The Customs Area Controller of Area 2 Command, ONNE, Comptroller Mohammed Babadede has announced the remarkable achievements throughout the year 2014 in the struggle against Smuggling and illicit trade.

Briefing the press at the end of the year activities today at his command in Onne, Rivers State. Comptroller  Babandede said that "It is imperative I acquaint you with all the successes we achieved throughout the year 2024 as today marks the last day of the year. Since our last engagement on the 11th of November 2024, I am pleased to inform you that the Nigeria Customs Service, Area 2 Command, Onne has recorded another remarkable achievement in our ongoing battle against smuggling and illicit trade.

"Our vigilant officers and men have successfully intercepted and seized an additional 12 containers (40 feet) of illicit medicine. 

"This is a testament to our unwavering commitment to safeguarding public health, ensuring security of our nation and compliance with Nigeria’s import regulations. This also justifies our commitment to trade facilitation, transparency, effective and efficient service delivery.

The breakdown of the  seized items are: 1,721,100 bottles of 100ml Cough Syrup Codeine, 510,000 tablets of 50mg Really Extra Diclofenac, 7,100,000 tablets of 225mg Royal apple Tramadol and Tramaking, 3,461 pieces of Sanitary ware Fittings used for concealment, 840 pieces of Chilly cutter used for concealment, 153 cartons of TVS rubber with  Duty paid Value of the twelve containers is ₦20,309,890,800

Comptroller Babandede further said that this latest seizure underscores the passion and diligence of the officers and men of the Onne Command in ensuring that illicit drug and other harmful goods do not find their way into our country through our area of responsibility. Our efforts are geared toward securing the health and safety of our citizens while upholding the integrity of entry points into the country through the Onne, port axis.

"We appreciate the continued support and collaboration of all stakeholders, including the media, in amplifying our message and efforts to combat smuggling. Together, we can build a safer and healthier nation.

"It is worth noting that the morale and dedication of our officers have been significantly bolstered by the Comptroller-General of Customs' award, recognizing Area 2 Command as the best Command in anti-smuggling operations. This honor has further strengthened our resolve, and I assure you that we will not relent in performing our duties to protect the lives and well-being of Nigerians.

In the recently released 2024 promotion for General Duty/Support Staff for officers and men of the Service, the Area 2 Command got some officers promoted as well. A total of 14 Deputy Comptrollers were elevated to the rank of Comptroller. A total of 6 Assistant Comptrollers were elevated to the rank of Deputy Comptrollers and 17 Chief Superintendent of Customs were elevated to the rank of Assistant Comptrollers. Other newly promoted officers include 22 to Chief Superintendent of Customs, 4 to Superintendent of Customs, 18 to Deputy Superintendent of Customs, 14 to Assistant Superintendent of One and 16 to Assistant Superintendent of Two. Junior Officers were also promoted as 9 got Inspector of Customs, 3 got Customs Assistant One and 3 got Customs Assistant Two

He also appreciated the Comptroller General of Customs Bashir Adewale Adeniyi mfr, who in September this year promised to reward Officers and men of the Command for the role they played in the Interception of 844 units of riffles and 112,500 pieces of live ammunition. In keeping to his promise a total of Eight (8) Officers of the Command were given special promotion.

"Earlier in the year the Command was given a revenue target of 618 billion naira. I am glad to inform you that as at this morning the Command with the aid of stakeholder engagement, synergy, collaboration and intelligence sharing, has surpass the target given by generating a total revenue of 634 billion Naira which accounts for 103% of the annual target. This amount is over the 2023 collection by 321 billion Naira and represents 98% increase over the 2023 generated revenue.

"In the area of anti-smuggling the Command made a total of 76 container seizures comprising of arms, ammunition, illicit medicine, vegetable oil, foot wares, donkey skin, used cloths among others uncustomed goods used as concealment with a duty paid value of ₦150,872,551,207

"In export, the major commodities exported through this axis comprises of Agro and Mineral resources namely: sesame seeds, aluminum ingot, granular urea in bulk, wheat bran, orange peel among others and a total of 2,707,339.22 Metric tonnes of goods with a free on board (FOB) value of $952,986,490.99 which is equivalent to ₦1,261,039,933,168.99 was processed through the Command this year".

NCS:  TINCAN ISLAND PORT COMMAND CLARIFIES MISLEADING CLAIMS BY US RETURNEE

The attention of the Nigeria Customs Service, Tincan Island Port Command, has been drawn to an online publication by a 70-year-old US returnee, Mr. Olukayode David-Albert, alleging frustration over the sum of ₦76 million purportedly demanded to clear his two vehicles and personal belongings. The Command considers it necessary to address these claims and provide the public with factual clarity regarding the situation.

In line with the ECOWAS Common External Tariff (CET) 2022–2026, Schedule 2 No. 8 (3), it is expressly stated that goods classified as “baggage” for Nigerian citizens who have resided outside Nigeria for at least nine months may be brought in duty-free. However, this provision explicitly excludes vehicles or goods intended for sale, barter, or exchange.

Consequently, while Mr. David-Albert is eligible to import his personal belongings duty-free, the two vehicles in his consignment are not exempted from duty payments. Specifically, the luxurious 2024 Hyundai SUV attracts an Import Duty rate of 20%, a levy of 20%, and a Value Added Tax (VAT) of 7.5%, in compliance with Nigeria's customs regulations. The Command determined the appropriate duty value for the two vehicles to be ₦34,969,374.00. This value is significantly less than the ₦53.5 million alleged as a "compromise" amount in the publication.

    

According to the press statement by the Superintendent of Customs Public Relations Officer, Tincan Island Port Command, Ngozi Okwara, stated that "It is disheartening that Mr. David-Albert has resorted to making unsubstantiated claims in the media rather than complying with established procedures. The Command categorically states that at no point did any officer of the Tincan Island Port Command request for ₦76 million as alleged. If Mr. David-Albert has evidence of such misconduct, he is encouraged to come forward and identify the said officer for further necessary action".

The Command further wishes to remind the public that one of the core roles of the Service is to facilitate the clearance of legitimate goods. However, the onus remains on Mr David to meet the statutory requirements for duty payment. It is pertinent to note that similar regulations apply in advanced countries where Mr. David-Albert previously resided, and such behavior of attempting to circumvent due process would not be entertained there.

