64 Years of Independence: Nigeria Still at Back Waters of Development -  Dr. Segun Musa
Dr. Segun Musa Chairman/Publisher, Global Transport Policy News Limited

By: Bisi Akingbade

The Chairman/Publisher, Global Transport Policy News Limited, Dr. Segun Musa has stated that the experience of Nigerians since inception of Independence is that of lack of good leadership and corruption.

Speaking during the 5th Annual Conference &  Excellent Leadership Achievements Awards of Nigeria Economic Growth Forum yesterday in Ikeja, Lagos, Dr. Musa highlighted challenges bedeviling state of the nation.

He lamented that "64 years on what is the state of the nation.. We all are witnesses of Nigeria experiences since inception of Independence. And there are fundamental questions as citizens of this nation  as we begin to ask ourselves how far have we fed, what are we getting right and what are we getting wrong.

"Fundamentally it is leadership challenge and the impact of corruption in the nation has bedeviled the advancement and stiffled its progress. And That is why we keep concern among Nigeria citizens and one issue that has continue to re-occur is stagflation that has continue to pull down people.into the family ambit of the nation.
"Nigeria remains the poverty capital and that does not speak well of the  nation that is so endowed and yet at the back waters of development.

"We know very that Nigeria is richly blessed when its comes to blue economy. Nigeria has 9 littoral states, with 853 kilometers of coast lines, and that , has already gives us a maritime nation advantage.

"We have about 12 major ports in Nigeria and if we are only to explore our Blue economy, it will surprise you that we would have very much advanced but so many things are left there because we don't have leaders that has capacity to make things happen. And that is why we are still where we are today, battling with poverty.

About over 70% of Nigerians, infact 70%of West Africans, When Its comes to poverty Nigeria takes the larger portion of it. And that does not speak well of us as a nation.

So, we realize that we have what it takes to become a one leading nation.

Dr. Segun Musa, who was represented by Engr. Onoroisa Mark Onuchi, said
"I lived the younger part of my life at Ajaokuta Steel company and the potential of flat sheets of car production would have position Nigeria as an industrialise nation.

"Talking about the youth power we have enough youth power to drive Nigeria economy. So have so many advantages that we are not taking ownership of. And that is heartbreaking.

"64 years on here we still at the back water of development.

Proffering solutions for way forward, Dr. Musa said it is about orientation, education and empowering our youth. "We need to educate our youth and empowering our youth.

Dr. Musa emphasized that the issue of  insecurity in Nigeria is another critical issue because most people are leaving the farm because of insecurity challenge.  "So we need to  start looking at community policing.  You know it is an important component in all these dynamics. Entrepreneurship, building infrastructure.  We need to start looking inwards at the potentials that we have", he said

He said in Ajaokuta there are derelick infrastructures that are meant to strategically position the nation

He further said in maritime industry nothing has really changed.  "We need to have a technocrat that understands the industry to take on the saddle and things will take a dramatic change.

Responding to the issue of CRFFN worker's salary which CRFFN has paid part of it, after much threat from Maritime Worker's' Union of Nigeria,  MWUN,  he said he believed that change is coming as the process has started they will further respond meaningful.

By: Bisi Akingbade

In a compelling address at the Maritime Journalists' Association of Nigeria, MAJAN, World Press Center in Apapa, Lagos, Mr. Bolaji Sunmola, Chairman of the Nigerian Ports Consultative Council, NPCC, highlighted the council’s strategic initiatives aimed at enhancing the effectiveness and sustainability of Nigeria’s port operations, even as he sought collaboration with MAJAN for greater performance and inclusivity.

Mr. Sunmola began by acknowledging the pivotal role of the NPCC, a decision-making body established before Nigeria’s independence in 1960, in overseeing port-related matters such as operations, safety, and environmental impact.

He emphasized the council’s mission to foster stakeholder collaboration for sustainable development in the port sector.

Mr Sunmola noted that the NPCC has significantly expanded its scope to meet the growing needs of Nigeria’s maritime sector. He  outlined several key activities:

Policy Advocacy: Engaging with government agencies and maritime stakeholders to develop policies that enhance port governance and operations.

Infrastructure Development: Advocating for the upgrading of port infrastructure with a focus on digitization, automation, and sustainability.

Capacity Building: Enhancing stakeholder capabilities through workshops, training, and seminars.

Environmental Stewardship: Ensuring ports operate with minimal environmental impact, aligning with international standards.

