Customs Seeks Senate Support for Modern Tools To Enhance Agency's Trade Facilitation, Revenue Generation

Nigeria Customs Service has sought the intervention of the National Assembly Senate Committee on Customs to address its core needs by providing modern tools for the complete automation of its operations to enhance trade facilitation and revenue generation.

The Comptroller-General of Customs Bashir Adewale Adeniyi MFR made this plea on Tuesday, November 28, 2023, at the Senate Wing, National Assembly, Abuja. 

He emphasized that this call underscores the Customs Service's commitment to fostering economic growth, job creation, and dynamic trade relations.
Regarding the Senate Committee's interest in doubling the NCS's efforts in revenue generation, CGC Adeniyi emphasized, “not only introducing them but also standardizing them to enhance Customs' clearance processes, revenue generation, which will be a better experience for both Customs administration and stakeholders.”

He recalled the initiation of the automation process by the Nigeria Customs Service in the late 1990s when it purchased modern gadgets, including computers and software, as part of the Service's efforts to introduce computerization processes.

Discussing the concession issue, CGC Bashir Adeniyi highlighted some of the objectives of the Nigeria Customs Service's requests to automate its operations. “The first major objective of the consortium was to provide an end-to-end ICT platform to digitalize procedures and processes. The second one is to look at the present infrastructure and update it in line with international standards, ranking amongst the best in the world.” He noted.

He explained that the third objective was to provide technology-based solutions to address challenges faced by the Service, emphasizing, “The last part is the general organization of our infrastructure to provide the tools needed that will be associated with these objectives, deliverables, and part of deliverables first is to build a Unified Customs Management System.”

CGC Adeniyi further explained to the committee members, “The system needs to process the traditions of goods that will provide electronic party systems for the Service whereby its entire processes would be automated.” 

He added, “The conditions of the non-intrusive inspection system include provisions, revisions of cargo tracking systems, intelligent gates, new infrastructure, like a data center to build the capacity of officers because it is essential in the last phase of the project.”

Speaking on the Service's strategic approach to enhancing trade and ensuring smooth businesses for local traders, CGC Adeniyi urged the Senators to actively support local business people in exporting items, emphasizing that such a perspective shift could significantly contribute to boosting Nigeria's economy and play a pivotal role in job creation.

Responding to the Chairman Committee's call on the Service to double efforts in revenue generation, CGC Adeniyi highlighted some measures that should be adopted to achieve giant strides. He added, “If we properly monitor the impact of these kinds of instruments, they do not represent an absolute loss to the economy.”

He also mentioned that adopting these measures would create jobs for Nigerians, enhance tax payments, attract investors, and rejuvenate industrial sectors, which, according to him, would not be a loss for the economy.
In response, Senator Muhammad Sani, the Chairman of the Committee, commended Adeniyi for the strides made in revenue generation. Expressing optimism, Senator Sani asserted that the Nigeria Customs Service, with its recent revenue records, appeared poised to multiply its financial contributions—an imperative for the country given its current economic needs.

He said, “By encouraging a more balanced approach, the aim is to empower local businesses through increased attention to export initiatives, aligning with a broader vision for a sustainable economic landscape.”

A similar interactive session with the Procurement Committee from the House of Representatives shed light on the financial commitments of the Nigeria Customs Service.  However,  discussions were postponed to another date.

The Customs Area Controller of Tin Can Island Port Command, Comptroller Dera Nnadi, mni has reiterated the zero compromise for corruption stance of the Comptroller General of Customs, Adewale Adeniyi, MFR

In a press statement by Management of  Tin Can Island Port Customs  Command stated that Comptroller Nnadi handed over $54,330 bribe money to Lagos Zonal Commander of the Economic and Financial Crimes Commission, EFCC , Mr. Michael Wetkas, fwc 


The Tramadol were falsely declared  as electrical appliances valued at over N856m with a view to conceal them while the cash were offered to compromise the customs officers

The Controller said the act is in clear violation of Section 233 of Nigeria Customs Service Act (NCAA) 2023 and commended the officers who stood their grounds to work ethically and lawfully in the interest of national security

He further called for continuous compliance on the part of port users and reminded them that the NCS with the collaboration of sister agencies like EFCC will continue to frustrate criminal activities in the port

Nnadi thanked Comptroller Oloyede, who under his watch, this seizure was achieved and described him as a good example of the NCS. 

He said the two suspects arrested in connection with the two containers are currently being investigated by the National Agency for Food Drug Administration and Control for possible prosecution. 

Mr. Michael Wekas while taking over the cash, described the feat as a victory for the country and to all the security agencies. He specifically celebrated the officers of the NCS that achieved it. 

Wetkas also lauded the Comptroller General for the letter of commendation in appreciation of the six customs officers who refused to bow to pressure and inducement from the owners of the illicit drugs. 

He promised continued collaboration between the EFCC, NCS and sister agencies. According to him, the era of working without collaboration is gone as the agencies now work closer

The Federal Government has been advised to invest in Information and Communication Technology, ICT,  as such strategic investment in innovations would bring about  the sustainability of the Blue Economy.

 Making this assertion in Lagos, Country Lead and Programme Adviser, Global Digital Access Programme, UK Government, Mr.  Idongesit Udoh,  said that Nigeria’s blue economy future is the nexus between the blue and digital economy.

Udoh spoke at the African Maritime Art Exhibition, AMAE with the theme: ‘The Convergence: Maritime Meets Information and Communication Technology, ICT’.

According to him, both joined together was actually the future that would help the country realise the potential of the Blue Economy.

Speaking on the topic: ‘ICT Disruption for the Sustainability of the Blue Economy ‘, he noted that investment in innovations will bring about the resilience and efficiency of the blue economy and every other positive things to come.

