President regretted that unfortunately, the glaring effects of the policy on businesses and other financial transactions have further been compounded by the challenges in fuel supply across the nation.     

 "You will recall that ICAN, in pursuit of its public interest mandate, published its position paper on the Naira redesign policy in December 2022 and proffered some recommendations for its successful implementation. To that effect, we assure the public of ICAN’s steadfastness in engaging the government and other key stakeholders to promptly resolve the crisis", he stated.

According to him, new policies sometimes have unintended consequences; and so, the present circumstance should not be perceived as a premeditated attempt to inflict undue pains on the masses. 

He urged that as the CBN and other key stakeholders continue to make commendable efforts to address the present challenges, the apex Bank should continuously reassess its strategies and expedite actions towards making the new currency notes readily available to the public. 

He remarked that the current cash-in-hand challenge has revealed the weaknesses in the country's alternative financial payment solutions.

"Accordingly, we encourage the deposit money banks, telecommunication and fintech companies to ramp up investments in their systems and processes towards improving the quality of their services in the Nigerian economy in the shortest possible time.

"ICAN acknowledges the recent interim injunction of the Supreme Court restraining the Federal Government and the CBN from enforcing the deadline of 10 February 2023 for withdrawal of the old Naira notes. 

"We urge the CBN and other key stakeholders to see the injunction as an opportunity to rapidly improve the supply and distribution of the new Naira notes (alongside the old notes), stabilise the alternative financial payment solutions and expand public awareness on the indisputable benefits of a cashless economy," he stressed.

The ICAN boss stated that his institute believes that these actions will gradually restore public trust in the nation's presently challenged financial system and calm all frayed nerves.

Standards Organisation of Nigeria,  SON, in collaboration with Sustainable Research and Action for Environmental  Development, SRAD eV Nigeria, on behalf of CLASP USA launched the first of its kind inception workshop on MEPS held at Ibis Hotel Ikeja Lagos state.

The Director-General/ Chief Executive, Mallam Farouk Salim in his keynote address expressed gratitude to the experts, professionals, various stakeholders present for the formulation and development of an important draft performance standard on lighting products.

Salim emphasised that Minimum Energy Performance Standard, MEPS, for lighting therefore will help and play crucial roles in reducing energy consumption, as it sets the benchmark for the energy efficiency of lighting products which will  help drive the market towards more sustainable solutions.

Director General who was represented by Deputy Director Head Electrical and Electronic laboratory Engr Alewu Achema outlined the benefits in respect to cost in using only complying lighting products, which will in the long run phase out products containing environmentally dangerous materials like Mercury.

The SON helmsman acknowledge the efforts of CLASP for rendering technical supports in the areas of standards and manpower development designed to sustain a clean and efficient energy compliant to the environment and assured all present of continous collaboration in the implementation of the standard.

Deputy Director Head Electrical and Electronic laboratory Engr Alewu Achema in his opening remarks welcomed all saying that this workshop being the first of its kind is a great milestone achievement for the organisation as it steers the lighting industry which no one can do without away from hazardous substances to more cleaner and efficient energy generation which will not only be economical  but environmentally friendly.

Federal Ministry of Industry trade and investment Ministry of Environment, Nigerian Customs Service representative from CLASP and SRAD eV Nigeria sent their goodwill messages.

There was a paper presentation  on the cost ramifications of adopting led lighting system as opposed to the Mercury ones in use, from Mr Colin Taylor of CLASP USA and Mr Olakunle.

The Amalgamation of Container Truck Owners Association of Nigeria, ACTOAN, has organized a safety campaign  to sensitize truck drivers on safety precautions and find lasting solutions  to falling of containers on the roads.

The theme of the safety campaign was “Zero Tolerance To Falling Of Containers On The Roads”, was organized in conjunction with the Nigerian Ports Authority, NPA, Vehicle Inspection Officers, VIO, Federal Road Safety Commission and the Lagos State Traffic Management Agency, LASTMA.

The Campaign which kicked off from the Association of Maritime Truck Owners, AMATO Secretariat in Apapa, Lagos made a brief stop over at the Nnewi Building, Apapa Wharf gate where truckers were addressed before moving on to MPS Ijora Olopa Pregate/truck park, EMOT Terminal Ijora, Lillypond Pregate Transit Park and terminating at Danlami Park Marine Bridge.

The Secretary, Association of Maritime Truck Owners, AMATO, Mr. Bala Mohammed while speaking with the journalists  disclosed that they embarked on the campaign to sensitize truckers on the need to adhere to road safety precautions in order to bring to the barest minimum the rate at which containers were falling on the roads and killing and maiming innocent road users.