Strategic Roadmap for the Future
Mr. Sunmola presented a strategic roadmap to reposition the NPCC for greater effectiveness:

Organizational Realignment: Realigning the internal structure to ensure agility, transparency, and accountability, with specialized committees overseeing critical aspects of port operations.

Digital Transformation: Implementing a “single window” system to streamline processes across the port ecosystem, significantly improving efficiency and transparency.

Expanding Stakeholder Collaboration: Strengthening partnerships both locally and internationally to share critical information and align regulatory standards.

Challenges and Vision
Addressing the challenges faced by the NPCC, Mr. Sunmola stressed the importance of maintaining strong partnerships and aligning regulatory standards to support the future growth and sustainability of Nigerian ports. He reiterated the council’s commitment to creating a collaborative platform where industry leaders, stakeholders, and local communities can drive innovation, dialogue, and economic expansion.

On global Competitiveness:, the NPCC leader noted that ,"NPCC is focused on transforming Nigerian ports into competitive entities on the global stage, capable of attracting
international trade and investment"
He however stated that funding of the NPCC and securing adequate funding remains a critical challenge for NPCC. To address this.
"We are exploring several options, adding that inadequate funding and limited  financial resources restrict,"Our ability to execute large-scale initiatives. This underscores the need for more sustainable revenue streams" he stressed.

He said  the PCC plans to engage  Public-Private Partnerships (PPPs):" We aim to leverage PPPs for major infrastructure projects, thus relieving the burden on government resources"

On Consultancy and Advisory Services: Sunmola affirmed," By offering our expertise to other maritime organizations, we hope to generate additional revenue to fund Our activities," adding that the PCC is also engaging in
Capacity Building Programs.
" We are designing specialized training programs for port operators and stakeholders to raise revenue while enhancing the skills of the workforce."

On the challenges encountered by NPCC, Sunmola noted that despite the limited resources of the Council, it  has made some successes, despite  several ongoing challenges faced by it.

Other challenges  he noted includes regulatory complexity, His words," Navigating the evolving regulatory landscape requires balancing national policies with international maritime laws, which is often a slow and difficult process"

He added that operational bottlenecks, such as minimal staffing and administrative resources, are major  "hindrances to  our ability to facilitate our ambitious interventions across board."
"The slow pace of digital transformation within the sector is a significant impediment to our vision of fully automated port operations which we are fully committed to" Sunmola emphasized.

He opined that collaboration with stakeholders remains a major tonic to advance the objectives of the Council
"As we reflect on the NPCC’s activities and our roadmap for the future, it is evident that collaboration, innovation, and sustainability are the cornerstones of our mission. As we address the challenges we face, leverage on our partnerships, and secure sustainable funding, we will ensure that NPCC remains a vital force in driving the advancement of Nigerian ports. Collaboratively, we can chart a future of growth, environmental responsibility, and global competitiveness for the Nigerian maritime sector."

Speaking, Barrister Jean Chiazor Anishere  SAN, Vice Chairman of the NPCC, noted the imperative of inclusivity in the running of the new NPCC .
She said, “The only way Nigeria can maintain peace, growth and development is by inclusion. It is the only way one can thrive  globally. Inclusivity is key. It is the way out to maintain peace, growth and development. Our team is driving towards inclusion. This is the very first time NPCC is having a female as part of its executive members."

She noted that the presence of women in the executive of the Council is pointer to the gender balancing revolution in the new NPCC . "All these gender balancing align with the initiative of the presidency” adding that the NPCC ,is very upright, and is blessed with a dynamic leader.

In his speech, Capt.Ihenacho Ebubeogu, a member of the NPCC, extolled the importance of a Port Master Plan, which he noted is key to port development, efficiency and trade facilitation. He said if there was a Port Master Plan, congestions at the ports would not be there. He said the nation risks a replication of the Apapa gridlock at Lekki Deep Sea Port, if urgent measures are not taken. He said the port Master Plan would clearly define the port environment, adding  that the port system is part of logistics.

Ebubeogu said the E- Call Up system or ETO is work in progress, adding that  people should comply with the ETO, as it is aimed at reducing and regulating  traffic into the port.

He said Barging operations should be encouraged to ease traffic in the port, and also reduce cost of moving cargo out of the port.
According to him "If our waterways are safe, it will enhance Barging operations", and therefore urged government to make our waterways safe and also encourage barging  operations.

Capt Ebubeogu frowned at what he called "Mile2 dilemma".
"Mile 2 is a dilemma.Mile 2 is an eye- sour .What is going on  on that port access way  constitutes hindrance to the success of ETO." A major access point to the nation's sea port should be rid off these hindrances" he stated.

