A robust data governance system, balancing standardization, harmonization, and simplification, was deemed crucial. Facilitating cross-border data flows was discussed, with higher-level standards like the GDPR seen as beneficial, although concerns about non-uniform standards were acknowledged.

The session concluded with a recommendation for regulatory institutions in developing countries to adopt data governance frameworks or seek assistance from international bodies like the WTO and WCO to encourage responsible data sharing with private stakeholders.

MAJAN Condemns Incessant Attacks On Customs Officers by Economic Saboteurs
...Says video reveals smugglers die -hard tendencies with violent attack on officers

By: Bisi Akingbade

The maritime Journalists Association of Nigeria, MAJAN, has condemned Incessant attacks on Customs officers while carrying out their statutory duties.

The Executive members of MAJAN, issued this press statement after watching the viral video at its secretariat at Apapa, Lagos.

The Association took time to watch the viral video, step by step and thoroughly scrutinised the content.

According to the press release by the Association signed by the Public Relation Officer,  MAJAN,  Frank Odinukaeze Odinukaeze, stated that in the process of reviewing the viral video, its revealed clearly smugglers die- hard tendencies  with violent attack on officers, who were carrying out their anti-smuggling function .

MAJAN Executive observed that the smugglers were the first to attack the officers, closing up on them, while the officers shut into the air, trying to defend themselves from the dreaded smugglers, who came out in large numbers to attack them.

The Association also observed that while the smugglers directed their attack on officers, in a deliberate attempt to disarm them, the officers only shut into the air, in order to escape from the scene,and this shows high level of professionalism and character.

MAJAN as an association  condemns  in strong terms recurring attacks on officers by economic saboteurs, working against the policy of the Federal Government in growing the nation’s economy. "A situation where smugglers deliberately attack officers on lawful duty is totally unacceptable. The culprits involved in this attack must be arrested and prosecuted, to serve as deterrent to others", the association frowned.

We must realise that Customs officers are Nigerians like other citizens with a right to life. As such, their fundamental human right must be respected at all times.
We equally condemn the act of Smuggling which is doing damage to the economy and overall well being of Nigerians.

 He frowned at some freight forwarders who are in the habit of wanting to shut down the ports over operational issues that should be talked over as professionals.

 He restated that freight forwarders should see themselves as professionals who should be ensuring that the ports are open and not trade unionists who clamour for closure of ports each time there's an issue.

 He declared without mincing words  that freight forwarders are very indispensable as they occupy a strategic position in the nation's economy.

He charged them to always think big and not be too much involved in association matters.

He described association as just a means to an end and not a means in itself and therefore enjoined them to give more time to their profession.

He further charged freight forwarders to develop themselves educationally through training and retraining.

In his address of welcome, the National President of NAGAFF, Chief Emmanuel Tochukwu Ezisi called on the Nigerian Ports Authority, NPA, Nigeria Customs Service, NCS, Nigerian Shippers Council,  NSC, and other relevant government agencies to make Nigerian ports more efficient and competitive with global standards especially under the current African Continental Free Trade Area, AfCFTA, in order to attract more ship calls from the region.

Ezisi stated that if Nigerian ports must remain competitive to attract more cargo flow in the region, NPA, NSC, NCS and others have to check the inefficiencies in the ports and Customs operation.

The President highlighted some features of inefficiency manifesting in port operations as the following:
"Poor quality of services at the port which is key to operational efficiency;
"Port charges, arbitrary hike in duty and terminal charges indirectly affects  port operational efficiency;
"Illlegal activities of non-state actors within and around the port's terminals;
"Proliferation of agencies contribute to cargo clearing delays; and
"Challenges faced by truck drivers in accessing terminal gate and loading.
He maintained that NAGAFF in its 24 years of existence has contributed immensely to the national economy.

According to him, the association has immensely contributed to Nigeria's Gross Domestic Product, GDP, through adequate payment of duties, levies and Practitioners Operating Fees, POF, accrued to the Federal Government of Nigeria.

Ezisi noted that NAGAFF trade facilitation and 100% Compliance units were designed to enhance growth in national economy by checking anti-trade facilitation activities at the ports.
The national president said that the association contributes greatly to capacity building of the nation's workforce through its accredited NAGAFF Academy.

He added that the presence of its members business operations within and around the port areas and border stations in Lagos, Ogun, Rivers, Katsina and Kano States has added so much value to those areas through employment generation which has reduced social vices and insecurity.

In his speech, the founder of NAGAFF, Dr. Boniface Okechukwu Aniebonam, said that he founded the association in order to liberate freight forwarders from oppression.