He urged all members of the trucking community to comply with minimum safety standard for trucks and to ensure drivers have valid driver’s licence. He further urged them ensure that containers twist locks were being applied after loading container to prevent container from falling.

“We admonished them to stop overloading their trucks, drivers should not drink when driving, obey traffic signals and stop over speeding, among others”, he added.

On the choice of the FRSC, VIO and LASTMA for the collaboration, the AMATO Scribe explained that “We chose the organisations because they are saddled with the responsibility of truck and road safety. They are also in a position to sensitize our members on the dos and donts on the road.”

The Unit Commander, FRSC, Apapa Unit Command, Mr. Sikiru Aduloju stated that  they had to embark on this sensitisation because of the prevailing incidents in town lately.

“But this time around, we were able to, in conjunction with AMATO, VIO and LASTMA sensitized virtually all the parks in Apapa. We were there to tell them the disadvantage of not latching their trucks and I know that with what we have done today, definitely, it’s going to go a long way in curbing incessant falling of containers on the highway.

“We told them a lot things that they have not heard before and they asked a lot of questions. We also told them that they have to latch their containers because if it fails, apart from killing people, they are also going to lose their job. They were very keen to listen to everything that we said today. You know in FRSC, we have a lot of medium of dispensing all this information through the media and we have been going from park to park sensitizing them as well as carrying out a lot of enforcement”,

In order to have a smooth operations this year, the newly reconstituted. 100% Compliance Team of National Association of Government Approved Freight Forwarders (NAGAFF) has taken proactive steps towards realising its mandate. 

To this effect, the National Coordinator of the Compliance Team, Alhaji Ibrahim Tanko has appointed the former Vice Chairman,  Tincan Island Chapter of NAGAFF, Fwdr. Stanley Ejiogu as the Head of Operations  of the Team. 

Alhaji Tanko who announced this during the inaugural meeting of the newly reconstituted Team at its secretariat in Eleganza Complex, Wharf -Apapa , Lagos said the appointment has become necessary inorder to commence execution of their planned actions, adding that more appointments would be made soon. 

He stated that they (Compliance Team members)  are now ready to work and however solicited for the cooperation and understanding of chapter chairmen of NAGAFF in the discharge of their duties in the interest of the freight forwarders, NAGAFF and other stakeholders in the industry, stressing, "we are not here to witch- hunt  anybody. Let them not see us as enemies. We are partners in progress and from one big  family, NAGAFF."

Tanko who said it would no longer  be business as usual , adding that his team would rapport  with the security agencies in the  Industry such as the Police, EFCC, including the ICPC in order to ensure total  compliance to trade rules , assuring that undue delay of cargos at the ports, demurages, multiple alerts, over charges would be a thing of the  past . 

His words, "We will work with security agencies such as EFCC, ICPC and we have had meetings with them , we have understanding with them and they are ready to work with us . In fact, we will even go for training with them on how to get facts and figures. So we are ready to work now and anybody who thinks he is a god , we are going to tell him, he is not  god."

"A lot of thing is going wrong. Everybody doing what they like. Talk of Customs, talk of shipping companies, Terminal Operators, Bonded Terminals, even  Nigerian Shippers' Council is even the worst.  People that suppose to help us are not helping us.

"I have come back to ensure that people  do the right thing . Just for example, if   the President assign responsibility to Minister, directors and others, then, do  you expect him to come and do the work? And  if they fail to perform,  they  should be blamed, not the President."

"We have NPA, we have Shippers'  Council, We have Minister of Transportation, we have CG of Customs, we have Comptrollers in various places, we should lay our complains to them. Bonded Terminals have increase their transfer charges without consulting anybody, while Shippers'Council management is  there watching them without saying a word. So, there are a lot of issues. 

The 100% Compliance Team Boss who however urged his team members to be be committed to duty and  ensure honesty, transparency  in carrying out their task  in order to fulfill their mandate, remarked that the group still retains its former name, 100% Compliance Team as against 100% Compliance Task Team as seen in some online media. 

Speaking also, the Chairman of Compliance Team ,Western Zone, Dr. Fred Ajuzie emphasised the need for seriousness, commitment and dedication by the members to the actualisation of their set targets. 

Dr Ajuzie urged them to emulate the exemplary footsteps of the National Coordinator of the team, Alhaji Ibrahim Tanko by going extra miles in their assignments to achieve results.

The Federal Government has declared the Funtua Port of Kastina  State as a port of origin and final destination for import and export of cargoes.


The Minister of Transportation, Mu’azu Jaji Sambo made this declaration on behalf of the Federal Government with the power conferred on him as Minister of Transportation by section 30 of the Nigerian Ports Authority Act, Cap. N126 Laws of the Federation of Nigeria, 2004. 