The Nigeria Customs Service remains committed to upholding transparency, professionalism, and fairness in its operations. The Tincan Island Port Command will continue to enforce the law without fear or favor while supporting legitimate trade.

The Nigeria Customs Command and Staff College, NCCSC, Gwagwalada, on Monday, December 16, 2024, held a graduation ceremony for 100 officers who completed Senior Course 11 and Junior Course 20.

 The event was attended by the Comptroller-General of Customs, CGC, Adewale Adeniyi, and the Chairman of the House Committee on Customs and Excise, Hon. Leke Abejide, as the Special Guest of Honour. Both dignitaries, in their addresses, emphasised the crucial role of professionalism in effectively discharging the duties of a customs officer and contributing to national development.

In his remarks, CGC Adeniyi commended the graduates for their commitment throughout the six-month training, urging them to uphold professionalism, discipline, and the core values of the Nigeria Customs Service (NCS). He highlighted the importance of utilising their newly acquired skills to strengthen border security, combat smuggling, and enhance revenue generation.

Hon. Abejide congratulated the officers on completing the demanding training programme, describing it as the foundation for the professionalism required to execute their duties effectively. He encouraged them to adhere to the recently enacted Customs Act 2023 and emphasised the need for continuous learning and dedication to their roles.

The Commandant of the College, Acting Assistant Comptroller-General (Ag. ACG) Oluyomi Adebakin, conferred the titles of Pass Senior Course (PSC) and Pass Junior Staff Course (PJSC) on the graduates. She commended their resilience and urged them to uphold the highest standards of professionalism, leadership, and discipline as they returned to their respective postings.

One of the graduands, Chief Superintendent of Customs Abdullahi Ibrahim, praised the Service for its foresight in prioritising capacity building. According to him, “Discipline, harmonisation of customs procedures—the way we do things differently—and the ability to work under pressure are some of the cardinal lessons taught in the college.” He thanked CGC Adeniyi and his management team, the former Commandant, ACG Kingsley Egwu, and the current Commandant, Ag. ACG Oluyomi Adebakin, and all the directing staff of the college for the knowledge imparted to him and his colleagues.

The ceremony was preceded by a regimental dinner on December 12, 2024, a longstanding tradition of the College. During the dinner, CGC Adeniyi underscored the importance of discipline, camaraderie, and teamwork, encouraging the graduates to apply these values in their service to the nation.

The Nigeria Customs Service, NCS, Management has approved the promotion of 1,419 junior officers across various ranks. 

This significant decision was ratified during the 10th Management meeting, chaired by the Comptroller General of Customs, CGC, Bashir Adewale Adeniyi MFR, on November 29, 2024. 

In a press statement issued by the Chief Superintendent of Customs National Public Relations Officer, Abdullahi Maiwada, stated by that this comprehensive promotion list encompasses both General Duty and Support Staff who excelled in the 2024 promotion exercise. Specifically, 346 General Duty and 384 Support Staff officers were elevated from Assistant Inspector of Customs, AIC, to Inspector of Customs, IC; 4 General Duty and 13 Support Staff officers advanced from Customs Assistant I, CAI, to Assistant Inspector of Customs, AIC; 372 General Duty and 59 Support Staff officers moved up from Customs Assistant II, CAII, to Customs Assistant I, CAI; and 188 General Duty and 54 Support Staff officers were promoted from Customs Assistant III, CAIII to Customs Assistant II, CAII.

This strategic advancement underscores the transformative leadership of the NCS management team under the visionary stewardship of CGC Adeniyi. By prioritising career growth as a cornerstone of workforce motivation, his administration inspires a culture of excellence, empowering employees to achieve their full potential and driving the organisation toward unparalleled service delivery.

 The Customs Officers Wives Association, COWA, has inaugurated its Secretariat at TINCAN to enhance its operations.

The association’s President, Mrs Kikelomo Adeniyi, also empowered about 14 members, including widows at the inauguration.

 "Adeniyi said that the inauguration of the new secretariat showed significant importance and underscores the collective commitment to the principles of support, empowerment, and solidarity that define COWA.

She commended the Acting Assistant Comptroller General, Dera Nnadi, adding that under his remarkable stewardship, the Tin Can Island command surpassed an extraordinary milestone, crossing the one trillion naira revenue mark.

She said that Nnadi’s leadership had transformed TINCAN command with the renovation and modernisation of the administrative building standing as a testament to his dedication to excellence.

Adeniyi said that Nnadi’s achievements had not only enhanced the efficiency of the command, but also inspired pride in all those privileged to serve under him.

“Your unwavering support for COWA is deeply appreciated.

“Your efforts to provide us with a befitting office within this command speak volumes about your understanding of the importance of uplifting the families of those who serve in the Nigeria Customs Service.

She said that the secretariat would enable COWA to establish a stronger connection with members, ensuring that no one is left out or forgotten.

Adeniyi urged COWA members to continue to walk on the path of unity, strength, and progress to honore the sacrifices of their husbands by building a strong, supportive, and impactful association.

The COWA Chairperson, TINCAN Island command, Mrs Chinelo Dera-Nnadi, commended Adeniyi for her unwavering dedication to empowering the wives of customs officers.

Dera-Nnadi said that her leadership had been instrumental in ensuring that every customs officer’s wife has the opportunity to thrive and be self- sustained.

She said that the mission of COWA was to ensure that every wife of a customs officer was free from poverty and is empowered to achieve self-sustainability.

“Our mission is to equip these women with the tools they need to attain economic independence through education, sensitisation, and capacity building.

"Today we are empowering 14 members who have gone through vocational training with equipment and some take off grant. We are also extending our support to widows among us.

“In line with this mission and vision, we are privileged today to have our national president commission the newly revamped secretariat, we also appreciate the additional financial support from our President to beneficiaries including the windows.

“Additionally, we are proud to recognise some of our members who have completed the skill acquisition programmes in Multi-purpose liquid soap production, Pastry baking, and Production of all-purpose seasoning powder, ” she said.