In his words: “ICT is an enabler and there are a lot of areas using ICT to aid growth in the blue economy for transportation, tourism and others.

“There is surveillance using Artificial Intelligence, internet of things; cyber security, documentation and storage cloud computing.

“There is also decision making which is on big data and data analytics on climate related challenges. These are areas we can specially deploy technology to tackle local development challenge.” 

He lauded the creation of a Ministry dedicated to Marine and Blue Economy as a step in the right direction.

“The challenges seen in the sector such as infrastructure, capacity building, finance, funding, it is clear that these challenges must be cleared to drive the adoption that was needed,” he stated.

He stressed that to aid technology adoption, there was the need for capacity building, exposing key policy makers on possibilities within the ICT sector and how to shore up infrastructure capacity to actually accommodate the level of ICT adoption that was needed.

The Managing Director, Nigerian  Ports  Authority, Mohammed Bello-Koko noted that the lack of port community system in Nigeria had made the nation’s port the most inefficient port in Africa.

Represented by the Port Manager, Lagos Port Complex, Apapa, Mr. Charles Okaga, he said a review with ports in Ghana, Benin Republic and Togo was done and this showed a drastic drop in dwell time of cargo from 21 to three days.

“This was achieved because they have a functional port community system. For the success of the system, it also require the Power Holding Company of Nigeria to ensure consistent power supply in the port.

“This will also ensure Nigeria comply with the International Maritime Organisation instrument that frowns at vessels that steam in the port.

“What happens in the developing world is that one’s vessels comes within the territorial water of a nation, it switches off and connect to the power sources of the port and the port powers the vessel until it leaves.

“The benefits of this is environmental safety, cleanliness and also saving the vessel diesel. This also reduces the cost of doing business at the port which leads to total productivity of the country port,” Okaga narrated.

Speaking earlier, the Festival Director,  African Maritime Art Exhibition, AMAE,  Mrs. Ezinne Azunna, explained that the aim of the conference was to help stakeholders find ICT solutions that would drive safer, swifter, more secure and cost effective operations and innovations that will enhance Blue Economy 

According to her, “AMAE uses photograph, textile art, paint, sculpture and other motifs/subjects to tell stories and support caused around the blue economy.

Azunna said African Maritime Art Exhibition, AMAE,  remains the singular exhibition in Africa built around the portraiture of the blue economy and its causes, using aesthetic and semiotic elements.

The Comptroller  General of Customs, Bashir  Adewale Adeniyi, MFR, has 
disclosed the ongoing discussions with the Minister of Finance to champion a bill establishing a dedicated Pension Scheme,  for the  retired  management team of Customs Service 

The CGC made this known in a momentous gathering at the Customs Corporate Headquarters in Abuja on Saturday, 25 November 2023, when  the retired Management Team members of the Nigeria Customs Service celebrated a shared legacy of diligence and commitment. 

Comptroller-General Adeniyi MFR, in a heartfelt address, reassured retirees of comprehensive measures to elevate their welfare with a plan to integrate them into the Nigeria Customs Service's healthcare programs. He emphasized his commitment to sustaining bonds beyond active service.

Furthermore, Adeniyi disclosed ongoing discussions with the Minister of Finance to champion a bill establishing a dedicated Pension Scheme, stating, "This strategic initiative reflects foresight in securing the financial future of leaders within the Nigeria Customs Service."

The CGC underscored the significance of the reunion, stating, “Today marks a momentous occasion as we come together for the first-ever reunion of Customs' seasoned leaders.” 
He emphasized the wealth of knowledge within the room and the need to strengthen the roots connecting the past, present, and future of the Nigeria Customs Service.

Highlighting the retirees' significant contributions, Adeniyi emphasized crafting customized programs for seamless collaboration, ensuring the service continues to benefit from their expertise. He described the gathering as a definitive avenue for connecting with successful leaders who have played pivotal roles in shaping the organization.

Optimistic about the impact of the reunion, the CGC expressed confidence that their coming together would contribute to greater efficiency, enhanced regulatory compliance, and stable economic development goals for the country. 

 “I am confident that with your continued support and guidance, we will overcome challenges and achieve greater heights.” He noted.
Those present at the occasion included the immediate past Comptroller-General of Customs, Col. Ahmed Ali (retired), Dr. Abubakar Musa, Bernard Nwadialo, and a former sole administrator, Major-General SOG Ango (retired). Many retired Deputy Comptroller-Generals of Customs and Assistant Comptroller-Generals of Customs were also in attendance.

 Nigeria Customs Service, NCS, has dealt with drug cartels operating within the nation's coastal waters and land borders by handing over hard substances, suspected to be Cannabis Sativa and Tramadol, to the National Drug Enforcement Agency, NDLEA,. The handover ceremony occurred on Thursday, 23 November 2023, at the Customs Warehouse in Karu, Abuja.

At a joint press briefing, the Comptroller-General of Customs, CGC Bashir Adewale Adeniyi MFR, disclosed that the illicit substances were seized in operations conducted by the Western Marine Command, FOU Zone ‘A,’ and Zone ‘B’ formations. Notable contributors to this effort included the Ogun 1 Area Command and Federal Operations Unit Zone ‘C.’

The CGC stated that the Nigeria Customs Service and the National Drug Law Enforcement Agency (NDLEA) solidified their commitment to combat drug trafficking by signing a Memorandum of Understanding on 4 April 2023.

CGC Adeniyi emphasized the significance of community support in the battle against drug trafficking, stating, "This is a battle for every citizen." He detailed the seized items, including 13,567 parcels of Cannabis Sativa from Zone ‘A,’ 1,511 parcels and 292 bags of Indian Hemp from Zone ‘B,’ and 3,213 parcels and blocks, along with 935 sacks of Cannabis Sativa from Zone ‘C’.