The Minister of transportation said that   Funtua dry port was initially referred to as Funtua Container Freight Station  with facility to operate shipping businesses including clearing and forwarding of cargo directly from anywhere in the world,  which was approved by the Federal Executive Council in March 2006 alongside other inland dry ports in the country but was later converted to an Inland Dry Port owing to the fact that the critical transport infrastructure was based on the strategic framework of Build, Own, Operate and Transfer, BOOT.

According to the Minister,  Funtua Inland Dry Port would be a Customs port in accordance with the provisions of the Customs and Excise Management Act, Cap. C45 Laws of the Federation of Nigeria, 2004 and would have all the prerequisites of an international port.

He said that the national and international maritime practitioners, shippers, shipping companies, landlocked countries and port users should take full advantage of the port for import and export of their cargoes.

The Permanent Secretary of the Federal Ministry of Transportation, Dr. Magdalene Ajani, said “the Funtua Inland Dry Port will further unlock the economic potentials of Nigeria and facilitate trade with the land-locked countries like Niger and Chad Republic. 

"The Port will provide importers and exporters located within the nation’s hinterland access to shipping and port services without physically being at the seaports”.

Ajani said that the project will promote the Africa Continental Free Trade Agreement, AfCFTA, and economic integration as well as further support the Presidential Business Enabling Environment Council, PEBEC. 

The Governor of Kastina State, Aminu Bello Masari, represented by the Permanent Secretary, Ministry of Commerce, Alh. Musa Sule, in his presentation, noted that the State Government, as part of its contribution to the project, facilitated 16.2 hectares of land and also paid compensation to the land owners.

He said the Katsina State Government took the step based on the conviction that when fully operational, the Port will create employment for the immediate community and its environs, support the revenue base of the State and facilitate trade within and outside the country.

In his own contribution at the event the Executive Secretary, Nigeria Shippers’ Council, Emmanuel Jime advised States that they were allocated Inland Dry Ports but were yet to develop them, to expedite action on the projects.

Seme Border Command of the Nigeria Customs Service , NCS, has intercepted fake American dollar worth N2.7 billion at Gbaji Checkpoint,  Seme Border, Lagos.

The Customs Area Controller of Seme Customs Command, Conptroller Dera Nnadi made this known while addressing journalists today at a press conference,  said that  the smugglers promised to bribe customs officers with the sum of $150,000. original currency.

Comptroller Dera affirmed that the four suspects in connection with the seizures have been arrested.

He noted that  officers on patrol along Gbetrome base intercepted Six (6) Maltese International Passports with the same picture of a lady with different names on  31 of January, 2023.

"Two (2) Senegalese International Passports, Three (3) Togolese International Passports. Four (4) Republic of Benin International Passports. One (1) Republic of Niger International Passport and Ten (10) International Driving License of these various countries from two male suspects who are also in custody till further investigation.

Other seized items are 1,300 by 30 liters jerry can of PMS equivalent 39,000 liters roughly over one fuel tanker of PMS with duty paid value of N9, 366.45million only and 55 sacks containing 550 pieces of donkey skin with Duty Paid Value of N11.371.511. 

 

“Custom officers at the Gbaji checkpoint intercepted a vehicle carrying two passengers and upon searching them, we discovered fake $6m US dollar bills in fake currency.


“It would only take the eagle eye of a trained officer to detect that they are fake.

Dera stressed that some of these currencies bear the same serial number, and besides that, it will be very difficult for you to identify them as fake.


“Similar to this, we also arrested just few hours after this, two other passengers in a different vehicle and upon searching them, we discovered some international passports and these passports are from Malta Republic.

“All the six passports we got bears the same photograph of the same person, but with different names.

"The passport belongs to the republic of Malta, but bears the photograph of someone who appears to be an European and bearing different names for all the six passports'.

“The same lady also has six international driver’s licenses bearing her photograph with six different names. The significance of this shows that we are dealing with a very serious syndicate that moves across the borders” 

He said that the international syndicate is using these passports to move across from one border to another country with a different identity.

“We suspect that it is a syndicate that is involved in cross border criminality. We also know that the election is around the corner and with this development, it is a dangerous trend.

“For the currency we have two suspects and for the international passports we also have two suspects”

From his contribution on the seizure, the Controller, Seme Command of Nigeria Immigration Service, Dr M.C Dike said that “It is possible for you to have a dual nationality, but from his explanation, it is clear that the suspects are international syndicates indulged in criminal behaviours.

The Nigerian Railway Corporation, NRC, has said that it recorded 693,224 passengers travelling on the Lagos/Ibadan Standard Gauge train between January 2021 and  December 2022.