She expressed her gratitude to her husband, Mr Dera Nnadi, who is the Customs Area Controller of Tin Can Island Command, and his team for their support.

The Acting Assistant Comptroller-General of Customs, Dera Nnadi, appreciated the Comptroller-General Bashir Adeniyi, for given him opportunity to head various commands and contribute to the revenue collection and surprised smugglers.

Nnadi commended all the officers in the command, as well as the media, for supporting him to achieve the milestones.

The Assistant Comptroller-General, who is also the Zonal Coordinator, Zone”A”, Charles Orbih, commended Customs wives for supporting their husbands in building supportive communities.

Orbih said that the secretariat would be a hub for empowerment and resources, adding that it will serve as a venue for shared experiences.

“When you officers know that their loved ones are engaged, their focus can remain on their important work by protecting our borders and facilitating legitimate trade.

“I will like to commend COWA president for all her support , your tireless effort and passion have yeilded magnificent edifice across other commands of COWA,”Orbih said.

In her goodwill message, the Vice Chairman, National Association of Government Approved Freight Forwarder, NAGAFF,, Princess Chi Ezeh, said that the command had made a history by building the secretariat.

She said that the command also made history by crossing the trillion Naira mark in revenue, adding that the achievement of revenue generation was only possible with the support of the stakeholders.

She commended the COWA president for empowering members and reducing poverty in the environment.

The Customs Area Controller, FCT Area Command and his management team hosted the Ooni of IFE. HRM, OBA,Dr. ADEYEYE ANITAN BABATUNDE OGUNWUSI,OJAJA, II. at the Command Office complex off Bill Clinton Drive, Airport Road, FCT-Abuja on a familiarization visit.

The Ooni of Ife, OJAJA, II expressed gratitude for the warm reception given to him by the Controller despite the short notice and also stated that the aim of his visit was to know how one of their sons is doing and he is impressed with the level of achievements and contributions he has made to Service.

The controller in his response, expressed his appreciation to the Ooni for the honor given to him by his presence at the Command, in his words, he sees this visit as a moral booster and encouragement to keep working hard for the greater good of the country.  He also stated that other paramount rulers should emulate this act by visiting their sons and daughters to encourage them to continue the good work they are doing for the nation.

The CGC who said this in Apapa at the command's end of the year party and award ceremony also harped on the need for compliance and synergies as necessary strategies to greater productivity at the port. According to him, compliance is a competitive advantage. 

Represented by Deputy Comptroller General Caroline Niagwan, DCG Tariff and Trade, Adeniyi congratulated the Customs Area Controller and all the officers and men of Apapa Area Command for the milestone achieved in revenue collection to the tune of N2.2tr and still counting which has earned the command multiple accolades

He described the end of year party as many things rolled up in one as it strengthens the stakeholders bond as a community of government and private sector collaborators working together for the betterment of Nigeria; it's also to celebrate together as the year 2024 ends and honour those whose outstanding performances contributed in shaping the command's achievements in 2024.

Comptroller Olomu said despite the challenges of low trade volume, the command is able to achieve it's target which is a reflection of officers commitment and dedication to duty

He added that in line with the policy  thrust of the CGC, the command utilised it's relationship with stakeholders to achieve it's goal this year. 

According to him improving on stakeholder engagement has become an operational template the Comptroller General of Customs has impressed on the officers and expressed joy to announce that it has proven to be a masterstroke towards enhanced compliance. 

Comptroller Olomu said "Compliance is no doubt the bedrock of all customs achievements in areas of revenue collection, anti smuggling and legitimate trade facilitation. Our approach to regurlarly engage our sister government agencies has raised our degree of intelligence sharing towards a common national interest. 

"Let me use this period to thank the NPA, DSS, NDLEA, NAQS,Port Health, Police, Immigration and other sister government agencies for their consistent collaboration in 2024. They are indeed an integral part of the command's success story in 2024. I urge them to stay on board let's do it again in 2025.

"With our port users, we maintained regularly enlightenment meetings, faster trade dispute resolution mechanism and consistent appraisal of feedbacks to keep improving on our responsibilities. 

"There have been positive fallouts of  our regular interface with our stakeholders. This is evident in our collection of N2..2tr revenue and still counting, zeroing in on the minority that attempt smuggling by curbing their activities with seizures. We are fostering inclusivity and this will continue in 2025

"We have ensured no container , import or export consignment goes through our control without due diligence of proper examination. This has been the foundation of our impeccable enforcement drive. 

"We are honouring some of our officers and stakeholders for their outstanding performances in the year 2024 . I want to urge the awardees to see this as a call for more commitment to surpass their best outputs. There is no end to improvement

"This should also be a challenge to those who didn't make the award list this time, I urge them to keep improving with a promise that their inputs shall not go unnoticed for due recognition" he concluded

The Comptroller-General of the Nigeria Customs Service, NCS, Adewale Adeniyi MFR, has once again brought global attention to the transformative role of NCS in safeguarding Nigeria’s borders. 

Speaking at the 18th Africa Security Watch Conference in Doha, Qatar, the CGC, represented by the National Public Relations Officer, Chief Superintendent of Customs Abdullahi Maiwada, shared a comprehensive account of the Service’s achievements in balancing security enforcement with trade facilitation. 

In his keynote address titled "Protecting National Security Through Effective Border Control: The Nigeria Customs Example," Adeniyi emphasised the vital role of border management in national security, describing borders as more than just geographical boundaries. 

According to him, borders are critical gateways that determine a nation’s capacity to protect its citizens, safeguard its economy, and foster security. 

The CGC highlighted how the NCS, empowered by the Nigeria Customs Act 2023, has successfully redefined its operational priorities to address emerging threats, enhance efficiency, and improve collaboration.

CGC Adeniyi noted that the Nigeria Customs Act 2023 represents a legislative milestone that has repositioned the NCS to thrive in a dynamic environment. 

He also reflected on the significant strides made in 2024, which marked a year of unparalleled achievements for the Service, adding “Under my leadership, the NCS generated a record-breaking ₦5.1 trillion in revenue, a feat that underscores the agency's innovative use of technology and improved compliance frameworks.”

