Donald Duke reveals source of Boko Haram’s weapons

Former Governor of Cross River State, Donald Duke has alleged that most weapons used by Boko Haram terrorists are obtained from security operatives.

He made this known while recently speaking on Channels TV, as he called on the federal government to investigate the security forces and flush out the bad eggs. He said;

“Boko Haram insurgents who have been responsible for most heinous crimes, get their weapons from the security operatives.

“Most of the weapons used by Boko Haram come from our armoury, we will need to look into that. Why are we selling weapons to the enemy?”

Donald Duke also advised the federal government to motivate the soldiers and the police in the north east to achieve results. He said;

“I think the soldiers in the Northeast are under-motivated, the government should motivate them.

“We need to task them on intelligence gathering. More of intelligence than firepower.

“Also, by now, we need to develop a strategy on kidnap. Are the police properly motivated? I doubt it, and they don’t have enough weaponry.”

Presidency:" Nigerians to pay N4,000 monthly for solar system"

The presidency has revealed that Nigerians would pay a monthly fee of N4,000 for the FG’s Solar Home Systems.

Senior Special Assistant to the Vice President on Media and Publicity, Laolu Akande who disclosed this in a statement titled “25m Nigerians to own 5m solar systems at N4,000 monthly” and released on Sunday November 29, added that the Federal Government’s plan of commencing the process of installation of five million solar home systems in underserved and off-grid communities across the country is in continuation of the implementation of the government’s Economic Sustainability Plan.

The solar programme nicknamed Solar Power Naija, for which installations starts in December, is being implemented by the Rural Electrification Agency.

Akande said;

“An important aspect of the scheme is the option of outright ownership by beneficiaries at a cost ranging from N1, 500 per week to N4, 000 monthly depending on the capacities, for a period of three years.

“The programme will include the assembly or manufacturing of components of off-grid solutions to facilitate the growth of the local manufacturing industry.

“In view of the scale of materials required, solar equipment manufacturers/assemblers will be incentivised to set up facilities in Nigeria, thereby offering additional job opportunities to Nigerians.

“In addition, installation, servicing and payment collections are expected to provide thousands of other jobs. In all, at least 250, 000 jobs will be created.”

While the World Bank which is also participating in the plan is providing a grant to finance 20 per cent of the retail cost of the solar system across the country, the REA which is the lead implementing agencies of the Solar Home System, had through its off-grid solar programme connected the people of Olooji community (Ijebu East) in Ogun State to electricity, for the first time in 200 years.

Olooji solar hybrid has a total capacity of 100KW completed with 304 solar panels, 72 batteries and over 30KM of distribution network cables, serving over 4,000 people.

CBN accuses #EndSARS frontliners whose accounts were frozen of terrorism

 A written address in support of a motion ex parte filed by the Central Bank of Nigeria, has revealed that the apex bank was able to obtain a court order which enabled it to freeze the accounts of 20 #EndSARS frontliners by alleging that their accounts might have been linked to terrorist activities.

The case which was reported by Punch with suit number FHC/ABJ/CS/1384/2020 filed before Justice A. R. Mohammed, the CBN made no mention of the fact that the 20 accounts were owned by persons involved in the #EndSARS protests, but instead told the court that the funds might have emanated from terrorist activities.

The written address read in part;

“My lord, the nature of the transactions undertaken through the defendants’ accounts are of suspected terrorism financing in contravention of Section 13(1)(a)and(b) of the Terrorism (Prevention)(Amendment) Act, 2013 and Regulation 31(2)(a)and (3)(b) of the Central Bank of Nigeria Anti-Money Laundering/Combating the Financing of Terrorism Regulations, 2013.”

In a supporting affidavit deposed to by one Aondowase Jacob on behalf of the CBN, it was stated that the Head of the Economic Intelligence Unit of the Governor’s Department, CBN, Joseph Omayuku, had conducted an investigation on the accounts of the defendants and other individuals and entities held with certain banks in Nigeria. It was alleged that the investigation showed that the owners of the accounts may have been involved in terrorist activities.

The affidavit added;

“There is a grave allegation that the defendants are involved in suspected terrorism financing via their bank accounts in contravention of the provisions of extant laws and regulations. The aforesaid transactions undertaken by the defendants, using their bank accounts, can cause significant economic and security harm to the public and the Federal Republic of Nigeria if left unchecked.

“The applicant (CBN governor) is thus desirous to have the court empower him to direct the freezing of the 20 accounts listed on the annexure to this application and all other bank accounts held by the defendants.

“A freezing order of this honourable court in respect of the defendants’ accounts would also enable the investigation of the activities of the defendants to a logical conclusion with a view to reporting same to the Nigerian Financial Intelligence Unit.”