He disclosed that he single handedly sponsored the Council for the Registration of Freight Forwarding in Nigeria, CRFFN, in his bid to professionalize  the job.

Aniebonam noted that many of his colleagues who opposed the bill later benefited from it.

 The founder stated that though CRFFN may not be working as it should now but he was optimistic that it would achieve its original purpose in the near future.

The founder said that old age is setting in and that he has stopped wearing face caps for red caps which signifies senior citizenship in Igbo land.

He urged the young ones following him to brace up and take full charge of the association, adding that, "I am going out of the scene. Age is setting in."

On her part, the Acting Registrar, CRFFN, Mrs. Chinyere Uromta congratulated NAGAFF at 24 and commended it for building capacity in the maritime industry through training and retraining of its members.

She urged the association not to relent in its efforts to get its members educated and more knowledgeable in the profession.

The registrar stated that the CRFFN on its part is working to get the freight forwarding practice professionalized, urging freight forwarders to continue to support the council.

DG NIMASA,  DR. BASHIR JAMOH AND PG, MWUN, COMRADE ADEWALE ADEYANJU

"As we did for dockworkers when a flat rate of two hundred thousand was paid during port concession; that is what we want, putting into consideration the realities on ground now" -  Comrade Adeyanju

By: Bisi Akingbade

The Director General, Nigerian Maritime Administration and Safety Agency, NIMASA, Dr. Bashir  Jamoh,  OFR, has said  that some of those engaged under the defunct Nigerian  National Shipping  Line and whose appointments were terminated and now demanding  for settlement did not have employment letter.

Dr Bashir Jamoh OFR, made this known during a joint discussion agreement with the Vice President of the Nigerian Labour Congress, who is also the President General of the Maritime Workers Union of Nigeria, Comrade Adewale  Adeyanju, that physical verification of the affected seafarers/next of kin as the case may apply; the nature of appointment of all affected seafarers, and the exact amount due to each beneficiary.

Dr. Jamoh OFR, also assured the Union that their position will be communicated to the Ministry of Marine and Blue Economy, to ensure Government takes all necessary actions to bring to a conclusion, the issue of NNSL

According to Dr. Jamoh, “The issue of industrial harmony in the maritime sector is of uttermost interest to our administration at NIMASA. We have been at this for a while. NIMASA had offered 100 million naira as settlement, which the Union declined. We have also discovered that some of those demanding settlement did not even have any employment letter. We will follow the lead from our supervising Ministry and ensure the physical verification exercise is brought to a logical conclusion. Our Honorable Minister will be duly updated by the Agency. I look forward to closing this issue in months to come”.

However, if others like Nigerian Ports Authority, Nigerian Shippers  Council and the rest also add funds, there will be enough to go round the expected beneficiaries.

"As we did for dockworkers when a flat rate of two hundred thousand was paid during port concession; that is what we want, putting into consideration the realities on ground now". Adeyanju affirmed.

Strengthening Banks Needs Collaboration of Stakeholders - NDIC Boss

Strengthening Banks Needs Collaboration of Stakeholders - NDIC Boss
     NDIC MD, MR. BELLO HASSAN

 By: Bisi Akingbade

The desire to strengthen the nation's banks through prudential thresholds and other regulatory instruments, calls for collaboration with all relevant stakeholders in the Nigerian financial system, the Managing Director/Chief Executive Officer, Mr. Bello Hassan has said.

Speaking at the Financial Correspondents Association of Nigeria (FICAN) 2023 workshop, the NDIC boss noted that it's this background that informed the choice of this year’s FICAN Workshop theme: “Stocktaking of Deposit Insurance Practice: Assessing the Past, Evaluating the Present and Forecasting the Future”.

 According to him, it is therefore profound and instructive, that the 20th edition of this workshop has been organized to share thoughts, knowledge and experience together with participants as critical stakeholders, with a view to defining a brighter and insightful future for the practice of Deposit Insurance System (DIS) in Nigeria.

 He hinted that some of the issues to be put in perspective include the adequacy of the deposit insurance coverage; developments in bank distress resolution; the role of technology in the future of deposit insurance; faster reimbursement of depositors in the event of bank failure; and of course, the roles of the media in promoting fintech in the banking system, amongst others.

"There’s no gain saying that your
meaningful and constructive contributions in the course of this workshop are highly expected.

