"So we are asking the government to fastrack the construction of the road, and also monitor the contractors, and provide an alternative link road ,not only for the port users ,but also the host community, particularly the farmers"Ogunojemite stated.

By: Bisi Akingbade

According to the press release signed by Head of Media, MWUN, Comrade John Kennedy Ikemefuna indicated  that Prince Adeyanju made it known  that
"It would be recalled that the former Honourable Minister of Transportation's intervention necessitated the suspension of the indefinite strike action billed for Monday, 5th of June, 2023.

"The Minister also commissioned a constituted technical  committee comprising of the Union and Shipping Employers to harmonize the Union's demands after the three meetings held could not resolve the protracted Minimum Standard Condition of Service, NJIC, issue with the Union.

"It's worthy to note also that when truce was almost in sight, the representatives of the Shipping Employers at the negotiation table began to develop lackadaisical attitude towards the entire exercise, which gave them away as lacking the mandate to take decisions; their cold feet on the matter subsequently led to the collapse of the negotiation.

"Flowing from the above, we as a Union have reiterated that the Shipping Branch of the Union will commence the suspended indefinite action through out the Nation's port formations after the expiration of the renewed seven-day ultimatum issued.

The other three branches of the Union, namely: Nigerian Ports Authority, NPA, Dockworkers, and the Seafarers will in solidarity join their colleagues in the strike action.

MAJAN Roundtable :NAGAFF Founder speaks on outrage over increase in terminal charges, reversal of forex ban on 43 items, others

MAJAN Roundtable :
NAGAFF Founder speaks on outrage over increase in terminal charges, reversal of forex ban on 43 items, others
...Calls on CGC Adeniyi to empower Zonal Commands, trusts Area Controllers

By: Bisi Akingbade

The Founder, National Association of Government Approved Freight Forwarders, NAGAFF, Dr. Boniface Okechukwu Aniebonam, has called on Nigerian Shippers' Council, NSC, to immediately convene a meeting with stakeholders and terminal operators to deliberate on the face-off between Freight Forwarders and Terminal operators on the sudden increase in terminal charges, to prevent conflict in the port system.

Dr Aniebonam gave this advice when speaking with Maritime Journalists Association of Nigeria (MAJAN), during a Roundtable talk-show, held
on Friday, October 20, 2023, in Apapa.

The Founder, NAGAFF,  while  responding to questions on the outrage by freight forwarders over excessive increase in terminal charges to over 350%, appealed to freight forwarders and maritime traders for calm, calling on  NSC as the regulatory authority to urgently intervene, in order to avoid chaos in the port system, especially with the challenges facing the nation’s economy at the moment.

He  stressed the need for terminal operators to always seek for approval on any proposed increase on charges from appropriate regulatory authority in the transportation ministry. Also, the terminal operators should carry out wide consultation with stakeholders involved before making official pronouncement.

This, he said is important to prevent conflict in the industry. To him,
consultation and dialogue are useful at all times, for all stakeholders to be on the same page.

Speaking further, Dr Aniebonam called on the Comptroller General of Customs, CGC Adewale Adeniyi MFR, to empower Zonal Commands nationwide and make them functional to address trade disputes, to ensure seamless operations.

His assertions :"Going forward, the zonal commands of the Customs must be operational, if we want to discuss issues of trade facilitation, making operations to be seamless, having access to resolving trade matters, I expect the new CGC to devolve powers to the zones. Delegating powers to the Zones to handle trade matters and resolve disputes will fast track trade facilitation in the nation.

"I will advise the CGC to focus more on formulation of policies, training and retraining of officers to understand the language of Customs,  international relations, welfare of  officers and men of the Service. CGC  ADENIYI should move away from operations and allow the Commands to take charge, because it's more convenient for freight forwarders to take trade issues to Zonal commands to resolve, than traveling to Abuja always, even considering the security treat in the country."

He emphasised that "The zones are manned by ACGs who are already in the bracket of being appointed as the CGC. I believe the new CGC is working on it.

"Note that in delegating powers to the Zones, the CGC has the residual power to reverse any decision taken that is not right; or in tandem with the right procedures."

Aniebonam, who is also known as the Freight Forwarder General of the Federal Republic of Nigeria, said  "The CGC must trust  ACGs at the Zonal Commands.
There must be trust in the system. Anything you are doing without trust, there is a problem. The headquarters of Customs must also trust Area Controllers at various Commands to do the needful, while keeping an eye on them".

He enthused :"CGC Adeniyi is an international Customs officer, Nigeria couldn't have gotten someone better than a career officer like Adewale Adeniyi.

"Coming into office, from day one, he took off, running the basis things he knew were going wrong but didn't have the opportunities to correct.  Take for example, the Customs strike force. The strike force was an ad-hoc arrangement, an intervention force to correct a particular ailment. It shouldn't have lasted more than 3 months; or at most 6 months and returned back to the base. A great decision taken by the new CGC was disbandment of StrikeForce and the port operators are grateful for that".