“We have equally strengthened partnerships with both domestic and international stakeholders. The CGC noted that this achievement was not merely about numbers but also reflected the efficiency and resilience of the Customs workforce.” He said.

CGC Adeniyi, however, described how, through intelligence-led operations, the NCS has intercepted several arms shipments, including 844 rifles and 112,500 rounds of live ammunition in Onne Seaport. 

“These efforts have significantly disrupted the proliferation of small arms and light weapons, which remain a persistent threat to national security. Additionally, the NCS’s collaboration with the National Drug Law Enforcement Agency (NDLEA) led to so many interceptions of illicit drugs.” CGC Adeniyi said.

He also brought attention to the Service’s role in combating wildlife trafficking, detailing how officers intercepted 4,200 kilograms of pangolin scales and ivory, underscoring the NCS’s dedication to biodiversity conservation and international compliance. 

In the area of fighting against economic saboteurs who venture into smuggling and diversion of petroleum products, CGC Adeniyi discussed the impact of Operation Whirlwind and highlighted how the Service, in collaboration with the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), intercepted over 695,000 liters of smuggled Premium Motor Spirit (PMS). 

The CGC revealed that the use of geospatial technologies, such as satellite feeds and geo-mapping, has enhanced the Service’s surveillance and enforcement capabilities, ensuring that these operations are not only effective but sustainable.

In addition, a Gala/Award Night convened as part of the African Security Watch Conference held on Thursday 12 December 2024, in Doha, Qatar, the NCS clinched the coveted 'Best National Security Service in West, East, and Central Africa 2023/2024' award.  The CGC also shared the spotlight, receiving recognition for his exemplary leadership and contributions to the organization's achievements.

These accolades recognise the Service's outstanding performance in fortifying Nigeria’s borders, enhancing trade facilitation, and curbing transnational crimes through innovative enforcement strategies and technological advancements.

As part of the corporate social responsibility of Nigeria Customs Service, the Customs Area Controller of Kebbi Command Comptroller Iheanacho Ernest Ojike has extended  hands of blessings to the leaders of tomorrow by paying a charity visit to Gwandu Emirates primary school on Tuesday, 10 December 2024 in Kebbi State.

According to the press release signed by the Superintend of Customs, Public Relation Officer of Kebbi Area Command, Mohammed Tajuddeen Salisu highlighted that the controller on his visit donated writing materials such as books, pencils, biros, and foodstuffs to over 1,700 pupils of the famous Gwandu Emirate Model Primary School, Birnin Kebbi in Kebbi State. 

During the session, Comptroller Ojike emphasized that the charity visit to the school was meant to interact with the pupils to highlight the mandate of Customs as provisioned by the federal government constitution and draw their attention to the need for them to understand the laws of the land and contribution of Customs to National economy.

He further stressed the need for the pupils to understand the effect of smuggling on the national economy and why Nigerians should not indulge in such nefarious acts.

While Malam Aminu Sani the headmaster accepts the donations, he describes the gesture as a form of support to the pupils. Also, he portrays Nigeria Customs as a compassionate and responsible government organization.

Furthermore, the representative of the Emirates Council, Alhaji Ibrahim Bashir KKB Galadiman Gwandu said the chairman of the council of chiefs, emir of Gwandu Alhaji Iliyasu Bahir is extending his heartfelt message and blessings to the controller and his team for this kind gesture.

Ogun Area 1 Customs Command Idiroko, of Nigeria Customs Service today mark a significant milestone  as Deputy Comptroller MS Shuaibu, took over the mantle of leadership as Acting Customs Area Controller, today at the command in Idiroko, Ogun State.

Comptroller Shuaibu in his taking over speech appreciated the Comptroller -General of Customs for the confidence reposed in him by giving him the opportunity to lead Ogun Area 1 command, while promising to discharge this responsibility with utmost dedication, integrity and diligence.

Comptroller Shuaibu also acknowledged the outstanding leadership of the outgoing controller, Comptroller JF Ojo whose tenure he said leaves legacy of resilience, collaboration and notable achievements 

"Your leadership and mentorship have laid a strong foundation, and I am honored to build upon it. I wish you a fulfilling and peaceful retirement".

The new CAC noted that he will bring with him a wealth of experience garnered during his service in various capacities, including as the coordinator of the recently disbanded Joint Border Patrol Team.

"I had the privilege of lead a dedicated team to confront and counteract Smuggling activities with efficiency and innovation.

" I understand the unique challenges of border operations, particularly in ogun 1 command, critical frontier for trade and security. I keenly aware of the complexities of balancing enforcement with trade facilitation and community engagement, and I am prepared to tackle these challenges head-on with the support of this exceptional command". Comptroller Shuaibu affirmed.

Comptroller Shuaibu further stated that his vision is simple yet resolute. " I will prioritize teamwork, innovation and discipline in all our activities.

Earlier, the outgoing Controller,  Comptroller JF Ojo said, serving as the CAC of Ogun 1 Command has been the pinnacle of his journey which he embraced with commitment.

Comptroller Ojo noted that under his watch the command has not only enforced mandate of revenue generation, border security and trade Facilitation and build stronger collaboration with sister agencies and stakeholders.

Deputy Superintendent of Customs (Pilot) Olanike Nafisat Balogun has made history as the first female pilot in the Nigeria Customs Service (NCS), charting a path of resilience and breaking barriers in aviation. Born in Kaduna and a native of Odo-Otin Local Government Area, Osun State, Balogun's journey began in 2002 when she was recruited as a Customs Assistant to serve as a cabin crew member in the Service's Airwing Unit.

Speaking in a recent interview, DSC Balogun reflected on her journey, sharing how her unwavering ambition and the Service’s support enabled her transformation from a flight attendant to a licensed pilot. “Staying in the Service when many of my colleagues opted for better-paying airline jobs was a tough decision, but I was determined to contribute to public service and achieve my dream of becoming a pilot,” she said.

Balogun’s career milestones include earning an Advanced Diploma in Air Ticketing and Cabin Services, a Master’s in Public Administration from Ahmadu Bello University, and eventually securing her Pilot Certification from the Flying Academy in Miami, Florida, with the NCS sponsoring her training.  