From Ogun I Command, 2,223 wraps and 144 sacks of Cannabis Sativa, weighing a total of 3,312.7kg, were seized. Additionally, the Western Marine Command contributed with 2,205 parcels weighing 624kg.

The Director of Narcotics, Samuel Gazama, representing the Chairman and Chief Executive of NDLEA, commended the Nigeria Customs Service for its pivotal role in cleansing the country of illicit drugs. He stressed the severe societal threat posed by Cannabis Sativa and affirmed the NDLEA's unwavering commitment to collaboration with the NCS in the relentless fight against drug trafficking. Gazama concluded, "We will not relent until our battles on drug trafficking are achieved."

The Maritime Journalist Association of Nigeria, MAJAN, after the demise of its pragmatic and charismatic leader, Ray Ugochukwu , has elected new executive members to over see the affairs of the association.

Jerry Aguigbo of Today News emerged as the new President of the association after successfully passing through rigorous screening and also unopposed in the election conducted at the association’s secretariat on Thursday, November 23, 2023.

Other members of the executives are Mr Ranmilowo Ojalumo of factual Nigeria as Vice President;  Udeme Clement as Secretary; Frank Odinukaeze of premium News Daily as PRO; Silas Onuoha of Financial Updates as Financial Secretary; Love Oyedokun  of TV News as Treasurer and Okezie Nnadi of Maritime Connect Online as Provost of the association.

The oath of office was administered on the newly elected Executive members by Mr. Ebenezer William of Maritime Connect former reporter with business and Maritime West Africa Magazine.

Aguigbo in his appreciation message promised to take the association to the next level and also deploy what he learnt from the former president Mr Ray Ugochukwu who passed on six months ago.

He thanked all those that participated in the election and promised to deliver more and hope for successful completion of the four years tenure.

He however urged members to be more proactive in the discharge of their duties and assured members of the association ‘s support at all times.

The Apapa Customs Command of Nigeria Customs Service has achieved a landmark revenue collection feat with the generation of N11.3bn in November 22, 2023 thereby surpasssing the existing highest daily collection record of N10bn which was  achieved on August 3, 2023.

The Customs Area Controller of the command , Comptroller Babajide Jaiyeoba, described the collection as a fallout of teamwork, system audit ,compliance and zero compromise,further urged officers of the command to sustain the tempo of hard work.

In a press release signed by the Public  Relations  Officer, Abubakar Usman,  Comptroller Jaiyeoba said the command has been more focused on its mandate and collected N135bn for the month of October, which presently is the highest monthly collection in its history.

He noted  that the recent daily and monthly revenue collection achievements should be a motivation for officers to do more to justify the confidence invested in the service by the Federal Government and meet the expectations of the Comptroller-General of Customs, Bashir Adewale Adeniyi, MFR, in the areas of maximum revenue collection, legitimate trade facilitation and suppression of smuggling. 

He also urged members of the Apapa port community like importers, licensed customs agents, chandlers, haulage operators, and freight forwarders to see compliance and obedience to laws as part of their civic responsibility as citizens. 

Comptroller Jaiyeoba reiterated that his office is open for dialogue and suggestions on ways to improve customs service delivery and achieve federal government 

He lauded various federal government agencies for their cooperation while describing customs relationship with them as excellent all geared towards realizing government goals. 

"We are very optimistic about meeting our target for the year. Even though, from the initial part of the year, it was not what was expected but from what we have been recording in the last 2 months , I am very optimistic that we will be able to get there".

"I keep telling some of my surbodinates, who want to be discouraged, that it is not over until it is over.I believe it is achievable.What we need is the,,00willpower and the willpower is there. I know that by the end of the year, we will have cause to celebrate. "


"My counsel to sister agencies is that they stick to their standard operating  procedures, and I want to put on record that other security agencies  have been cooperating with us."

"The issue is just with these non-governmental organizations, and we will continue to tell them let's play the game by the rules. Whether you are an agent or licensed chandler,  there is a condition for your license.The condition for every operator is spelt out. If we all play according to the rules of the game, there will be less friction, and we will be able to achieve a secured port environment. "

"I keep telling people that we are working  because the port is secured .The onus is not only on any of us, but all of us. We should all be able to do what we need to do to secure the port. An agent can discover that some of their counterparts are doing things that can undermine the security of the port. They  should let us know so that we will address it right from the beginning before it causes a problem to everyone, " the CAC said.

The Nigeria Customs Service , NCS,  and  Nigerian Copyright Commission, NCC, has expressed readiness to collaborate to combat piracy of intellectual and creative property in Nigeria.

This was made known by the Comptroller-General of Customs, CGC Bashir Adewale Adeniyi MFR, on Tuesday, 21 November 2023, when receiving members of the Commission at the Customs Corporate Headquarters, Abuja.

Adeniyi, while welcoming the NCC delegation to his office, announced that their collaboration would create opportunities for the two parties to establish a significant legacy that will end the menace of piracy in the country.

He explained that the Nigeria Customs Service had concluded plans to collaborate with relevant stakeholders, enhancing its programs in all aspects through creative activities and training of its staff.

Speaking about the need to organize training for the Service's officers in combating piracy, the CGC said, “The program will introduce officers and men of the Service to new values and expertise that would enhance their capacity and morale to fight piracy.”

The Comptroller-General of Customs conveyed his profound gratitude for this collaboration, underscoring how protecting creative and intellectual property significantly contributes to the country's economic growth.

Speaking earlier, the leader of the delegation and Director-General of the organization, Dr. John Asein, expressed appreciation to the Nigeria Customs Service for its ongoing efforts and emphasized the importance of addressing piracy of intellectual and creative property.

Asein disclosed that, “The idea behind paying this courtesy visit to you, Comptroller-General CGC Bashir Adewale Adeniyi, was to congratulate you on your appointment and to extend our hands for collaboration to end piracy.”