He added :  "The  Customs Boss must ensure that appropriate customs duty assessment on imported goods coming into the country follow standard operating procedure. Imports at present are being over-valued for customs purposes".

He stated that "emphasis by Customs on meeting alloted revenue targets is detrimental  to trade facilitation, as well as compliance to import and export regulations, as Customs focuses more on revenue collection than trade facilitation capable of stimulating economic growth and job creation.

"Don't benchmark cargo. Revenue is a function of trade policy, cost, insurance and freight when calculating the duty. What does it take to conduct customs examination looking at section 27, the Bill of sight?

"The former Governor of Central Bank of Nigeria (CBN), Mr Godwin Emefiele destroyed the nation’s economy with the ban on forex for importation of rice and other 42 items. Delisting those items was technically banning  importation of such goods.

"This is because every import coming into Nigeria must have Form-M for statistical purposes. What this means is that, if you do not have form 'M' registered for a product, the Customs will not be in a position to issue you  Pre-Arrival Assessment Report, PAAR.

"You see the confusion Mr Godwin Emefiele created in the system ! Emefiele, who is not conversant with Customs laws  issued that Executive Order in ignorance, without due consultation with Nigeria Customs Service for professional advice.  He acted in lack of knowledge and undue arrogance, he destroyed the economy.

"Hope is alive. Thanks to President Bola Tinubu for his wisdom in reversing that Order. With the  lifting of ban on these 43 items, compliance level will increase in making declaration for customs purposes.

"Section 27 treats matters of incomplete documentation. The Customs law tells you what to do, that brings in issue of penalty. The Customs helps in that regard because the subject matter is trade. You see, Customs are the most patriotic citizens, but the implication is that, you are at mercy of Customs to do your business. Your cargo can be seized under false declaration, or concealment."

On the creation of Ministry of Marine and Blue Economy, the Founder described it as a welcome development, stating that the initiative will pave way for Nigeria to harness enormous resources abound in that sector for the betterment of the entire economy.

Aniebonam stressed that Nigeria has a lot to benefit from the new ministry, if measures are put in place to ensure appropriate implementation of policies mapped out to grow the sector.

However, he advised the Minister of Marine and Blue Economy to look at aspects of ship repairs, ship building, opening up inland waterways, tapping into the Cabotage law for Nigeria to have national carrier and other areas of specialisation.

On the recent visit to NAGAFF headquarters by AIG Zone - 2, Mohammed Ari Ali, he commended the AIG, describing him as a disciplined and intelligent Police officer, who is always concerned about professionalism on the line of duty and safeguarding national security.

He maintained that Police has general powers of arrest to protect lives and properties, as enshrined in the Constitution. However, he advised;  "Marine Police officers should focus on issues of national security and not bother on Customs duties."

He said, the AIG has been exemplary since he was a Divisional Police Officer (DPO) at Area -B Command, until he  rose through the ranks to his current position, that his subordinates working within Apapa port corridors should toe similar line of professionalism in carrying out their statutory responsibilities.

NAGAFF:  100% Compliance  Team Rejects Increment On Port Storage Charges
National  Coordinator,  100% Compliance  Team, NAGAFF

By: Bisi Akingbade

The 100% Compliance Team of the National Association of Government Approved Freight Forwarders, NAGAFF, has  rejected the arbitrary increase in terminal charges by handing companies.

The National Coordinator, 100% Compliance  Team, NAGAFF, Hon. Ibrahim Tanko made this known through  a press statement.

According to Tanko "We wish to acknowledge the prevailing economic circumstances, but for the sustainability of seamless port operations, we object at the arbitrary increment.

"The 650% increment is a serious challenge to smooth operations, inflaming passions with the implications better imagined.

"No gain saying that an increase of this magnitude poses a great danger to the entire logistics and trade ecosystem.
The attendant high cost in the markets are better imagined.

"For Nigerian Ports to remain competitive, this sort of sudden and unilateral action is counter productive.

"For a sustainable and viable terminal operations, this knee jerk ambush by Terminal operators will affect the overall logistics business.

"By this notice, we officially notify the general public of the seething restiveness in the freight forwarding community, that if nothing is done immediately, we will be forced to resort to our last OPTION.

"We are therefore calling on  the powers- that -be  to intervene in this explosive situation.

Borno State Governor Blames NRC For Removal of Railway Coaches

Borno State Governor Blames NRC For Removal  of Railway Coaches

Governor, Borno State,  Babagana Zulum

... Says the decision to relocate the rail infrastructures was “crudely pursued” by NRC

By: Bisi Akingbade

The Governor of Borno State, Babagana Zulum has stated that the removal of some railway coaches from Maiduguri to other states by the Nigerian Railway Corporation, NRC, as “suspicious and unfair”.

Zulum made this known when he visited the Maiduguri Railway Terminus.

He said  that his government will follow all legal procedures to ensure that infrastructures meant for the state are not moved to other parts of the country.