DSC Balogun asserted that being the first female pilot in the NCS Airwing is credited to inspiring women within and beyond the Service never to relent in pursuing their dreams. “My role as the first female pilot in the service reflects my commitment as a woman to advancing my passionate dream as well as the operational capabilities of the NCS” she added.

As she continues to fly for the NCS, Balogun remains passionate about inspiring others, stating, “I hope my journey motivates young Nigerians, especially women, to chase their dreams and break through barriers.” 

The Comptroller General of Customs, Adewale Adeniyi, in a statement commended her dedication and described her achievement as a testament to the Service’s commitment to capacity building and innovation. “Her story exemplifies what is possible with determination and institutional support,” he said.

Stakeholders in the Maritime industry have gathered to discuss challenges of port reforms and local content whilst providing solutions to these challenges.

This discussions took place during the PortNews Summit 2024 with the theme: Port Reforms and Local Content "Has Nigeria Fared Well? at Rockwiew Hotel, Apapa, Lagos.

In the course this discussion, the former Minister of Interior and Managing Director, Genesis  Worldwide Shipping Limited,  Captain Emmanuel Iheacho goes down the memory lane by saying port reforms was envisaged as creating choices for superior services. "The availability of choice of port service providers has engendered greater competition between the operating terminals from which port charges were ultimately depressed downwards due to the overriding effects of commercial jockeying which took place between the various port service providers.

Captain Iheacho also said that the creation of Nigerian Content Development and Monitoring Board,  NCDMB, has had a positive impact on the maritime industry,  however, despite these efforts, challenges persist. 

"In terms of local content, Nigeria has made significant progress. The Nigerian Content Development and Monitoring Board (NCDMB) has been specifically established to promote local content development more specifically in the oil and gas sector; this initiative has had a positive impact on the maritime industry However, despite these efforts, challenges persist. For example, the process of getting clearance for vessels and cargo in the international trade and container sector can still be cumbersome, requiring multiple signatures from government agencies and other officials

"Overall, while Nigeria could be said to have made progress in its port reforms and local content development, there appears to be, still a bit of work to be done to fully realize the potential in the maritime sector as a whole.

He said that local content development in the maritime sector has been slower to take off with challenges of  Limited capacity and expertise among local companies , high costs and limited access to finance, difficulty in competing with established foreign companies 

Iheacho, who advised the government of the day to implement policies and  programs to support port reforms and local content development, continuous efficiency and performance audit of the port operating processes must be regularly carried out, investing in infrastructure and technology to improve efficiency and reduce congestion at ports, providing training and capacity-building programs to support local companies and increase their participation in the maritime sector, and Providing an opportunity for access to business finance at competitive rates by indigenous port terminal operators.

In his Keynote address, the Economist and Managing Director, Centre for the Promotion Private Enterprise, Dr. Muda Yusuf said regrettably, indigenous players in the sector have been progressively excluded from the major activities in the sector.  they increasingly becoming spectators in the scheme of things as foreigners are a field day.  

Dr. Muda said "This is a major maritime policy shortcoming which needs to be urgently corrected.  Maritime policy and indeed our economic policy must promote indigenous participation in the sector, the way it was done in the oil and gas sector.  what is good for oil and gas sector is good for maritime sector. 

There should be a deliberate policy action to elevate the level of indigenous participation in the maritime sector ecosystem. 

Speaking earlier, the convener, PortNews Summit 2024 and Editor-In- Chief, PortNews, Wale Oni,  said that the glorious past is gone Nigeria did not know how to do it again. 

Oni said ports reforms undertaken by the government of Olusegun Obasanjo ensured that the ports, terminals and infrastructures were handed over to private investors majorly foreign shipping companies.

He said the concessionaires stopped the transfer of containers to the  Nigerian owned bonded terminals and ICDs.

Oni asked if the concession has not impoverished Nigerian freight Forwarders and terminal operators? What can we do to correct this anomalies?

Capacity Building: NCS Hosts WCO, JICA Workshop on African Rules of Origin

The World Customs Organisation, WCO, in collaboration with the Japan International Cooperation Agency, JICA, organised a five-day workshop starting from Thursday, 28 November 2024, aimed at building the capacity of Customs operatives across African countries in the area of rules of origin.

Speaking to journalists shortly after declaring the workshop open, the Deputy Comptroller-General of Customs in charge of Tariff and Trade, DCG Caroline Niagwan, noted that the two international organisations had formed an alliance to provide technical assistance. This includes training initiatives to support Customs officers across the African region.

DCG Niagwan stated: “The European Union and the World Customs Organisation signed a partnership agreement for a comprehensive programme that would foster the full implementation and application of the rules of origin in Africa.

“This programme, known as the EU-WCO Rules of Origin for Africa Programme, enhances the capacity of Africa and supports the implementation and application of rules of origin to boost intra-African trade. That is the whole rationale.”

Faith Mathenge, a Rules of Origin expert and facilitator for the EU-WCO Rules of Origin for Africa Programme, reiterated that the programme was designed to build capacity for African countries in rules of origin, which she described as crucial for facilitating trade.

She affirmed the WCO’s commitment to providing continuous support to the Nigeria Customs Service, NCS, through training initiatives aimed at enhancing the efficiency of its officers.

Mathenge revealed that nearly 26 countries sent representatives to participate in the workshop and encouraged attendees to pay close attention to the modern technicalities associated with rules of origin.

She commended the Comptroller-General of Customs, Bashir Adewale Adeniyi, for his unwavering support for capacity building. “I must commend the CGC for prioritising capacity building, which is the bedrock that will enable his officers to implement procedures that facilitate trade and enhance compliance,” she said.

The workshop underscored the importance of collaboration in fostering intra-African trade and strengthening the role of Customs officers in implementing rules of origin effectively.

The Nigeria Customs Service,  NCS, Seme Area Command  has made an arrest of two officers involved viral video of alleged maltreatment of some individuals thereby commenced preliminary investigation.

Speaking at the media briefing on the handing over of officers involved in the maltreatment of some individuals in a viral video, the Customs Area Controller, CAC, Comptroller  Kayode Kolade highlighted that "It will be recalled that Seme Area Command of the Nigeria Customs Service, NCS on Monday, 2 December 2024, in a statement, commenced the investigation into the alleged maltreatment of some individuals by its officers.