The DG further explained that “apart from strengthening the creative skills of officers and men in various sectors, the commission would achieve its mandates by working with the Nigeria Customs Service."

The Minister of Marine and Blue Economy, Adegboyega Oyetola  has said that there would  be an  improved indigenous shipping development in the country with the plan by the federal government to refloat a national shipping line after the liquidation of the first national shipping line in 1995 over poor performance.

Oyetola disclosed this at the maiden event  of 2023 Maritime Stakeholders Engagement Roundtable at the Lagos Continental Hotel in Lagos, that national shipping line will be established. through a strategic Public-Private-Partnership (PPP) arrangement.

He explained further that the target was to ensure that the share of the $10 billion which is spent annually on charter market in the country is captured.

The Minister  however stressed the need  for collaborative efforts for  the plan of the government to be achieved, which will bring about the betterment of the maitime industry. 

His words: “There is an urgent need for a collaborative effort to brainstorm and devise strategies to leverage our marine resources for the betterment of the economy and safety of our planet. It is imperative we come up with practicable ways of ensuring that our Inland Rivers, Lakes and Waterways are well utilised for cargo shipment and passenger transportation.

“This Engagement Forum is crucial to the development of the sector as it offers an opportunity for us all to collectively contribute our perspectives, ideas and offer relevant inputs that can propel the sector to the trajectory of success necessary to support the development of the economy as well as meet the expectations of Mr. President who took the courage to open up Nigeria to focus on the Blue Economy Value Chain.

“The zeal for a better life for Nigerians propelled President Bola Ahmed Tinubu GCFR to recently unveil 8 Presidential Priorities to address critical national challenges. These priorities are to be delivered through eight focus areas, namely: economic growth, food security, energy and natural resources, infrastructure development, security, healthcare, education, improved governance, and job creation.

“Our Ministry though new, is not resting on its oars and has continued to foster Inter-Agency collaborations and implement initiatives to promote Port efficiency, cargo shipment, maritime security and tap into the resources of the Seabed.

“The ministry’s decision to consider the re-establishment of a National Shipping Line, through a strategic PPP arrangement, is borne out of our desire to capture a substantial share of the estimated $10 billion annual ship charter market within the country.

“This initiative will not seek to impede the growth of local players but rather to provide an avenue for them to create and extract more value from the sector, especially through ship construction, maintenance, and repairs. This would enable our local businesses to better leverage the Carbotage Act, which gives Nigerians the exclusive right to control locally generated seaborne trade.

“Other anticipated outcomes include the creation of substantial job opportunities and the facilitation of increased trade and investment in the nation, reinforcing our collaborative and forward-looking approach”.

The Comptroller-General of Nigeria Customs, Bashir Adewale Adeniyi MFR, received a delegation from the African Regional Technical Assistance Center, AFRITAC West 2, at the Nigeria Customs Service Headquarters in Abuja. 
AFRITAC West 2, a collaboration between the International Monetary Fund,  IMF, recipient countries, and various bilateral and multilateral partners, is dedicated to providing technical assistance and training to nations including Cabo Verde, Gambia, Ghana, Liberia, Nigeria, and Sierra Leone.

Addressing the delegation, the CGC expressed his commitment to enhancing the capacity of Customs officers through training. He emphasized the importance of not limiting this opportunity to Nigeria alone, highlighting the significance of collaborative efforts in the global trade landscape.

Acknowledging the partnership, the Comptroller-General supported AFRITAC's proposal to conduct training sessions focusing on risk management and the impact of trade facilitation. He underscored the vital role of effective risk management.

Eva Jenkner, Director of AFRITAC West 2, commended Customs Boss for his leadership prowess and applauded his proactive approach to revitalizing the Customs Service. She outlined the purpose of their visit, emphasizing their readiness to collaborate with the Nigeria Customs Service in training officers and sharing insights into risk management and task policy programs.

The  Comptroller  General of Customs, Bashir  Adewale  Adeniyi. MFR,   has stated that fortifying the NCS' presence in Nigeria's coastal waters will reduce smuggling activities to the barest minimum. 


The CGC made this known  during  his  courtesy visit to Naval Dockyard in Lagos, that the Nigerian Navy has the capacity and knowledge to maintain the NCS fleet of Vessels. 


His words: "We don't need to establish a vessel maintenance unit; it's capital intensive, but we have an agency of government that has the knowledge, that has the capacity and there's the willingness for them to assist us."


"I have seen and marveled by the capacity that exists here in the Naval Dockyard and we believe that we could tap into that capacity and enter into some agreement with you so that you could manage the maintenance of our fleets." He emphasized. 


"If we block the land borders effectively and do not maintain a very strong presence on our territorial waters, smugglers will take advantage, so we also need to fortify and enhance our presence to checkmate those who may want to try smuggling through our waters." The CGC stated. 


In response, the MD/CEO of Naval Dockyard Ltd., Rear Admiral Abolaji Orederu, maintained that the Naval dockyard has a significant role in vessel maintenance, repairs and even Shipbuilding. 


"Naval dockyard is well poised to take advantage of situations like this, and we see the Nigeria Customs Service as a powerful ally of the Nigerian Navy."  He said. 


"The capacity is here and the excess capacity can be used to support other agencies, the larger maritime community and the shipping world as a whole." He concluded.

The Comptroller General of the Nigeria Customs Service, Bashir Adewale Adeniyi MFR, has said that the Nigeria Customs evolution of embracing paperless processes, fostering trade facilitation, fortifying capabilities for Rules of Origin(ROO), Implementation of Advance Ruling, Authorised Economic Operators (AEO), and engaging with the 
business community, all harmonize with the continental melody of the Africa Continental Free Trade Area (AfCFTA). 