The apex bank further stated that unless the order was granted, it would not be able to ensure that the money remained intact, while investigations were ongoing. The 20 accounts frozen by the CBN are domiciled in Access Bank, Guaranty Trust Bank, Fidelity Bank, United Bank for Africa and Zenith Bank.

Recall that it was reported earlier that the accounts were flagged after they received money with the narration #EndSARS.

Justice Mohammed froze the accounts for 180 days subject to renewal, but said anyone who was not satisfied with the ruling was free to challenge it.

#EndSARS: Lagos Judicial Panel Views Lekki Shooting Footage

The Judicial Panel set up by the Lagos State Government to probe alleged cases of police brutality in the state played back the closed-circuit TV footage from the October 20 Lekki shooting at its meeting on Friday.

The panel had obtained the footage of the incident from the Lekki Concession Company (LCC) at its last sitting.

The Chairperson of the panel, retired Justice Doris Okwuobi granted approval for the footage to be played after hearing from the counsel.

The video was played for about four hours after which the counsel to the #EndSARS protesters, Mr. Adeshina Ogunlana, requested the footage for further viewing.

This was opposed by the counsel to the government, Abiodun Owonikoko.

Justice Okwuobi, however, overruled Mr. Owonikoko and gave Mr. Ogunlana 48 hours to view the footage.

Earlier, Mr. Ogunlana’s appearance had been objected to by the opposing counsel on the grounds that the #EndSARS protesters were not recognised by law.

After a prolonged argument, Mr. Ogunlana presented three ladies as representatives of the #EndSARS protesters.

The panel chairperson, Justice Okwuobi, then ruled that Mr Ogunlana could represent the protesters.

Lagos State Government Appeals To Lagosians To Embrace Peace

The @followlasg has urged all Lagosians to shun any act that may threaten the peace of our dear state, which is battling to recover from the shock of the carnage unleashed by hoodlums who hid under the #EndSARS protests.

Even as we are still counting our painful losses in lives and property, there are hints of a new protest. The police have warned that no protest will be tolerated.

Any protest under any guise will be disrespectful to the memory of those who died in the violence and unfair to ordinary Lagosians, who have remained peaceful, despite the hardship that the original protests sparked.

It is clear that the original protests, despite their good intentions, have caused more havoc than they were planned to resolve.

The Government hereby appeals to our patriotic youths to shelve any plan for a protest and join the practical efforts to find a solution to the problems that have been thrown up by the actions taken in recent weeks.

Parents and guardians are enjoined to keep their children/wards at home; they should not be used as tools of destruction by enemies of our society.

Anybody who has any grievance against the disbanded SARS should approach the Judicial Panel of Inquiry and Restitution to make his case.

Governor @jidesanwoolu advises all Lagosians to remain calm and confident that the Govt will guard jealously the emblem of peace that Lagos is famous for. Any person or group of persons who plans to fuel any crisis in Lagos should drop such thoughts or be ready to face the law.

FG denies generating a no-fly list of #EndSARS protesters, says its "Fake News"

The Ministry of Interior Affairs has denied reports it is compiling a no-fly list of some of the front liners in the recent #EndSARS street protest.

A news platform had reported earlier today claiming the Ministry of Interior has started compiling names of persons suspected to have promoted the #EndSARS protests with plans to stop them from travelling outside Nigeria.

The report came after Immigration officials prevented Modupe “Moe” Odele, one of the members of the Feminist Coalition and frontliners in the #EndSARS protest, from travelling to the Maldives for her birthday.

Though there was explanation for the action, it was believed to be related to her mobilisation for the protests.

Odele, through her Twitter handle, @Mochievous, canvassed support for the protests, spurring on her 219,000 followers.

She offered free legal aid to persons who were unjustly arrested during the demonstrations aside from giving details of support for protesters.

The lawyer said she was on her way to the Maldives to celebrate her birthday when she was accosted by immigration officers.

Odele said she was detained while her passport was seized by the officers, forcing her to miss her flight.

Reacting via its Twitter handle, the Ministry said it has not and will not generate such a list. The Tweet read;

“The Ministry of Interior did not, has not and will not generate any no-fly list. Ignore fake news, please!”

Federal character should also include age, gender and religion - Gbajabiamila

Speaker of the house of representatives, Femi Gbajabiamila has stated that federal character should also include age, religion, gender and not just ethnicity.

The Speaker who said this while speaking at the Young Parliamentarians Forum (YPF) strategy meeting in Abuja on Saturday October 31, also called for a legal framework that will change the federal character principle for appointments in the country’s constitution as the idea of making such appointments based on states of origin or religion has not helped the development of the country.