Answering questions on why the concessionaires are yet to get renewal of their licenses, NPCC  Chairman, Bolaji Sunmola attributed the delay to recent changes in Leadership of  the Nigerian Ports Authority, noting that the matter is being attended to at the appropriate quarters.

Earlier, the President of MAJAN, Mr.Jerry Aguigbo in his opening remarks, expressed  confidence in the Chairman of the Council, describing him as  "a perfect fit for the big shoes left behind by late Otunba Kunle Folarin".

He said," For the little time you're going to spend with us here,we want to believe you would do a good job of letting us into your plans for the NPCC and by extension, the Nigerian port industry".

High point of the occasion was the presentation of plaque to the Chairman of the NPCC, Mr.Bolaji Sunmola.

The NPCC Chairman was  accompanied to the Round Table by Hajia  Jamilah Haladu, representing NPA, Baba Musa Dannasir operations officer, Nigeria Shippers' Council, Tokan Lawal Babatunde, Operations Officer NSC, and Michael Kayode P.A. to NPCC Chairman.

Kebbi Customs Roll-Out Success Made In Q3 of 2024, Generate N36.2M As Revenue
... Records low volume of import

By: Bisi Akingbade

The Customs Area Controller, Kebbi Area Customs Command of the Nigeria Customs Service, NCS, has announced the activities of the third quarter of 2024 leading to numerous successes of  core mandates of revenue generation, trade facilitation and suppression of smuggling, and handover

clothings, 16,300 liters of Premium Motor Spirit (PMS), 74 cartons of different medicaments, 8 bags of foreign parboiled rice of 50Kg each,
180 pieces of donkey skin bundled in nine (9) sacks, 2  litres  of Oxidized Nitric Acid of 35kg each and  1 unit of DAF truck and Toyota Corolla as means of conveyance, among others.

The Customs Area Controller of the command, Comptroller Iheanaco  Ernest Ojike made this disclosure at the Command headquarters in Birnin Kebbi, Kebbi State.
Comptroller Ojike highlighted efforts made in the area of revenue generation in order to meet up target

His words: " In the area of revenue generation, the Command has been on the frontline, working assiduously to improve the revenue generated yearly by the Command to meet up the set target.

"The Command has been holding series of meetings and educating our stakeholders on the basic customs procedures of importation/exportation which is aimed at stemming the tide of smuggling and increasing revenue generation.

"In particular, we assemble all our trading communities on board in a deliberate and conscious effort to forge a common ground. In all the meetings we held, we stressed the need for compliance and avoidance of importing goods that would be injurious to the health of Nigerians and destroy the economy.

"In a quest to further improve the revenue drive, the Command under the able leadership of Comptroller General of Customs Bashir Adewale Adeniyi MFR has been actively involved in the process of reopening of Tsamiya-Sebgana border, which proposed a one-stop border post. A one-stop border cuts off all irrelevancies in documentations and non-tariff procedures preceding trade facilitation.

He stated further that  a lot of challenges like low volume of  import through official kamba border has affected the Command’s effort at revenue generation for the federal Government;, but the Command was still able to generate the sum of Thirty six million, two hundred and twenty three thousand, five hundred and fifty four naira fifty kobo (₦36, 223, 554.50K) within the period under review.

"As the efforts we put in place continue to translate to positive outcome, we hope to record steady rise in the Command’s revenue in the coming months.

On operations ' whirlwind team , Comptroller Ojike said  that the stay of this team has reduced the menace of petroleum products in the state. "At this point, I will want to talk about ‘whirlwind Team’, which is a special team created by the CGC and tasked with the sole responsibility of curbing the menace of petroleum products smuggling.

"Of course, we all know the implications of smuggling our petroleum products outside the shores of the country. Scarcity of these product is created here when these miscreant have their way.

"But this special team, whirlwind, has since swung into action and has successfully within the short period of their stay here reduced the menace of petroleum product smuggling in the state. They are a team that thrive on intelligence, and the results of their efforts speak for them.
The CAC said in the area of anti-smuggling, the Command recorded series of successes as the officers and men continue to strive hard to get rid of smuggling activities within Kebbi. The seizures made during the period under review are as follows:-

Items seized includes: 367 of bales of secondhand clothings, 16,300 liters of Premium Motor Spirit (PMS), 74 cartons of different medicaments, 8 bags of foreign parboiled rice of 50Kg each,

MAJAN sets agenda for new Minister of trade Jumoke Oduwole

MAJAN sets agenda for new Minister of trade Jumoke Oduwole
Dr. Jomke Oduwole, Minister of Industry, Trade & Investment

...Calls for immediate removal of shanties at Mile-2 axis of port road

By: Bisi Akingbade

The Maritime Journalists Association of Nigeria, MAJAN, has called on the new Minister of Industry, Trade, and Investment, Dr. Jumoke Oduwole, to address illegal activities along Mile-2 axis of Apapa Port road, which is constituting a major impediment to trade facilitation along the ports corridor.