Comptroller Kolade, who was represented by the Deputy Comptroller in charge of Enforcement Istifanus Musa psc stated that "Preliminary investigation revealed that Two (2) officers, namely, Superintendent of Customs TA Inemugha and Assistant Superintendent of Customs II GO Aboribo, have been identified and arrested. These two erring officers will be handed over to the Customs Police Unit for further investigation.

"The behavior of these officers does not reflect the professional practice of the service, especially now that the Service is committed to holding its officers to the highest standard of Integrity and professionalism.

"The Comptroller General of Customs, Bashir Adewale Adeniyi MFR, condemned in strong terms the unethical conduct of these officers and directed that the officers should be taken to the NCS Headquarters for a full-scale investigation and decisive disciplinary measures. In addition, the complainants are also requested to make themselves available to assist in the ongoing investigation.

"The Service remains committed to ensuring transparency in all its operational mandates. As such, it will not condone any form of misconduct within its ranks and will continue to work for the overall interest of the Nigerian Public.

The Nigeria Customs Service, NCS, Oyo/Osun Area Command, has announce the tragic demise of Superintendent of Customs (SC) Kabiru Tijani, his beloved wife, and their four children, who died in the early hours of Monday, 2nd December 2024, when a fire engulfed their residence in Ede, Osun State.

SC Kabiru Tijani, who served as the Officer in Charge of Operations at the Command, was a dedicated officer. His unwavering commitment to duty, particularly in coordinating and executing successful anti-smuggling operations, greatly contributed to the success of the Command. His wife, an active member of the Customs Officers' Wives Association (COWA) Oyo/Osun Chapter, was equally admired for her contributions to the welfare of the Customs community.

According to the press release issued by the Superintendent of Customs

Command Public Relations Officer, Kayode Wey stated that "In the wake of this incident, the Oyo/Osun Area Command wishes to address speculative reports regarding the inferno. We urge the public to disregard such unfounded reports as our priority remains to provide support to the bereaved extended family, the lone child survivor and to further investigate the circumstances surrounding this fatal incident".

The Customs Area Controller, Dr Ben Oramalugo, on behalf of the Officers and Men of the Oyo/Osun Area Command, deeply commiserate with the family and friends of the deceased. He further appreciates the prayers and support from the members of the public. 

⁠Furthermore, SC Kabiru Tijani and his family have since been laid to rest in accordance with Islamic rites. May the Almighty grant them Al-Janatul Firdaus and give their family the strength to endure this immense loss.

The Customs Area Controller of the Nigeria Customs Service, NCS, Seme Area Command, Comptroller Kayode Kolade, has condemned in totality an incident in a viral video where some officers attached to the command were seen maltreating some public members.

According to the press release issued by the Superintendent of Customs, Public Relations Officer, Hussaini Abdullahi pjsc

stated that the command has commenced an investigation into the incident.

Comptroller Kolade said "The Command wishes to express its deepest empathy for the affected public members and wishes to equally condemn in strong terms such unethical conduct. It is essential to state that the action of these officers contradicts the value and operational standard of the Services ".

The Customs Area Controller, CAC,  directed that those officers be withdrawn and be interrogated to facilitate decisive disciplinary measures against whoever is found culpable. He further assured the general public that the outcome of the investigative panel would be made public when concluded.

While calling on the stakeholders and public plying the Lagos-Abidjan Corridor to go about their lawful activities, the CAC assured that the Command remains committed to creating a safe and conducive atmosphere for Legitimate trade to thrive.

The Tincan island Port Command of Nigeria Customs Service and Area Comptroller Dera Nnadi, mni has been honoured with an Award and a Certificate of Excellence  at the CGC Award Night Ceremony held on Friday November 29, 2024 in Abuja. 

Comptroller Dera Nnadi, mni was celebrated by colleagues and stakeholders at the Award ceremony, he won an Award for Distinctive performance and  another Award of Excellence for work place Transformation given his  leadership and commitment to deliver on his mandates at the Tincan island port. 

The awards, were presented to him by the Comptroller General of Customs, Bashir Adewale Adeniyi MFR, recognised the command for its various  achievements,  transformation, and innovative solutions to ensure trade facilitation.

The awards read " *Winner  CGC's Special Award For Work Place Transformation as well as 'In Recognition of your Distinctive Performance and Commitment to the Ideas and Vision of the Nigeria Customs Service."* 

Under the leadership of Comptroller Dera Nnadi, mni the command generated N 1.2tr as revenue into government coffers as of November 2024 and successfully remodelled the Tincan Island Port command administrative building built over 40 years ago. 

The Area Controller dedicated the achievements recorded to Officers and men of the command. He described the achievements as  a result of teamwork,  commitment, focus, and dedication of all the officers of the command.

The Area Controller expressed appreciation to the Comptroller General of Customs, Adewale Adeniyi, MFR, for the support given to the command and  honour bestowed on him. He also called for continuous support from all stakeholders 

He further described the award as a call for increased commitment and a challenge to sustain and improve on the pace of work at the command . 

 

Comptroller Dera, also urged  Business men and women at the Tincan island port to take advantage of the Trade modernisation project initiatives of the Comptroller General of Customs,  Adewale Adeniy MFR, to ensure the use of technology at the port, Trade facilitation and paperless port procedures. 

The CAC admonished officers of the command to see the awards as a motivation and challenge to work harder.

The Comptroller -General of Customs, Bashir Adewale Adeniyi today commission a newly renovated office complex of the Tin Can Island Port Command,  Apapa, which has make a significant milestone in the history of the Command.

 

Comptroller Nnadi during the commissioning took a historical journey into which established in 1977 with pioneer Customs Area Controller of the command then, James Bridge Rd known as Area Administrator.

He said "Good morning and welcome to this historic occasion. It is with great pride and immense pleasure that we gather here today to witness the commissioning of the newly renovated office complex of the Tin Can Island Port Command. This renovation marks a significant milestone in the history of our Command, and it is a great honor to host the Comptroller General of Customs, Bashir Adewale Adeniyi MFR, dsm, fnipr, psc(+)  and his team here today.