The CGC, who was a Distinguished Lecturer at the Nigerian Institute of International Affairs, NIIA, in Lagos, delivered a lecture titled, "Nigeria's Economic Growth and Development: Reforming and Positioning the Customs Service for the African Continental Free Trade and Other Emerging Challenges."

 Adeniyi stated that while the mandate to generate revenue for the government remains paramount, the evolving landscape demands equal attention to 
trade facilitation.
In his words, "Recognizing the multifaceted role of the NCS, it becomes 
imperative to manage expectations regarding revenue generation. Striking a balance between facilitating trade and meeting revenue targets requires a nuanced approach." 

"This involves making informed trade-offs that translate into fostering sustainable economic development, particularly for small and medium-scale entrepreneurs. The NCS must navigate these intricacies 
adeptly to not only meet fiscal objectives but also contribute significantly 
to the growth and resilience of Nigeria's economic landscape." He emphasized. 

The CGC noted that there is a pressing need to put Africans at the heart of Customs Operations, stressing that the inadequacy of transparent communication channels has contributed to misunderstandings and inefficiencies in trade 
operations, posing challenges for both customs and the business community. 

According to him, "A transformative recommendation is to establish regular consultation platforms that prioritize transparent communication channels for constructive feedback from stakeholders."

"This proactive engagement strategy aims to dismantle historical barriers, ensuring that the customs operations 
are not only efficient but also reflective of the needs and perspectives of the diverse African business community." He added. 

The CGC was later conferred with the Fellowship of the Nigerian Institute of International Affairs by the Director General of the Institute, Professor Eghosa Osaghae.

The Nigeria Customs Service, in collaboration with Sean Cussons Consulting Group, organized a 5-day pre-retirement workshop for officers about to exit the service starting 13th November 2023 to 17th November 2023 at the Customs conference hall in Garki, Abuja.

Representing the Comptroller-General of Customs, Bashir Adewale Adeniyi MFR, the Deputy Comptroller-General of Customs in charge of Human Resource Development, Greg Itoto, reiterated the objectives of the retirement training for the officers. He emphasized that it would significantly contribute to preparing their lives after leaving the service.

He further stated that the participants would be equipped with new ideas and strategies to assist them in availing themselves of inherent opportunities. Itoto mentioned, "This workshop was designed to empower the officers of the Nigeria Customs Service and was approved by CGC Bashir Adewale Adeniyi MFR, considering its significance in finding better ways for the retiring officers after they are relieved from the service."

The pre-retirement workshop, which mostly targets Deputy Comptrollers, aims to empower them with business ideas, investments, technological opportunities, and healthy living tips, among other aspects after leaving the service.

The Deputy Comptroller-General, who affirmed the Nigeria Customs Service's commitment to organizing such workshops for retiring officers, commended the CGC for improving employees' social and economic well-being.

According to CGC Bashir, the Nigeria Customs Service will continue to appreciate the contributions of retired officers, considering them as critical stakeholders.

One of the participants, Deputy Comptroller Ajibola Kayode,  commended the efforts of the CGC for organizing the workshop. He added that the session met their expectations in terms of preparing for life after the service. Kayode urged the service to sustain the culture of organizing such programs.

The programme focused on the theme  "Strategic Exit Program for Retiring Staff of Nigeria Customs Service."

"Tongaji Island Badagry low hanging fruit for Maritime Tourism" - Dr.  Jamoh.

The Director General of the Nigerian Maritime Administration and Safety Agency, NIMASA,  Dr Bashir Jamoh OFR says collaboration with the Nigerian Navy has played a key role in the achievements of his Administration in terms of maritime security in Nigerian waters and the Gulf of Guinea. 

Dr. Jamoh stated this  when he received the Flag Officer Commanding Western Naval Command, Rear Admiral Mustapha Hasssan and a delegation of senior Naval officers in Lagos, Nigeria.

He  noted that the Nigerian model is now being adopted in other countries, adding that the change in narratives about security in Nigerian waters from the era of over 26 Piracy incidents and negative media exposure, to no single piracy incident in Nigerian waters for almost two years now, is a direct product of effective collaboration of the Maritime Administration with the Nigerian Navy, a relationship he hopes to deepen.

In his words "Collaboration with the Nigerian Navy is largely responsible for the confidence of stakeholders in the current Management of the Agency. I was in Brazil last week, the South Americans and even  our neighbors like Ghana are eager to learn how we arrived at this MARAD-NAVY collaboration yielding successes. Just imagine that the negative media exposure in  2019-2020 about prevalent piracy and criminal activities in Nigerian waters had continued, you can only imagine where Nigeria would have been by now. I am glad we sought and got collaboration with the Navy. 

NIMASA Helmsman noted that NIMASA is eager to ensure policy that Nigerians enjoy benefits accruable from the Blue Economy. “The time has come for us to implement our Crude to Blue campaign since 2021. Maritime stakeholders in Nigeria should be ready  to repay President Bola Ahmed Tinubu GCRF for creating the Marine and Blue Economy Ministry. If we must make headway in Tourism and fishing, security is priority. We will make a case for the designation of Marine Protected Areas particularly for fishing and the Nigerian Navy definitely will play a major role.

The constitution of an eight-man committee, comprising four each from the Navy and NIMASA was also announced to serve as catalyst for Shift from Crude to Blue, now that Nigeria has a Ministry of Marine and Blue Economy.

The FOC West, Rear Admiral Mustapha Hassan, noted the need to sustain information sharing between NIMASA and the Nigerian Navy. He commended NIMASA Management for the non-kinetic support to the Western Naval Command. 

He also requested NIMASA to support 'Operation Water Guard' to combat smuggling around the Badagry channel.

The FOC West, who had the Commander Deep Blue Commodore  OA Akinbami on his entourage, noted that the Deep Blue assets are fully functional and requested for further deepening of information sharing between the Western Naval Command and the NIMASA C4i center.