The Lagos District Manager, NRC, Mr Augustin Arisa, made the disclosure  in Lagos.

Arisa explained that the corporation recorded a total of 173,488 passengers in 2021 and 519,738 in 2022.

He attributed the increase in number of passengers in 2022 to awareness and free rides organised by the Federal Government towards the end of 2021 till the first week in January 2022.

In his words “The Standard Gauge fare from Lagos to Ibadan (Mobolaji Johnson Ebute -Meta to Obafemi Awolowo Station in Moniya) cost N9,000 for executive class.

“N6,500 for Business class, N3,600 for standard class and it cost N3,000 for standard class for minors.

“From Lagos to Abeokuta (Mobolaji Johnson Ebute-Meta to Prof. Wole Soyinka Station in Abeokuta) the fare is N6,000 for executive class, N4,500 for business class , N3,000 for standard and minor N2,000.

“From Abeokuta to Ibadan the standard gauge fare is N3000 for executive, N2,000 for business class and N1,000 for standard class.”

Arisa said that the corporation also recorded 524,093 passengers on the Mass Transit train from Lagos to Ijoko in Ogun in 2021 and 964,631 passengers in 2022.

He stressed that the corporation runs four trips daily from Lagos to Ijoko — two in the morning between 6.30 a.m., and 7.00 a.m., while in the evening there are two trips at 5.30 p.m., and 6.00 p.m., respectively.

He said that the corporation would continue to create more awareness on its services, adding that various social media platforms have been adopted to create awareness for the public.

Arisa said further that the corporation had also put in place measures to tackle the vandalism of NRC properties by hoodlums.

He urged miscreant to steer clear of Federal Government properties which was constructed for the benefits of the citizens.

The District Manager said the corporation would soon commence movements of goods on the standard gauge.

IMO SET DEADLINE FOR MEMBERS ON MARITIME SINGLE WINDOW SYSTEM

Following the adoption by IMO’s Facilitation Committee of amendments to the FAL Convention (Convention on International Maritime Traffic), IMO in a two-day symposium held recently in London, has said that from January 1st 2024, ports around the world must adopt Maritime Single Windows, MSWs, system for the electronic exchange of information required on ships’ arrival at a port, their stay and their departure.

The symposium, themed “Maritime Single Window 2024– A window of opportunities” was jointly organized by IMO, IAPH and BIMCO, with the support of the International Port Community Systems Association (IPCSA). 

The symposium host experts from across the shipping and ports sectors explored how MSWs fit with national digitalization strategies, the best approach to designing and implementing MSWs to suit Member States’ maritime trade facilitation objectives and objectives to achieve the greening of shipping. 

Concept of interoperability and understanding how to apply industry standards to harmonize electronic data exchanges, as well as port call data requirements, and the development of strategic partnerships were discussed at the symposium.

The IMO Secretary General, Mr Kitack Lim, at the opening of the symposium in London Headquarters said that making MSWs mandatory from 1 January 2024 was not only “a significant step towards accelerating digitalization in the maritime trade”, but also “an opportunity for all stakeholders in shipping, and a necessary step forward”. 

Lim  praised progress made in recent years by the shipping and port industries and pledged IMO’s support to Member States in finding tangible solutions to the forthcoming new obligations under the FAL Convention to  accelerate the digitalization and decarbonization aspirations of international shipping. 

In his remarks,  IAPH’s President, Subramaniam Karuppiah, warned against the impact of COVID-19 pandemic and also emphasized that the maritime industry is seriously lagging behind in its move to digitalization.

The President Designate of BIMCO,   Nikolaus Schues on his part described Maritime Single Window as “an opportunity to be exploited and one we cannot afford to miss”.

Comptroller Musa Omale PHD, has promise to sustain the legacy of surpassing the revenue target by his predecessor.

He made this known through a press release signed by the Command Public Relations Officers, DSC A.T Abubakar at the handing over ceremony of the leadership of Nigeria Customs Service, Sokoto/Zamfara Area Command, from Comptroller  Abdulhamid Ma’aji  to him.

In his response, he assured stakeholders that the Command will continue to facilitate legitimate trade. 

He implore them to adhere to proper declaration and payment of appropriate duties. 

He also called on the officers to work together with him in synergy so as to achieve the desired result.

Comptroller Musa Omale an  ace Controller was enlisted into the Service in 1991 as an Assistant Superintendent and has served in various Commands and the Headquarters. 

Until his present posting, he served as Comptroller Headquarters.

Omale dedicated the success achieved during his stewardship to officers and men of the command.

While speaking earlier at the handing over ceremony which took place at the Area Command, Comptroller  Abdulhamid Ma’aj urgedi officers and stakeholders to extend to his successor the same support he received while at the helm of the command.