"As we celebrate the unveiling of this renovated facility, we must recognize the historical context of this transformation. Since the inception of this Command in 1977, no major renovation has been undertaken to update and modernize the office complex. For decades, our officers have worked diligently within the confines of outdated infrastructure, and today, we witness a transformation that will no longer be just a reflection of the past, but a symbol of the future - a future that is modern, efficient, and committed to service excellence.

"This renovation goes beyond mere aesthetics or upgrading physical infrastructure; it is a clear statement of intent that reinforces the CGC’s policy focus on Collaboration, Consolidation, and Innovation. "In 2024, under the leadership and guidance of the Comptroller General of Customs,  our Command has made remarkable strides in revenue generation. We are proud to announce that for the first time in history, Tincan Island Port has generated over ₦1, 125,744,318,049.60 (One trillion, One Hundred and Twenty Five Billion, Seven Hundred and Forty-Four Million, Three Hundred and Eighteen Thousand, Forty Nine Naira Sixty Kobo) in revenue—an exceptional feat that highlights the dedication and hard work of our officers.

"This achievement is a significant leap from the ₦639,665,622,978.55 (Six Hundred and Thirty Nine Billion, Six Hundred and Sixty Five Million, Six Hundred and Twenty Two Thousand, Nine Hundred and Seventy Eight Naira, Fifty Five Kobo) collected as at November 2023. The success recorded in our revenue drive reflects not only the diligence of our officers but also the collaborative efforts with other stakeholders. It is a testament to the positive impact of our policies and reforms, and it reaffirms the Service commitment to maximizing revenue collection for the growth of our nation.

"In addition to our successes in revenue generation, we continue to make significant strides in enforcing compliance and tackling smuggling activities. We are all witness to the seizure of various quantities of arms, unregulated pharmaceutical and psychotropic substances and other Un-customs goods. 

"Our achievement in this direction further underscores our commitment to safeguarding the nation's economic and security interests. These seizures not only demonstrate the vigilance and dedication of our officers but also highlight our unyielding commitment to safeguarding the integrity of Nigeria’s borders. The Commissioner for Education, Mrs Idongesit Etiebet, Akwa Ibom State has announced the suspension of the Principal  of the Presbyterian Senior Science College, Ididep, Dr. NSE Sunday Umoh, following  the very disturbing video where students were fed with unpalatable and innutrious meals.

According to the press statement made available to pressmen, the commissioner stated said " I paid an unscheduled visit to the school. I have directed a comprehensive investigation into the state of boarding facilities in the school and the other 25 boarding secondary schools across the state.

Etiebet noted that the review will focus on hostels, dining halls, recreation areas, menu, kitchen, and sanitary facilities, which  will be jointly overseen by the Permanent Secretaries of the Ministry of Education and the State Secondary Education Board. 

She affirmed the suspension of the principal "Consequently, I have also directed  the immediate suspension of the Principal of the school,  Dr. NSE Sunday Umoh the outcome of the investigation. 

 "Despite the fact that the free education policy of the state government, covers tuition fees only and not boarding fees, the welfare and dignity of all students, especially those in public schools, remain a priority of the Umo Eno-led administration. We appeal to parents who have already been greatly relieved of the burden of tuition fees to undertake basic parental responsibilities to support their children in secondary schools. 

"The Ministry is committed to ensuring that all public school facilities meet irreducible minimum standards that uphold the well-being of both learners and staff.

"We urge the public to remain patient while this investigation lasts. The Governor, Pastor Umo Eno remains unwavering in his commitment to education, as outlined in the ARISE Agenda". She added.

The Tincan Island Container Terminal, TICT, operator of Terminal B, Tincan Island Port, has strengthened education in Nigeria through the successful upgrade of major infrastructure for students and staff of Randle Senior Secondary, Apapa. 

The upgraded infrastructure includes the renovation of 14 toilets for staff and students fitted with new water closets, upgrade of the school’s ICT room with the donation of 10 new high technology computers, 2 UPS, 1 printer, a unit of 2hp AC, a generator, 4 fans and 8 waste bins to aid the evacuation of the school’s waste.

This project was executed to celebrate the 2024 Solidarity Day, a global event organised by Africa Global Logistics, TICT's parent body.

The Nigerian Mining and Geosciences Society, NMGS, has called for stronger collaboration with the Nigeria Customs Service, NCS, to address the rising threat of illegal smuggling of natural resources, which is causing significant revenue loss and depletion of critical raw materials.

During a visit to the NCS Headquarters in Abuja on 21 November 2024, NMGS President Professor Akinade Olatunji emphasised the urgent need to strengthen the capacity of Customs officers to identify and safeguard natural resources.

“We are aware of the vast quantities of resources leaving the country illegally. These finite assets must be protected. Collaborating with agencies at the exit points will ensure proper documentation, revenue remittance, and duty payments,” Olatunji stated.

In his response, the Comptroller-General of Customs, Adewale Adeniyi, acknowledged the expertise of NMGS and highlighted opportunities for collaboration. He pledged to prioritise officer training and joint efforts to curb the smuggling of raw materials.

“Illicitly smuggled resources flow out of the country without proper checks. Through rigorous monitoring and accurate documentation, we can close gaps in export taxation, track resource destinations, and ensure appropriate revenue is generated,” Adeniyi said.

The meeting ended with a commitment from both parties to work together in safeguarding Nigeria’s natural resources and boosting economic growth.

The Maritime Workers Union of Nigeria (MWUN) under the able leadership of Comrade (Prince) Dr. Adewale Adeyanju, fnli, HFCPSP recently hosted the Commissioner of Police in charge of the Port Police Command, CP Ibrahim Balarabe Maikaba PSC + and his entourage which includes Deputy Commissioner of Police ( Operations) Ibrahim Abdu,  O/c of the CP Monitoring team, CSP Ojo Ahmed,  Divisional Police Officer (DPO) Kirikiri Lighter Terminal, CSP Ibimode Adeleye amongst others.