He also urged NIMASA to bring to the notice of the Ministry of Marine and Blue Economy, the need for Nigeria to take possession of a border island in Badagry, the  oil rich Tongeji Island between Nigeria and Benin Republic for maritime tourism in particular. Dr Jamoh described the oil rich island as a low hanging fruit for the Federal Ministry of Marine and Blue Economy, with an assurance that the Agency will relate with the supervising Ministry for further actions, particularly as regards maritime tourism.

The closest village to the Tongeji Island in Nigeria is Badagry and it is about 55 minutes by water, while just 5 minutes from Porto Novo. The residents speak French and English and they do their daily shopping from Porto Novo.

The year 2023 edition of African Maritime  Art Exhibition, AMAE, has been  slated for next week, 24th and 25th November 2023 with the theme: The Convergence: Maritime  Meets With ICT.


2023 AMAE which is the second  edition of AMAE conference will hold between 10: am and 2:00pm and be declared opened by the  Minister  of Marine  & Blue  Economy, Adegboyega Oyetola, CON at 1:00pm while Private Viewing For Special Guests begins at 2:00pm and Public Viewing  Opens at 3:00pm.


Also there will be Blue Economy in  Art for schools  and children on Saturday at  12:00pm.


According to the  convener, Ezinne Azunna, the venue  of the  exhibition  will  be the Nigerian Institute of Oceanography and Marine Research (NIOMR) 3, Wilmot Point Road, Victoria Island. Lagos, Nigeria.

The Maritime Workers Union of Nigeria, MWUN,  has directed its members to embark on nationwide strike by midnight, Tuesday 14th November, 2023  over series of infractions and encroachments on the rights of workers and the assault  on the  person of the President of Nigeria  Labour Congress, NLC, Comrade Joe Ajaero by the  Nigeria  Police in Imo State. 

In a press release signed  by the Head of Media,  MWUN,  Comrade John Kennedy Ikemefuna,  indicated  that the  nationwide strike is coming on the backdrop of the Nigeria Labour Congress, NLC, and Trade Union Congress, TUC,  joint National Executive Council, NEC, meeting on Tuesday, 7th November, 2023, directing its affiliate Unions to embark on immediate withdrawal of services and to shutting down Imo State by all public and private sectors workers indefinitely by midnight of November 7th, 2023.

"This decision by the NLC and TUC is prompted by a series of infractions and encroachments on the rights of workers in Imo State and the distressing and appalling  acts of violence and bloodshed inflicted upon the NLC President, Comrade Joe Ajaero and other Unions' officials by the Imo State government in collaboration with the Nigerian Police, Imo State Command.

"In a  joint communique signed by the President-General, Maritime Workers Union of Nigeria, MWUN,  Comrade Adewale Adeyanju  who doubles as Deputy President of NLC with Comrade Festus Osifo, President of TUC which further directs that in the event that 'Labours' demands are unmet, workers all over the federation shall join in withdrawing their services by midnight of Tuesday, the 14th of November, 2023.

Maritime Workers Union of Nigeria as an affiliate of the Nigeria Labour Congress; its President -General, Comrade Adeyanju has directed that all members of the Union should comply with the jointly signed communique to commence immediate and total mobilization to ensure MWUN participation in the nationwide strike on Tuesday, November 14th, 2023 is complied with indefinitely.

The Maritime Workers Union of Nigeria,  MWUN  will on Wednesday, 15th of November, 2023, unveil the maiden edition of its Magazine, "The Maritime Labour Voice" at the RockView Hotel, Apapa, Lagos by 11am prompt.

According  to the press  statement from MWUN and signed by the Head of Media, MWUN, Comrade John Kennedy Ikemefuna, stated that notable maritime industry bigwigs and top shots in the personalities of SIFAX boss, Dr Taiwo Afolabi and Dr (Mrs) Vicky Haastrup will lead the pack of other key stakeholders in the unveiling ceremony of the Magazine.

The Maritime Labour Voice Magazine is expected to be yet another of the Union's major contribution to the aggregation and convergence of ideas and discussions on burning issues in the country's maritime sector.

The Executive Chairman of SIFAX Group, Dr Afolabi will officially unveil the glossy, all-colour publication as the Chief Launcher, and to be supported by other eminent key players in the sector.

President -General of Maritime Workers Union of Nigeria, Comrade Adewale Adeyanju, fnli, HFCPSP,  who doubles as Deputy President of the Nigeria Labour Congress, NLC, affirmed that MWUN is a critical stakeholder in the sector; hence, the need for the Union to be heard louder, the very purpose the publication is designed to achieve.

Adeyanju also said that the Magazine, which is the Union's Voice, will afford the revered Union the space for input on critical issues in the sector.

However, the Chairman of Seaports Terminal Operators, STOAN, who is the Chairman of the event, Dr Haastrup, will also be supported by other eminent stakeholders in the maritime industry as well as other captains of industry. 

Also expected at the unveiling ceremony are top government functionaries, dignitaries from all walks of life and affiliates of the Nigerian Labour Congress, NLC.  

Key Note Speakers will speak on "The effects and impact of Blue Economy"  on the Union and the country in general.

In the constantly evolving landscape of finance and commerce, high-quality audits stand as one of the critical pillars supporting the edifice of economic confidence, the 59th President of the Institute of Chartered Accountant of Nigeria, ICAN, Dr. Innocent Iweka Okwuosa has said. 

Speaking at a press conference to mark the International Accountancy Day 2023, Okwuosa said that recognizing this, ICAN has consistently championed the pursuit of excellence in auditing practices. 