Zulum stated further that the state government was not informed about the decision to move the coaches until residents intercepted them as they were being moved.

“About five months ago, some of the rail infrastructure were conveyed to other states of the federation without the knowledge of the security operatives and Borno Government.

“This time around the community raised alarm when they saw the movement of these rolling stocks from Maiduguri to other parts of the country.

“When we contacted the management of the Nigerian Railway Corporation, they said the rolling stocks would be moved to Jos for a complete overhaul and be dispatched elsewhere.”

The Governor  of Borno State bitterly stated that the decision to relocate the rail infrastructures was “crudely pursued” by the NRC.

The Nigeria  Customs Service,  NCS,   has conducted promotional examinations nationwide for officers and men of the service so as to promote transparency and career growth.

The examination, which started with the rank of Deputy Comptrollers, Assistant Comptrollers, and Chief Superintendent of Customs on October 16, 2023, at Sascon International School in Abuja, saw dedicated officers hailing from various Area Commands and Units showcase their intellectual prowess in line with the Standard Operating Procedure established to promote deserving officers based on merit.
The Ag Comptroller General of Customs, Bashir Adewale Adeniyi, MFR, while noting that the exams ensure transparency and fairness in the process, stressed that promotion is not just a welfare program for customs; it's essential to regenerate the service and ensure that those who are deserving of various positions are elevated.

"We had some pep talks with them to help them believe in the system and understand all the efforts that we have made to ensure that there is a lot of integrity in the process. We want them to know that promotion now is based on performance and not who you know.

"The report I got regarding the level of preparations attests to this fact that we are now reconciling ourselves to that reality; it's about what you know, how capable you are, and how you can demonstrate the knowledge of the job. So that's what should come out, and that's what we count for each of these officers writing the exams," Adeniyi explained.

The Assistant Comptroller of Customs, Odedeji Babajide, while discussing  with newsmen noted that the promotion would serve as an incentive to spur officers to perform more efficiently.

"Anyone granted the privilege of leadership should definitely know that to whom much is given, much is expected, and that means we should put in more than we have been doing before to make sure that the service is improved. We must ensure that there is value addition," he stated.

DC Oluremi Omisere, in her remarks, noted that officers who gain promotion must ensure that the key primary role of customs, which is trade facilitation and border security, must be carried out judiciously.
"Officers must ensure that revenue targets set by the government are met, and every leakage in revenue is being controlled," she stressed.

Speaking on the examination, Deputy Comptroller Hussein Ejibunu said, "There's a lot of transparency in it. My expectation is high, and I hope to climb higher. Because to whom much is given, much is expected, this promotion will help me do better.

Deputy Comptroller of Customs Idris Abba-Aji said, "We give others the lead to follow. The examination was conducted with world-class standards. With the trend of development globally and the training we get, we will be able to withstand every challenge."

FG to leverage on experienced chartered accountants to build a better Nigeria - Tinubu

FG to leverage on experienced chartered accountants to build a better Nigeria - Tinubu
By: Bisi Akingbade

Accountants play a critical role in achieving inclusive growth in the Nigerian economy, President Bola Ahmed Tinubu has said.

Tinubu stated this while declaring open the 53rd Annual Accountants' Conference hosted by the Institute of Chartered Accountants of Nigeria, ICAN.

According to the President, the Federal Government was determined to build a better Nigeria by leveraging on the training and experience of chartered accountants.

The President, through his Minister of Power, Chief Adebayo Adelabu, a chartered accountant, asserted  that "accountants should play a role in inclusive development for the benefit of the nation."

The President promised that the government would continue to hold rigorous discussions with ICAN on revolutionary measures that would promote equitable development.

President of ICAN, Dr. Innocent Iweka Okwuosa, noted in his opening remarks that government plays a significant role in driving economic growth, emphasizing that such development must be inclusive in order to be truly beneficial.

Okwuosa stated unequivocally that "only accountants can ensure inclusive economic development."

He enjoined the Federal Government to implement macroeconomic and fiscal reforms to address the nation's current difficulties of poor infrastructure, weak and ineffective institutions, a poor public financial management system, and inadequate health care services.

The ICAN president lauded the Federal Government for the recent daring economic reforms, but emphasized that the country's economic changes should lead to economic development.

He emphasized the qualities of successful economic policies such as employment creation, industrial growth facilitation, and long-term development in health, education, and agriculture, among others.

Okwuosa commended government's strong economic reforms thus far and expressed hope that they will lead to long-term progress.

Also speaking, Taiwo Oyedele, Chairman of the Presidential Fiscal Policy and Tax Reforms Committee, stated that people are living in poverty due to poor health, poor living standards, poor nutrition, and a lack of jobs, a situation that the current administration of President Tinubu must address head on.

"Today, it's not only a problem of tax collections for expenditures but more importantly, how we use the tax collected for the growth of the nation," he said.

Oyedele noted that the immediate answers to the current economic issues are better tax collection, better budgeting, better spending, management, and reporting.

He added that government must be made accountable to the people.