The CP of the command, Mr. Ibrahim and his entourage visit to the Maritime Workers Union was majorly to fraternize and familiarize his command with one of the foremost Maritime Union in the country, which its leadership the CP said is worthy of commendation. The Port Police Chief says he's overwhelmed with the warm reception accorded him and his team at the Union's secretariat, which he described as monumental and unprecedented.

The CP also noted that the Maritime Workers Union and the Command have formed a community synergy with the visit which he said was one of the basic reasons for the all important visit.

Mr Ibrahim also  explained to the President -General of the Union, who doubles as the Deputy President of the Nigeria Labour Congress (NLC) and Vice President Global, International Transport Workers Federation (ITF) that  he should see the Police as brothers and not mere friends as goes the popular cliche as the Police cannot work in isolation without the Union, who is a major stakeholder in the maritime industry.

The CP in his speech also described Dr Adeyanju as a brother and said that his office is fully open to the PG at all times; stressing he's impressed with the kind of personalities in the executives of the Union.

Prince Adeyanju was indeed delightful on the visit of the Port Police Command under the helms of CP Ibrahim, whom he described as a crack and a versatile Police officer, who graduated from the Nigeria Police Academy in June, 1994 as a Cadet Assistant Superintendent of Police (ASP), who had risen to the rank of Commissioner of Police (CP) at the Police Force Headquarters in Abuja before his recent deployment to the Port Command, Apapa, Lagos.

Prince Adeyanju says that CP Ibrahim parades intimidating profile so far in his career in the force after serving in various capacities and having led contingents of officers to peace keeping missions to Sudan and Kosovo respectively, where he received the United Nation (UN) commendation award amongst others.

The PG of the Union raised a rhetorical question during the occasion, asking the police chief: What's Police(?). Comrade Adeyanju answered that Police is all about policing, stressing that CP Ibrahim as an embodiment of policing; hence, his numerous achievements in the course of his various designations in the force, saying little wonder his newest rank and his deployment to the Port for effective and efficient policing as a seasoned officer worth his onions in our time.

The PG and his entire executives were happy over the CP's August visit, admitting that it was the very first time the Union will be playing host to the Port Police Command and it will go down in the annals of the Maritime Workers Union history.

The foremost Maritime Labour leader promised to work together with the command assuring the entourage that the era of thuggery and hooliganism had since gone into the limbo, hence, the Union has been digitalized with crops of well trained Union workers both at the jetties, oil & gas platforms and the nation's sea ports.

The PG also made it known to CP that most times, the Union can issue threats of strikes if after having  exhausting all necessary stipulated avenues with the government or stakeholders and positive responses aren't forthcoming. The PG also noted the economic implications of shutting down the gateway of the nation's economy, hence, the Union is always tactical and diplomatic about strikes until the Union is interfaced with a meaning dialogue to resolving whatever industrial disputes that came up.

The Union was also of the view that with Mr Ibrahim at the helms of affairs at the Port, having struck this declared community synergy, the port environment will be in a conducive atmosphere for operations.

Comrade Adeyanju also assured the Command that he's going to take its issue of effective policing to both Dr Dayo Mobereola, the Director -General of NIMASA and Managing Director of Nigerian Ports Authority, who he described as great gentlemen of the sector to intimate the two heads of parastatals on the need to equip the police properly. He says, you cannot appoint a police officer into a designation without the necessary equipment made available for crime prevention and protection of property.

The Controller, Murtala Muhammed Area Command of the Nigeria Customs Service, Comptroller Michael Toyin Awe has announced a remarkable revenue growth during the period under review (January to October 2024). 

The Command generated revenue to the tune of One Hundred and Forty-Four Billion, Two Hundred and Two Million, Five Hundred and Sixty-Six Thousand, Nine Hundred and Seventy Five Naira only (N144,202, 566, 975.00K)  from customs duties and other charges.

In comparison to the revenue collected in the same period in 2023 which stood at Seventy-four Billion, Two hundred and Eighty-six Million, Seven hundred and Seven Thousand, Four Hundred and Forty-three Naira only (N74,286,707,443.00K), this clearly shows a progressive difference of Sixty-Nine Billion, Nine Hundred and Fifteen Million, Eight Hundred and Fifty-Nine Thousand, Five Hundred and Thirty-One Naira Only (N69,915,859,531.00k), depicting 94% increase. 

The Controller said that the efforts to combat illicit trade yielded impressive results, with total Duty Paid Value (DPV) of seized items amounting to Three Billion, Three hundred and Twenty-two million, Two hundred and thirty-nine thousand, Three hundred and Fifty-five Naira (N3,322,239,355.00K) only between July to October 2024. 

According to the press release issued by the Superintendent of Customs,

Public Relations Officer, VU Ogagbor highlighted that the seized items contravened some of the provisions of the extant laws as enshrined in the Nigeria Customs Service Act (NCS Act) 2023. These items include: Pieces of Walkie Talkies,175 Pieces of Military Helmets, 50 Pieces of Drones, 10 Packs of Canadian Cannabis Sativa, 250 pieces of Live Turtles, 7 Packages of 200mg & 225mg of Tramadol, Hydrochloride, 1.5kg of Pangolin Scales and 0.2kg of Porcupine Pins

He said that this achievement is attributed to enhanced trade facilitation, improved stakeholder compliance, effective law enforcement, strategic resource deployment, interagency collaboration, efficient cargo clearance and intelligent risk management strategies.

He stated that to boost revenue collection, facilitate legitimate trade and curb smuggling, the Command implemented initiatives such as streamlined clearance procedures, enhanced cargo inspection and examination, improved intelligence gathering and sharing, collaboration with other security agencies, and regular stakeholder engagements.

He assured that moving forward, the Command will enhance trade facilitation measures, strengthen anti-smuggling efforts, improve stakeholder engagement and leverage on technology for efficient operations.

Comptroller MT Awe expressed appreciation to the Comptroller-General of Customs, Bashir Adewale Adeniyi MFR and his management team for their unwavering support in carrying out official tasks effectively. Similarly, he hailed officers and men of the command for their hard work and dedication towards achieving the great feat.

Adequate recognition was also given to stakeholders, including importers, exporters and clearing agents for their cooperation and compliance to extant laws. He also applauded the media for their continuous support and partnership in disseminating information to the public.