 According to him, a cornerstone of this endeavor is the institute's collaborative relationship with regulatory bodies.
  "ICAN's collaborative efforts with regulators are multifaceted and dynamic, reflecting our shared commitment to uphold the highest standards of audit quality. We understand that an effective audit system is not just about adherence to standards; it's about a culture of diligence, accuracy, and unwavering ethics. Through these cooperative efforts, ICAN facilitates a regulatory environment where high-quality audits are not just an aspiration but a reality. Our shared goal with regulatory partners is clear: to ensure that audits in Nigeria are thorough, independent, and reflective of the highest levels of professional excellence. In doing so, we not only safeguard the interests of individual enterprises but also fortify the foundations of our national economy," he stated.

The ICAN President noted that effective management of public finances is widely recognized as an essential element for fostering a prosperous and inclusive society. He said that the Institute has always been at the forefront of promoting financial transparency and accountability, and recognizes the significant role that chartered accountants must play in ensuring the effective management of public finances.

"Our ICAN Accountability Index (ICAN AI) is a groundbreaking tool designed to assess and monitor the accountability and transparency of public finance management in Nigeria. The Index ranks the three tiers of government on pillars, indicators, and dimensions. The Index has been endorsed by respectable institutions such as the World Bank, and the International Federation of Accountants (IFAC). We have, by assessing and highlighting areas of success and concern, brought about positive change, improved accountability, and established more robust groundwork for our country's well-being.  

"The landscape of the accountancy profession is often marked by legislative frameworks that both scaffold and shape the practice. In this context, the Amendment of the ICAN Act presents a unique set of challenges and opportunities for our profession. The initial ICAN Act of 1965 was a pioneering piece of legislation, one that established the accounting profession on a firm statutory footing in Nigeria and paved the way for the standards of excellence we uphold today."

 Okwuosa explained that the day is a day of special significance for the profession and the global financial community, adding that on this day, accountants come together to mark International Accountancy Day, a day of global recognition set aside each year on November 10th. 
"This observance is not a mere date on the calendar; it is a celebration of a rich history that dates back to the time when Luca Bartolomeo de Pacioli, an Italian mathematician, paved the foundational stones of our profession.

On this day in 1494, de Pacioli published his work that meticulously documented bookkeeping practices — practices that would become the bedrock of modern accounting. It is this seminal contribution that bestows upon de Pacioli the esteemed title of the "Father of Accounting." The significance of this day extends beyond historical milestones; it is a testament to the enduring principles of transparency, integrity, and accountability that have transcended centuries and continue to be the cornerstone of our work. As we honor de Pacioli's legacy, we also celebrate the evolution, resilience, and adaptability of accounting through the ages.

"Today, we do not merely reflect on the past; we embrace the present and look forward to the future with the same pioneering spirit that de Pacioli exemplified. We acknowledge the transformative impact our profession has on economies, businesses, and individuals alike. The Comptroller-General of Customs, Adewale Adeniyi MFR,  has convened a meeting with stakeholders to address the urgent need for the evacuation of overtime cargoes at the port and implementing a 48-hour Customs clearance process to facilitate trade.

The CGC engaged in productive discussions with Terminal Operators, Truck Owners, Licensed Customs Agents, and other essential stakeholders within the Port environment. 

He  expressed the mission to fulfill the government's goal of decongesting the port by expediting the removal of containers that have lingered for an extended period. He says, "The objective is to enhance customs procedures, ultimately reducing both time and the cost of conducting business."

He highlighted the authority granted by the Nigeria Customs Service Act, 2023, allowing the NCS to remove overtime cargoes from the port. The CGC emphasized the importance of partnership, support, understanding, collaboration, and participation from all stakeholders to successfully clear the containers from the Ports.

He also announced the formation of a committee, as specified by the Act, which will include government agencies, representatives from terminal operators and shipping lines. "This committee will manage the process of removing containers from the port." He stated 

The CGC revealed that the NCS has implemented strategies to address issues related to Customs processes and procedures. These strategies include the plan to launch the Authorised Economic Operators (AEO) program, a robust risk management system, and a time-release study scheduled for the first quarter of 2024.

Stakeholders at the event pledged their support to alleviate the Ports from the burden of overtime cargoes. Gerald Mbamalu, representing ICP Bonded Terminal, called for government intervention to improve the road infrastructure, ensuring the smooth movement of trucks in and out of the Ports.

Tunde Keshinro, a Terminal Operator, emphasized that the challenges associated with overtime cargoes revolve around processes, including issues related to their location and the associated costs and charges.

He suggested that it would be more efficient to dispose of the cargo at their current location, streamlining the process and expediting the necessary steps.

To achieve the goal of a 48-hour clearance process, the Vice President of the National Association of Government Approved Freight Forwarders (NAGAFF), Hon. Princess Chi Eze, urged the CGC to maximize the use of scanners at Apapa Port.

 In response, the Zonal Coordinator, Zone A, ACG Bello Jibo, stated that NCS is committed to monitoring the effective utilization of scanners by regularly visiting the Ports and Terminals.

NCS: Recommends Collaboration With Maritime Industry to Unlock AfCFTA Potential

The Nigeria Customs Service has recommended collaboration between the service and the maritime industry to unlock the immense potential of the African Continental Free Trade Area Agreement, AfCFTA.

The Comptroller General of Customs, Adewale Adeniyi, made this recommendation at the 43rd Annual Council Meeting and 18th Roundtable of Managing Directors/Exhibition of the Port Management Association of West and Central Africa (PMAWCA) on Monday, November 6, 2023, in Lagos.

The CGC stated that the objectives of the African Continental Free Trade Area present a beacon of hope for Africa's economic transformation, ranging from promoting intra-African trade to sustainable economic growth.

According to him, "These goals resonate profoundly with the eight-point agenda championed by the administration of President Bola Ahmed Tinubu."

