Minister of Transportation Blames NPA For Neglecting Shippers' Council On Review Of Port Concession Agreement

The Minister of Transportation, Mu’azu Jaji Sambo has blamed the Nigerian Ports Authority, NPA, for neglecting the Port Economic Regulatory body; Nigerian Shippers Council in the ongoing review of port concession agreement with terminal operators.
He stated this recently during his visitation to Nigerian Shippers' Council headquarters in Lagos.
The Minister, requests for concession agreement renewals from NPA had been submitted without verifiable data on the performance of the terminals vis-a-vis the obligations as contained in the initial concession agreement, positing that as the port economic regulator, Shippers Council is best placed to perform this role.
It will be recalled that the former Executive Secretary of Shippers Council, Barr. Hassan Bello had raised alarm severally about how the Council was being excluded in the port concession agreement review under the former Managing Director of NPA, Hadiza Bala Usman.
“NPA ought not to have recommended to the Transport Ministry the renewal of the leases and concession for terminal operators without an input from NSC. As port economic regulator, NSC should provide a comprehensive report detailing the accomplishments of the operators. Do it terminal by terminal. Outline the encumbrances the terminals faced and provide data to measure their performances,”
He stated that the initial neglect of NSC better positions the Council to deliver an independent review of the final outcome of the port concession agreement and recommendation with verifiable data and Key Performance Indicators, KPIs of the terminal operators.
Sambo said that the report of Nigerian Shippers' Council will be attached and forwarded to the Federal Executive Council, FEC, for final approval of the concession contracts for terminal operators.

We want them to know they can build a long career in maritime.The other reason is that the sector currently needs a new set of young and competent technical hands who can contribute meaningfully to its growth through the deployment of their skills”.
His words “As a company that is tracking trends in our industry, we have discovered that opportunities abound in the maritime sector but we have low manpower to harness these opportunities.He appreciated the support of the management, who have made the training of the 25 engineering graduates a reality.

He said, “ I must commend the present DG of NIMASA for his outstanding performance that has raised the hope of practitioners in the industry.“ My concern is more on the implementation of these processes by the designated banks. It is one thing giving an order and another thing implementing the order given.“ Nigerian commercial banks are not best of friends when it comes to loans because they make the loans practically impossible for beneficiary to pay back, because of their high and unreasonable interest rates and so many other charges attached to the same loan which largely contribute to failures in repaying loans generally.“ There should be a standard and reasonable requirement of what stands as acceptable collateral to cut across board for designated banks”.
"NIMASA has even let the banks know that they should not introduce unnecessary collateral that will scare the benefitting shipping companies. Yet, Jamoh did not stop there, he made it clear that government does not want the mistake of the past to be made, so the fund when given will be paid back," Opara said.

The theme of the safety campaign was “Zero Tolerance To Falling Of Containers On The Roads”, was organized in conjunction with the Nigerian Ports Authority, NPA, Vehicle Inspection Officers, VIO, Federal Road Safety Commission and the Lagos State Traffic Management Agency, LASTMA.
The Campaign which kicked off from the Association of Maritime Truck Owners, AMATO Secretariat in Apapa, Lagos made a brief stop over at the Nnewi Building, Apapa Wharf gate where truckers were addressed before moving on to MPS Ijora Olopa Pregate/truck park, EMOT Terminal Ijora, Lillypond Pregate Transit Park and terminating at Danlami Park Marine Bridge.
The Secretary, Association of Maritime Truck Owners, AMATO, Mr. Bala Mohammed while speaking with the journalists disclosed that they embarked on the campaign to sensitize truckers on the need to adhere to road safety precautions in order to bring to the barest minimum the rate at which containers were falling on the roads and killing and maiming innocent road users.
He urged all members of the trucking community to comply with minimum safety standard for trucks and to ensure drivers have valid driver’s licence. He further urged them ensure that containers twist locks were being applied after loading container to prevent container from falling.
“We admonished them to stop overloading their trucks, drivers should not drink when driving, obey traffic signals and stop over speeding, among others”, he added.
On the choice of the FRSC, VIO and LASTMA for the collaboration, the AMATO Scribe explained that “We chose the organisations because they are saddled with the responsibility of truck and road safety. They are also in a position to sensitize our members on the dos and donts on the road.”
The Unit Commander, FRSC, Apapa Unit Command, Mr. Sikiru Aduloju stated that they had to embark on this sensitisation because of the prevailing incidents in town lately.
“But this time around, we were able to, in conjunction with AMATO, VIO and LASTMA sensitized virtually all the parks in Apapa. We were there to tell them the disadvantage of not latching their trucks and I know that with what we have done today, definitely, it’s going to go a long way in curbing incessant falling of containers on the highway.
“We told them a lot things that they have not heard before and they asked a lot of questions. We also told them that they have to latch their containers because if it fails, apart from killing people, they are also going to lose their job. They were very keen to listen to everything that we said today. You know in FRSC, we have a lot of medium of dispensing all this information through the media and we have been going from park to park sensitizing them as well as carrying out a lot of enforcement”,