 "It is indeed a great pleasure to welcome you all to the 20th edition of the NDIC Workshop for Business Editors and members of the Finance Correspondents Association of Nigeria (FICAN). It is gratifying that for two decades, the collaboration between the Corporation and the media through
this platform has not only been sustained, but has continued to be refined towards addressing the issue of capacity building in the field of Deposit Insurance System (DIS) in particular, and the financial system in general.

"Equally important is the expansion of scope of the workshop to accommodate members of the Civil Society Organisations, CSOs, and Association of Corporate Affairs Managers of Banks, ACAMBS. While the CSOs were included in view of their crucial role in promoting advocacy and sensitization in support of the public awareness drive of the Corporation, the ACAMB’s involvement was aimed at strengthening the media’s interface with the banks in the interest of the depositors and the larger financial system", the NDIC boss stressed.

He maintained that the Deposit Insurance System, as a critical component of the financial safety net, has continued to play critical roles in complementing the drive of the Central Bank of Nigeria (CBN), in promoting stability in the financial system, adding that this becomes more significant for the NDIC with a broad mandate of Risk Minimizer.

"As expected, the Deposit Insurer has always been impacted by the challenges that confront the financial system at various times. Though some of the challenges are universal, others are however, unique.

"Please permit me to recall that at my maiden FICAN Workshop outing at Ibadan on 20th October 2021, I underscored the determination of the current Management of the NDIC to work harmoniously with all stakeholders, particularly the fourth estate of the realm, towards a more effective discharge of the Corporation’s mandate. I also laid out the key focus of the Management Team under my humble leadership: to scale up the deposit insurance framework; provide timely support to insured institutions as and when required; ensure faster and orderly resolutions of liquidated insured institutions; as well as assist the monetary authority in promoting the stability of the banking system.

"Distinguished ladies and gentlemen, it may interest you to note that, in order to deliver on this, which is in harmony with the vision of the Corporation: “To be one of the best deposit insurers in the world”, we launched the 2021 –2025 Strategic Plan, which was formulated in consideration of current realities and trends, as well as the desire to differentiate the Corporation by providing excellent and efficient services to our stakeholders across board.

"I am glad to report that our commitment in this regard has not gone without yielding the desired results. We have introduced the Single Customer View (SCV) framework that has enhanced speedy payment of insured sums to depositors of closed banks; we have enhanced collaboration with the bar and the bench, leading to speedy dispensation of justice and more informed judgements on failed banks cases; we have equally put in place policy and framework on Alternative Dispute Resolution for out-of-court settlement, which had enabled us to resolve some hitherto protracted failed bank litigations; we have reviewed the Framework for Differential Premium Assessment System (DPAS) to make it more risk sensitive and account for significant developments that have taken place in the Nigerian banking system since its adoption in 2008; and we have established a special desk at the Economic and Financial Crimes Commission (EFCC) which has energized investigation and prosecution of parties responsible for failure of banks.

The Corporation has also reached an advanced stage in the review of the maximum deposit insurance coverage, to account for the impact of macroeconomic developments, since its last review. It is our belief that the new coverage level once approved will go a long way in reinforcing depositors’ confidence on the NDIC’s deposit guarantee scheme.

"In complementing the consumer protection efforts of the CBN, we have enhanced public awareness on the benefits and limitations of the deposit insurance system and financial literacy, to reduce the rate at which small depositors are being defrauded, thereby enhancing confidence in the banking system; we have invigorated our liquidation activities, and greatly increased debt recovery rate leading to declaration of 100 per cent liquidation dividends to depositors of over 20 deposit money banks inliquidation; and we have also improved our systems, processes and procedures to promote transparency and accountability in our operations, amongst other humble achievements," he narrated.

He was glad that the Corporation has been  identified for various special recognitions and awards amongst the comity of Ministries, Departments and Agencies (MDAs) by credible bodies and institutions, some of which he highlighted as follows:

"i. Year 2021 and 2023 Overall Best Public Institution among 360 MDAs in the Independent Corrupt Practices and Other Related Offences Commission’s (ICPC) Ethics and Integrity Compliance Scorecard (EICS);

"ii. First Position in the 2021 Transparency & Integrity Index, a public sector assessment by the Center for Fiscal Transparency & Integrity Watch (CeFTIW), a non-governmental and non-partisan organization established in 2016 and supported by the MacArthur Foundation with the aim ofpromoting accountability and transparency within the public sector;

"iii. Platinum Award in 2022 by the Bureau of Public Service Reform
(BPSR) after the deployment of its Self-Assessment Tool (SAT) to Federal public institutions to assess the broad areas of governance, financial management, strategic planning, operational leadership, procurement management, etc;