Gbajabiamila said;

“I think we should consider an amendment in the constitution to the definition of federal character, because when we talk about federal character within the context of appointments, infrastructure and the rest of it in the constitution, federal character, as it is, is limited to where you are from, like your ethnicity.

“In other words, the constitution says that appointments and all those other things shall be based on federal character, and federal character as we know it now, we have the Igbo, we have the Hausa, the Yoruba. There should be a geographical spread.

“I think it’s time that we expand the definition of federal character because the character of a nation is not just based on your tribe. It’s based on religion; it’s based on where you are from; it’s based on your sex; it’s based on your age.

“So, when you are talking about federal character, you look at all those things and they are what make up the federal character. You talk about so so percentage of women, so so percentage of youth; that is the true meaning of federal and I think that is what should be reflected in the constitution.”'

Asides pointing out that the education of the youth should be the centre point for the development of the country, the speaker also disclosed that they are concerned about the challenges affecting the youth, with focus on creating employment and encouraging the involvement of young people in politics.

He added;

“I do intend to reconvene the house to consider a couple of very important things that will affect Nigerians, like the electoral law, the PIB and more importantly, the bills that are already in the system concerning the development of the youth.

“I will speak with the clerk of the national assembly to quickly figure out how we can get a secretariat for young parliamentarians where they can sit and put heads together beyond the chambers of the house of representatives."

Gov El-Rufai Calls For Restructuring Of Nigeria, Says Govt Has No Excuse

Governor of Kaduna State, Nasir El-Rufai has expressed that there is a need to restructure the architecture of Nigeria.

The Kaduna Governor stated that restructuring should be carried out to ensure equal distribution of resources of the country.

He cited the 2018 recommendations of the All Progressives Congress (APC) committee on restructuring and noted that there was a need to reorganise the country’s constitutional framework, in order to give states more control over certain resources.

According to El-Rufai, it will “empower state governments to cease passing the buck to the president and the federal government.”

“I, therefore, call on our federal legislators and the National Assembly ad hoc committee on constitutional review to take advantage of our report and initiate the constitutional and legislative amendments in either a piece-meal or comprehensive manner without further delay.

“We, therefore, have no excuse not to seize this moment and do the heavy lifting for our country and our people.

“It is in our hands to make the structures, laws and constitutional arrangements in our country conducive to modern governance that will ensure our nation thrives in the 21st century,” El-Rufai said.

#EndSARS: We can only plead with our men to return to work –Police Service Commission

The Police Service Commission (PSC) has stated that it would not compel any police officer to return to duty.

The PSC said this on Sunday in a statement by Ikechukwu Ani, its head of media and public affairs.

In the statement by Mr Ani, the PSC said that it can only plead with police officers to return to work considering the casualty suffered by the police during the protests.

He also said the commission is in a mourning mood as the reported dismissal threat would be insensitive.

“The attention of the Police Service Commission had been drawn to a publication in the Punch newspaper of Saturday October 31 2020 reporting that the Police Service Commission will dismiss Police officers who fail to return to work.”

“The Police Service Commission wishes to state that it did not any time say Police men who refused to get back to work will be dismissed.”

“The Commission had condemned the killing of Police officers on legitimate duties and had warned that any attempt to make the country lawless will be an illwind that will blow no body any good.”

“The Commission can only plead with the officers to in the spirit of nationalism return to work while Government works out enough protective programs for them.”

“The Commission will continue to do its best to ensure the police are motivated to do its job.”

“The Commission being the employers of the Police is pained that Police men were killed and stations set ablaze throughout the country.”

“It will be very insensitive at this point for anyone to say that the Commission will dismiss any police man who didn’t return to work. The Commission is even at present mourning the deaths of it’s gallant officers who were killed in the crisis,” the statement read.

Nigerian government ‘must’ regulate social media — Minister

The Federal Government says it has no intention of shutting down social media, but it will regulate the platforms.

It said its plan is to regulate social media to be responsible and refrain from being purveyor of “fake news and hate speech”.

“We must regulate the social media in a manner that it does not become a purveyor of fake news and hate speech,” the Minister of Information and Culture, Lai Mohammed, on Saturday in Lagos when he inspected the headquarters of The Nation newspaper and TV Continental (TVC) that were attacked in the aftermath of the #EndSARS protest.

The News Agency of Nigeria (NAN) reports the minister was accompanied on the inspection by heads of parastatal agencies in his ministry.

Speaking at the premises of The Nation, the minister said the Muhammadu Buhari administration has high regards for freedom of the press.

The government’s earlier announcements to regulate social media was met with criticisms.

Mr Mohammed said his recent call for the regulation of the excesses of the social media should not be misconstrued for a total ban.

“We did not at any time say that we will shut down the social media,” he said.