MAJAN made this call as a fall out from its Round Table  discussion with the Executive Members of the Nigerian Port Consultative Council,on Thursday ,24 October,2024,at its World Press Center in Apapa ,and as part of its agenda setting for the new Minister after an inspection of Mile-2 road, particularly the bus stop, by members of the association.

The Association frowned at the disgusting condition of Mile-2 road, which is a major access road linking the seaports in the country.

During the tour of Mile-2 bus stop, there were shocking discoveries. Aside shanties seen all over the road, some people were also seen cooking on the major road, and all manners of petty trading took place on a major road giving access to the seaports.

In fact, during the tour by MAJAN members asigned to inspect the area, Mile-2 bus stop on top of the bridge was eye-saw. The commercial activities taking place on top of the bridge caused serious traffic gridlock on both sides of the road. The situation under the bridge was equally the same.

The environment portrays a shameful sight not befitting a major access road to the nation's seaports.

MAJAN urged the new Minister to use her expertise in promoting ease of doing business to tackle the menace of non state actors at Mile-2 bridge.

The Association emphasised the need for collaborative efforts among all government agencies and stakeholders in the industry to address illegal trade and activities of hoodlums at Mile-2 bus stop.

Recall that President Bola Ahmed Tinubu GCFR, in his cabinet reshuffle dismissed  five ministers and  appointed seven new ones. In doing so, he appointed Dr.  Oduwole to oversee the Ministry of Industry, Trade, and Investment.

Prior to this latest appointment, Dr. Oduwole was Special Adviser to the President on Ease of Doing Business in the Office of the Vice President.
Also, Oduwole is Special Adviser on the Presidential Enabling Business Environment Council (PEBEC) and Investment.

Her profile :
Academically, she has the qualification and experience to deliver on her new area of responsibility.
She obtained LL.B with Second Class Upper in Law from the University of Lagos in 1998. More so, she has LL.M with specialisation in Commercial Law, from Cambridge University, England.

By: Bisi Akingbade

The Nigeria Customs Service (NCS) has launched B'Odogwu, a new Unified Customs Management System, starting with a pilot phase in Lagos at Port & Terminal Multi-Services Limited (PTML).

While addressing newsmen at PTML Command on Wednesday, 23 October 2024, the Comptroller General of Customs (CGC), Adewale Adeniyi, stated that the innovative platform represents a significant milestone in Nigeria Customs' modernisation journey, aligning with global best practices.

His words, "B'Odogwu is our new customs management system that embodies our vision for a paperless customs administration that facilitates seamless trade while maintaining robust security measures."

"It is important to note that B'Odogwu will eventually replace the current Nigeria Integrated Customs Information System (NICIS II) as the NCS Legacy System. The system has been developed with foresight, acknowledging that the National Single Window will be coming on board soon, and B'Odogwu will be integrated with it when implemented by the Federal Government", he stated.

He acknowledged that the initiative is fully supported by the legal framework provided in the Nigeria Customs Service Act 2023. "Specifically, sections 28 and 29 of the Act empower the Service to develop, maintain, and employ electronic systems while ensuring transparency and stakeholder consultation."

Speaking further, the CGC urged stakeholders to embrace the change with optimism and provide constructive feedback that will help improve the system.

"As we commence this pilot, I urge all stakeholders to embrace this change with optimism and provide constructive feedback that will help us refine and improve the system, as your input is crucial to the success of this initiative."

"B'Odogwu will enhance our ability to streamline end-to-end business processes, provide stakeholders with customised integration capabilities, support more efficient and intelligent business decisions, and facilitate ease of doing business."

The Comptroller General expressed gratitude to terminal operators, customs officers, licensed customs agents, and the Trade Modernisation Project team for their support and commitment to the project's success.

He charged officers of the PTML command to take training associated with the initiative seriously as they will implement it in other commands. "You will now play the role of pace setters in the Nigeria Customs Service. It is being sown here; we are going to nurture it to fruition here, and we want to assure you that it is going to work."

The system's development is a collaborative effort between the Nigeria Customs Service and the Trade Modernisation Project team.