"iv. Attainment of three ISO Certifications in 2023, through MSECB, a leading international provider of Audit and Certification Services, namely: Information Security Management System ISO/IEC 27001:2013, IT Service Management System ISO/IEC 20000-1:2011, and Business Continuity Management System, ISO 22301;
"v. 2023 Best Performing Ministerial Servicom Unit (MSU) in the Team “C” Category for Ministries, Departments and Agencies (MDAs) by the SERVICOM Office of the Presidency;

"vi. 2022 Best Contributing Employer in Human Resources Development by the Industrial Training Fund (ITF);
"vii. Election of the Managing Director/Chief Executive of the Corporation into the Executive Council (EXCO) of the International Association of Deposit Insurers (IADI) in October 2022; and

"viii. Election of the Managing Director/Chief Executive of the Corporation as the Vice-Chairperson of the IADI-Africa Regional Committee in
September 2023."

He emphasized that the awards and recognitions bear eloquent testimonies to the irrevocable commitment of the current Management Team of the NDIC and the staff, to bringing about a paradigm shift in the discharge of the Corporation’s mandate, saying that he sincerely hoped that the discussions at the forum would go a long way to strengthen the corporation's resolve for a more robust implementation of the deposit insurance system in Nigeria, to complement the Central Bank’s efforts in strengthening the safety, soundness and stability of the financial system.

APFFLON Calls On FG To Break Monopoly of Webb Fontaine

APFFLON Calls On FG To Break Monopoly of Webb  Fontaine
Mr. Frank Ogunojemite, President,  APFFLON

... queried terms of agreement without compensation

... Accused  Webb Fontaine  of deliberate Sabotage to Nigerian  Economy

By: Bisi Akingbade

The aftermath of the continuous epileptic  services provided  by Webb Fontaine as agency responsible for the provision of Information Technology(IT), Telecom Infrastructure and network management to the Nigeria Customs Service, NCS at the Nigerian  ports since 2006 has made the Africa Association of Professional  Freight Forwarders and Logistics in Nigeria, APFFLON, to call on the Federal government to break  the monopoly of Webb Fontaine due to inefficiency and epileptic services at Nigerian ports.

The President  of APFFLON, Otunba Frank Ogunojemite at the  MAJAN roundtable in Lagos,  said that the operations of Webb Fontaine as the internet  service provider for Customs  is detrimental to Freight forwarding business and the entire  country.

His words "When issues happened in port people  think its Customs. It is not particularly Customs. This issues are webb Fontaine.  They are the internet Service provider for Customs. It is through this server we can capture our jobs. And when this breakdown  you can Imagine what happen.

"And we have taken this issues to the house of senate and house of representatives.

"And on those reports we queried  two things. What is the term of agreement between Webb Fontaine and Ministry of Finance? How did they come about this contract and there is no provision for compensatory arrangement? When the server is down and have not been able to capture  my job and held up to pay a rent at the detriment of  epileptic from Webb Fontaine? This is totally wrong and uncalled for.

"How do we solve it out at the end of the day, the money  collected by Shipping and terminal operators resulted to capital flight, an injury to our economy can not be quantified.

Ogunojemite made appeals to the  Federal  government  to critically look into the operations of Webb Fontaine and why Webb  Fontaine can not be replaced, even with records of inefficiency at  Nigerian ports

"So we need to appeal to the Minister of Finance to look critically on these issues. We need to appeal to the President of this country to call them to order.

"And this same webb Fontaine provides service in Dubai  and other countries, they are not giving this kind of services  given to us in Nigeria.

"So, who is behind this? Because I got to understand that Webb Fontaine  belongs to Jerry Guana, who is a Jordan  man and use to be a Director with United  Nation Conference and Trade Development, UNCTAD.

"So we need a clarification from the government what is the term  of the contract with ministry of Finance? Who are the people behind? How come they are not been  responsible when they could not provide their services.  He asked.

"And what is happening  with modernization of Nigeria Customs? Are we still being  at Customs is going to be modernised or are have they been  modernised?

"And if they do, what is their relationship  with  Webb Fontaine.

"You can Imagine they said they want to start cargo tracking not, CTN, and I responded if you follow me in APFFLON very well  you will see my response.  We have  collected  surveys  on Webb Fontaine

APFFLON President also called for immediate provision of more scanners at the port across the country to enhance efficiency, while also calling on the Federal government on total overhauling of government agencies at the ports.

" It is not about Collaboration but efficiency " He concluded.
