The Media Anti-Corruption Initiative, MACI, has expressed concern over the incessant attacks on Customs operatives on anti smuggling patrol duties.

In a press statement signed by the Chairman, Board of Trustees, BOT, of the body, Captain Adamu Mshelia and the Secretary, Funso Olojo, the Non Governmental Organization, NGO,  expressed sadness over the spate of the attacks, especially those ones which involved the patrol officers at the Katsina and Kebbi commands, which came in quick succession and where the Customs recorded casualties.

"We view  this as one attack too many.

"We condemn in totality the attacks on Customs operatives who are on their legitimate duties, especially the two attacks that occurred last week in Kebbi State where two officers lost their lives and one operative fatally wounded in Katsina State.

MACI sent its condolences to the grieving Comptroller General of Customs, Wale Adeniyi, and the entire service as well as the family of the deceased.

"We commiserate with the Customs management and the families of the victims, and pray for an end to such unprovoked attacks .

The NGO observed  that these incessant attacks call for proactive approach from the Federal Government and the Customs management.

"We call on government to arm the enforcement unit of Customs with sophisticated weapons, especially in these days of militancy in volatile parts of the country.

"We believe Customs operatives are not only threat to smugglers but to other criminal elements who may want to sneak in firearms or move around unchallenged.

"This calls for tactical planning on the part of the enforcement unit in order to have advantages over their attackers.

"They must always be on the alert and ensure that they are not few in number.

"Where they are at a checkpoint, some operatives should be in hiding, 100 percent on the alert to respond rapidly to attacks on the officers manning the road.

"Furthermore, we recommend special incentives for these operatives as well as a comprehensive insurance package to serve as motivation for their selfless but dangerous service to their fatherland.

"It is imperative to arm these operatives on the special mission with sophisticated weapons to match the equally deadly arms in the hands of these criminals.

"By this, these officers would not be sitting ducks for the criminals they are meant to haunt down who more often than not, have more sophisticated weapons " the MACI advised.

Comptroller AAS Oloyede, CAC, Tin Can Island Command

By: Bisi Akingbade

The Tin Can Island Command of Nigeria Customs Service has intercepted  three containers, two of them ladened with  tramadol and codeine syrup with a duty paid value of N550,265,669 while the third container was stuffed with poultry products.

The Area Controller of the command, Comptroller AAS Oloyede, disclosed this on Monday during a press briefing.

The controller said that the command received a timely intelligence from its Intelligence Unit on the suspected importation of illicit dangerous drugs, unregistered regulated pharmaceutica products, concealed in two by 40ft containers with Bill of lading Nos 227578945 and 227898171.
The controller disclosed that on arrival of the vessel in Tin Can Island Container Terminal, TICT, the containers MRSU 592397/0 and MRKU 553432/1, were transferred immediately to the Enforcement Station for 100% physical examination and further investigation.

"The physical examination was conducted on both containers by Enforcement Officers, Customs Intelligence Operatives, Customs Police and Examination officers of the Terminal on Tuesday, 22 August 2023 at about 14:00hours and Wednesday, 23 August 2023 at about 13:00hours, respectively.
"The following were discovered:
a) Container No MRSU 592397/0: The details on the Bill of Lading with No 227578945 stated the items laden were One Thousand and Sixteen (1,016) packages containing Electrical Goods Ceiling Fan 36 Jewel (Cooper) and Chilly Cutters (Stainless Steel Plastic) but after examination, the container was found to contain:

"Fifty (50) cartons of Manual Grater Machine - 70 pieces per carton as means of concealment
"One cartons of Compo Ceiling Fan as means of concealment."

Oloyede explained that the unregistered pharmaceutical products intercepted are regulated products by NAFDAC and didn't have the required permits and certificates for importation in which the documents are to ascertain the safety of the products to Nigerians, hence these illicit dangerous drugs were concealed.
He hinted that two suspects have been arrested and are presently at the custody of the Enforcement Unit in accordance with the investigation process of the Service.