“Social media has come to stay and it will be an antithesis to democracy to shut it down because it is the fastest way of disseminating information.

“However, we must regulate the social media in a manner that it does not become a purveyor of fake news and hate speech.

“We will not fold our arms to allow purveyors of fake news and hate speech to use the social media to destabilize the country,” he said.

He said some of the owners of social media platforms, including Facebook and Whatshap, were making attempts to regulate their use because of the danger of fake news.

The minister said the government foresaw the danger of fake news and hate speech as far back as 2017.

“We saw as far back as 2017 that the next epidemic that will hit Nigeria and the entire world is fake news and misinformation.

“Based on that, we dedicated an entire National Council on Information meeting in Jos to the issue.

“After this, we launched a national campaign on fake news on July 11, 2018, where we stressed that the next war will be fought without a shot being fired but with the use of fake news.

“We did not stop there. We went on a tour of all media houses seeking their support against fake news,” he said.

On the negative effects of fake news, the minister said the farmers-herdsmen clashes of 2017 was largely fuelled by fake videos and pictures that were circulated on social media platforms.

The minister recalled also that in 2017, a popular entertainer raised the false alarm that five students of the College of Education in Gidan Waya in Kaduna State were murdered by herdsmen.

He said there was almost reprisal attack before it was discovered that this was fake news.

NAN also recalls that the minister on Oct. 8 had solicited the support of the National Assembly in formulating a national policy on use of social media to control fake news and misinformation.

While defending the 2021 budget proposal of the Information sector of his ministry, the minister had said fake news and misinformation are serious and major challenges confronting the nation.

He added that the social media is the platform of choice for those who propagate fake news, adding that there is an urgent need for a national policy to curb excesses and misuse.

NAN reports that among heads of agencies in the minister’s delegation was Mr Buki Ponle, the Managing Director of NAN.

#EndSARS - Lagos Judicial Panel UPDATES

SARS Detained Me For 47 Days, Extracted My Teeth – Victim Tells Lagos Judicial Panel

A middle-aged man, Okoli Aguwu, says he spent about one and a half months in the detention of the Special Anti-Robbery Squad (SARS).

He disclosed this on Tuesday at the opening session of the Judicial Panel of Inquiry and Restitution set up by the Lagos State government to look into the allegations of brutality and highhandedness by personnel of the unit of the Nigeria Police Force which has now been disbanded.

Aguwu, who was the first petitioner, told the panel that he was invited to a police station in the Ojo area of the state for some clarification over the disappearance of some goods at his former place of work.

Upon honouring the invitation, he said he was immediately arrested and was handed over to the Special Anti-Robbery Squad in Ikeja.

“I was like what is going on? And they said there was a complaint against me from my boss that something happened, and goods got missing.

“I said well, my boss has to come here so that we can iron out whatever issues because something like that has happened before and they called me to go back and resume (work), that it was a mistake on their system. After we waited for the whole day, nothing happened. The next day, they brought me back to Ojo from Ikeja, with so much threats.

“My boss did not even show up, then they started beating me, calling me a thief, fraudster and all that. They paraded me round the whole Alaba International Market, they asked me to stand straight in their vehicle, showing my face; they even took me to my church,” the petitioner said while narrating his ordeal in the hands of the security operatives.

He added that he was severely tortured and sustained several injuries in the process, showing some scars to those present at the hearing.

‘The Torture Continued’

According to Aguwu, his boss visited the police station in some cases but rather than making efforts to bail him, he kept issuing death threats to him.

The victim said, “When my wife came with my mum, she told me that ‘everything don go o’ (meaning: everything has gone).

“They took over my house, they sold my car, they took over some properties, even my belongings inside my house, my generator, my inverter, phone; and they did not bring any of these things to the SARS (office) for me to see.”

He continued, “What they told me was to write a statement that I embezzled money in my office then as the manager and I said I would do no such thing.

“The torture continued but at the end of 47 days or thereabout, they said they would take me to a magistrate court with the wounds and everything; they even extracted two teeth from my mouth when they suspended me upside down.

“The last time I saw my boss then was when he came and he threatened that if I don’t give him back the goods that got missing or the money equivalent, that I am going to die there.”

Aguwu disclosed that hope of respite, however, began to surface following the intervention of a lawyer in the matter, courtesy of his mother and other relatives.

He stated that the legal practitioner filed a case of fundamental rights enforcement at the Federal High Court in Lagos in 2016, which he won.

“Hounourable Justice Ibrahim Buba, gave a ruling in my favour at N10 million as exemplary damages and till date, I have not heard anything, nothing whatsoever from them,” he said.

After about four years of disobedience to the court order, the petitioner urged the judicial panel to help him get justice in the case.