"Two (2) Senegalese International Passports, Three (3) Togolese International Passports. Four (4) Republic of Benin International Passports. One (1) Republic of Niger International Passport and Ten (10) International Driving License of these various countries from two male suspects who are also in custody till further investigation.Other seized items are 1,300 by 30 liters jerry can of PMS equivalent 39,000 liters roughly over one fuel tanker of PMS with duty paid value of N9, 366.45million only and 55 sacks containing 550 pieces of donkey skin with Duty Paid Value of N11.371.511.
“Custom officers at the Gbaji checkpoint intercepted a vehicle carrying two passengers and upon searching them, we discovered fake $6m US dollar bills in fake currency.“It would only take the eagle eye of a trained officer to detect that they are fake.
“Similar to this, we also arrested just few hours after this, two other passengers in a different vehicle and upon searching them, we discovered some international passports and these passports are from Malta Republic.“All the six passports we got bears the same photograph of the same person, but with different names."The passport belongs to the republic of Malta, but bears the photograph of someone who appears to be an European and bearing different names for all the six passports'.“The same lady also has six international driver’s licenses bearing her photograph with six different names. The significance of this shows that we are dealing with a very serious syndicate that moves across the borders”He said that the international syndicate is using these passports to move across from one border to another country with a different identity.“We suspect that it is a syndicate that is involved in cross border criminality. We also know that the election is around the corner and with this development, it is a dangerous trend.“For the currency we have two suspects and for the international passports we also have two suspects”

IMO SET DEADLINE FOR MEMBERS ON MARITIME SINGLE WINDOW SYSTEM
The symposium, themed “Maritime Single Window 2024– A window of opportunities” was jointly organized by IMO, IAPH and BIMCO, with the support of the International Port Community Systems Association (IPCSA).
The symposium host experts from across the shipping and ports sectors explored how MSWs fit with national digitalization strategies, the best approach to designing and implementing MSWs to suit Member States’ maritime trade facilitation objectives and objectives to achieve the greening of shipping.
Concept of interoperability and understanding how to apply industry standards to harmonize electronic data exchanges, as well as port call data requirements, and the development of strategic partnerships were discussed at the symposium.
The IMO Secretary General, Mr Kitack Lim, at the opening of the symposium in London Headquarters said that making MSWs mandatory from 1 January 2024 was not only “a significant step towards accelerating digitalization in the maritime trade”, but also “an opportunity for all stakeholders in shipping, and a necessary step forward”.
Lim praised progress made in recent years by the shipping and port industries and pledged IMO’s support to Member States in finding tangible solutions to the forthcoming new obligations under the FAL Convention to accelerate the digitalization and decarbonization aspirations of international shipping.
In his remarks, IAPH’s President, Subramaniam Karuppiah, warned against the impact of COVID-19 pandemic and also emphasized that the maritime industry is seriously lagging behind in its move to digitalization.
The President Designate of BIMCO, Nikolaus Schues on his part described Maritime Single Window as “an opportunity to be exploited and one we cannot afford to miss”.