He noted that one of the suspects in custody, Mr. Boniface Ike accepted that he is the owner (Importer) of the two containers and sought to discuss privately with OC Enforcement DC GI Aliyu and Team Manager CIU AC H Abubakar.
The controller said that he instructed his officers to play along, in expectation of receiving vital information from the suspect but to their bewilderment, the suspect pleaded for his freedom from detention and release of the containers while offering gratification to the tune of N50,000,000.00 (Fifty Million Naira only) (as displayed) equivalent to $54,330 (Fifty-Four Thousand Three Hundred and Thirty Dollars only) at the current exchange rate N920.

"The money was collected and kept in safe custody at the Enforcement Unit to be tendered as exhibit," the controller stated.

He warned that Customs will not be a part of nefarious acts which will jeopardize the safety and lives of the citizens of Nigeria, adding that any fraudulent importer or agent who tries to perpetrate such acts will be prosecuted accordingly.

The controller informed that all information on the said seizure has been forwarded to the Customs headquarters, Abuja and an approval was granted for the press conference.

He further said that the suspects, containers and the exhibit will soon be handed over to the agencies that are in charge of regulation of such importation and that the Service may decide to prosecute according to the Service Act, Nigeria Customs Service Act (2023).
Furthermore the controller said that following an intensive surveillance operation on a routine examination carried out at Tincan Island Container Terminal on Container No. TTNU 804678/9 with declaration lodged on SGD CNo: 70754 of 24/08/2023, the container was found to contain frozen poultry products.

He revealed that Single Goods Declaration (SGD) and other supporting documents (Form M and PAAR) stated Tangerines which was used to conceal the frozen poultry products actually imported.

He said that the goods were falsely declared as they are Import Prohibition (Trade), and the Container seized for the contravention of Section 233 of the Nigeria Customs Service Act (2023).

Oloyede noted that the persistent fraudulent nature of importers and agents has driven the Service to be more innovative in putting methods and measures to combat smuggling activities, ensure no leakage of revenue to the Government and safety of Nigerians.

He concluded that the Command in particular and the Service in general will deploy all necessary resources and strategies at their disposal and in collaboration with other Security and Regulatory Agencies to check the menace of illegal importation of illicit and unregulated dangerous drugs and substances.

The Vice Chancellor said  this at the opening ceremony of the Maritime Writes Project 3-day Creative Writing Bootcamp, in Adeleke University, Ede, Osun State.

Prof. Adebola,  ably represented by the Dean of Arts, Prof. Adegbite Tobalase, expressed optimism that increasing the literature for children on the maritime industry will not only stimulate career interest of younger ones in the sector, but equally begin a discuss on solutions to recurring shipping challenges in the nation.

In the course of the training, some of the challenges confronting the sector have been discussed and we are hoping that some of the writers will project these challenges and find lasting solutions to them."
"As an institution, we are delighted with the high-level turnout of participants and we are hopeful that MWP continues to hold this programme annually in the university."

"MWP is building awareness about maritime and this is needed to ensure more people take up careers in the sector. This industry holds a lot of opportunities for children and youths. There is also a lot that can be achieved via writing and the MWP harps on these benefits. The project is a two-way thing centred on maritime and also grooming people on creative writing."

Prof. Adebola, however, opined that holding the 3-day event in Adeleke University avails the institution a unique opportunity to showcase the state-of-the-art infrastructure and conducive learning environment to participants coming from various parts of the country.

"I'm sure that most of the participants are wowed with what they have seen at the University. We also feel that it is an avenue for the university to give back to the society by hosting this event. Speaking on theme of this year's event "Maritime Heritages", Prof. Adebola described Osun groove as one of the maritime heritages that younger ones should be exposed to in the nation.

"The name Osun and Oshogbo came from the settling of a group of people who discovered a body of water that represented a source of livelihood. Historically, these people had gravitated to Osun/ Oshogbo because they were in search of water," he said.

He likened the Osun groove to maritime heritage because it has an annual event that attracts national and international tourists for a weeklong event every August.

Driving from Ibadan to Shaki alone make us understand what our officers go through if they make seizures and they are pulling those seizures back to ibadan.

"We saw the communities, we interacted with them and they told us their pains, they told us about those borders that are still closed. They told us that for the fact that  this situations  sometimes will increase the way of crime around all those places. So it has given us an experience that is robust and it has given us a lot of food for thought. And when we get to Abuja, these are all things that will constitute the inputs in fine tunning our policies and strategies to keep our border safe". He said. He emphasised.