"An agenda that aspires to ensure food security, end poverty, foster economic growth, create jobs, provide access to capital, ensure security, improve the ease of doing business, uphold the rule of law, and combat corruption," he stated.
The CGC disclosed that Customs has taken proactive steps to align its activities with the aspirations related to trade facilitation and ports.

"Notably, our initiatives include transforming Nigeria into Africa's most efficient trading nation, addressing the long-standing issue of port congestion, and enforcing the Presidential Directive for the 48-hour clearance of goods at seaports in accordance with Executive Order 001.

"Furthermore, we are redefining performance measures for key government agencies to emphasize trade facilitation, implementing the National Single Window trading platform, and launching a comprehensive transformational program to support export development," he added.

The Customs Boss reminded participants of the need for Customs and the maritime industry to work together to ensure the success of AfCFTA.

"It is a powerful reminder that in this era of increased collaboration and interdependence, Customs and the maritime industry must work hand in hand to ensure the overall success of these initiatives," he said.

For him, the success of AfCFTA is deeply intertwined with the maritime industry, which plays a vital role in Customs operations and the realization of AFCFTA's objectives.

... Says there is need to ensure that the appointment of the headship of these Agencies are technocrats, vast in maritime operations in consonance with the laid down laws.

The Leadership(s) of the Two In-House Unions in the Maritime sector Maritime Workers Union of Nigeria, MWUN, and Senior Staff Association of Statutory Corporations and Government Owned Companies, Maritime Branch - SSASCGOC: has alerted the general public to the renewed attempt by the National assembly to sneak the Port and Harbour Bill into Legislation through the back door.

"The Bill which was earlier initiated by an Honourable member of the 8th national assembly was squashed from becoming law through the intervention of well-meaning Nigerians, stakeholders and the exerted efforts of the two in-house unions- MWUN and SSASCGOC, who mutually and strongly affirmed their opposition towards the proposed hellish Bill.

"We wish to note that this said Bill if allowed to be passed into law will have far reaching grave consequences on the security of the nation as it will cede harbour, jetty and terminal operations into private hands. We are therefore not surprised that the bill is being vigorously sponsored by certain unpatriotic individuals within the maritime sector, who are hell bent on appropriating our common wealth and cornering same into the lining of their individual pockets and that of their cronies.

"We would have thought that given our persistent cry and various notices pointing to the deplorable state of our various nation's seaports, decrepit state of port access roads, collapsing quay aprons, and the general failure of infrastructures within our ports the focus of this 10th National Assembly would have been to find solutions to the myriad of problems bedeviling our ports, terminals, jetties and Oil and Gas platforms and even the need to dredge all the ports particularly Calabar, Warri, Onne etc for increased efficiency; AND not to clandestinely and recklessly seek to misappropriate public infrastructure through unfriendly legislation for the benefit of individuals whose only interest is capital accumulation and not the general public good of all.

"We are even further surprised that the sponsors of this bill outrightly ignored our demand to call the International Oil Companies (10Cs) operating in our sovereign territorial economic zones, who have snobbishly refused to obey our extant maritime regulations, standards and laws to order but, find it expedient to sit in the comfort of their hallowed chambers to push for laws that will be detrimental and inimical to the welfare and wellbeing of the working class, Nigerians and our nation' security and sovereignty.

"The Joint House Unions of MWUN and SSACGOC use this medium to convey our believe to the Executive, National Assembly and the new Ministry of Marine and Blue Economy that this is certainly not the right way to go as this ploy by these selfish individuals in the maritime sector will cause chaos and anarchy in the industry which has enjoyed sustained peace since the idea of projecting the harsh Bill was killed in 2018 will not be allowed to come to fruition.

"We note that the bill as being proposed, if passed into law will render the Nigerian Ports Authority, NPA, employees jobless and endanger the productivity of other port users. Even more sinister is the proposed idea of the Bill to provide wholly, employments that will not be pensionable as well as not transferable and without access to terminal benefits. This is the height of inconsideration by the proponents of the Bill to the right of workers to the necessary payment for services rendered by a worker, in accordance to known law, industrial relations practice, equity and good conscience.

"It is our believe that allowing this Billed to be passed into law will effectively institutionalize the evil concept of casualization of workers and as well negate the provisions of the Pension reform Act 2004 as amended. This is in direct contrast to the avowed promises of Mr.. President - Asiwaju Bola Ahmed Tinubu, GCFR to ensure the provision of about 5 million jobs for Nigerians through the newly created Ministry of Marine and Blue Economy.

"Having said this, We, the two in-house unions in the maritime sector - MWUN & SSASCGOC, will not fold our hands or rest on our oars AND allow few unpatriotic Nigerians within the industry to rip-off the Nation's common wealth and render OUR sector unproductive via this infamous Bill that will only create poverty, hopelessness, hunger and generate avid bitterness amongst the already impoverished workers and Nigeria citizenry.

"On this note, the Maritime Workers Union of Nigeria - MWUN and Senior Staff Association of Statutory Corporations and Government Owned Companies,  Maritime Branch - SSASCGOC: unequivocally REJECT the Bill seeking to repeal the Act that set up Nigerian Ports Authority, NPA, in its entirety.

"Consequently, we confirm our absolute vote of confidence on the Nigerian Ports Authority ACT as it currently relates to the Nigerian state and the well-being of the workers in the sector and we will vehemently RESIST all attempts to push this hellish bill further. WE THEREFORE DEMAND FOR ITS WITHDRAWAL IN ITS ENTIRETY.

"As addendum, we wish to further draw the attention of the Federal government to the duplication of   of MDAs within the maritime sector. To this end, we urge the government to define clearly the functions of each government Agencies to avoid unnecessary conflict of functions.

"Also, there is need to ensure that the appointment of the headship of these Agencies are technocrats, vast in maritime operations in consonance with the laid down laws.
