Adeyanju tasks FG to appoint professionals to head maritime agencies

As Asiwaju Bola Ahmed Tinubu is to be inaugurated on Monday as the next President and  Commander in Chief of the Armed Forces of Nigeria,  the President General, Maritime Workers Union of Nigeria (MWUN), Prince Adewale Adeyanju, has suggested that the federal government should make appointment of heads of agencies based on experience and deep knowledge of the industry. 


Adeyanju, who spoke at a Maritime Roundtable organized by the Maritime Journalists Association of Nigeria, MAJAN, opined that professionals who rise through the rank and file will perform well than outsiders who know nothing about the industry.

In his words: "And when you want to bring somebody to manage port operations don't bring a carpenter or somebody  that read English or somebody that is into bakery, and  you now appoint him to be the managing director of Nigerian Ports Authority. What do you expect? He will not perform. He will only learn from the old hands and the moment they graduated from learning  from us, those people that helped them to learn, they will subject them, they will ask them to get out. That is what is making the port not to be more efficient.
"If you appoint the right  person within the rank and file of the organisation he is going to give you result because he started from the grass to grace."  Adeyanju who doubles as the Deputy President, Nigeria Labour Congress, NLC, stated that his advice becomes necessary because the incoming government can bring anybody to be NPA managing director, they can appoint anybody as D G NIMASA or ES Shipper's Council.

He cited the example of what is happening in NIMASA, where the man at the helms of affairs in NIMASA rose through the ranks.
"He started  from grass to grace. He knows all the problems facing the regulatory agency, he knows the problems within. Compare with all those that had been appointed over the years. I am not supporting him but if someone has done very well, you applaud him. 

"So, Jamoh is not new to all of you. He has touched everywhere. He started with NMA and he has performed creditably well".


He declared that his new position as Deputy President of NLC will bring a more robust and proper exposure and recognition for maritime industry from the NLC. 

According to him, "the position of deputy president of Nigeria Labour Congress is like adding more feathers to the one I have gotten before. Mine is to make sure that the people that elected me feel the impact of why they have elected me  to serve them and that is what I have been doing. Even in NLC, I was the National Trustee before  I was elected as the Deputy President of NLC.

"We have been trying to see how we can  encourage all the stakeholders in maritime sector for proper recognition.
Coming on board now is going to give us more feathers, more exposure, more recognition that have not been giving attention. Mostly the dockworkers, the Nigerian Ports Authority , the shipping, the seafarers and other related port  operations that are stakeholders in the maritime sector, and whatever might have been an hindrance between any of the management within maritime sector I think it is my responsibility to cry out for all of them.

"The position is not only for maritime Worker's of Nigeria alone. It cuts across all the sectors within the maritime sector. So you are going to see more recognition from Nigeria Labour Congress because over the years we were not been carried along in term of exposure, but this time around when you see number two citizen of Nigeria Labour Congress being a President of Maritime Workers Union of Nigeria nobody will cry that we are not been recognized. It is an opportunity for all the stakeholders so that we can rally round and support ourselves".

The President General also said that the issue of IOCs has been a burning issue in the mind of Nigerian workers as a whole. "I can tell you the level of compliant is well remarkable unlike it was before when we are having sectional compliance. I can say here without mincing any word that some of those oil companies that believed in liquidity have started  complying with the extant law of stevedoring act in line with NIMASA, in line with Nigerian Ports Authority".

He confirmed that sixty to seventy per cent of IOCs have complied but remarked that  it's unfortunate that the IOCs came to this country to come and invest in Nigeria but sometimes believe in this impunity that has always been the order of the day. 


"At times government will give directive and they will not obey.  They don't respect the law of this great country", he stated.

 "You can see how we have been making noise in this country, minister will give directive for seven days and the seven days can turn to one year or two years. It is a slap on us, we are not going to accept that anymore. Thank God we are about to witness another government who I think any moment from now will take over from  out going government.

 "Yes, every leader has its own style of leadership. The man coming in, many are saying he knows how to do it best. He' s been governor for eight years. He is this, he is that but ruling the entire  thirty six states is not one state. Nigeria is a complex state but what we need to do is to give him an advice as maritime stakeholders including you.



"We all know what we have been passing through in the hands of the outgoing government. Where the road leading to the port  was nothing to write home about, where it took them seven to eight years to fix the road. They have not even fixed the road for now because that is the most important thing.

"The centre will are talking about today is three things - road, light and water. If you don't give me light how do I bring in the water? And if the road is not habitable for people to move where is going to be the development. This is a port and is not a new port, its an old port. I think it's a slap on the part of the outgoing government who doesn't recognise the port users, who doesn't recognise all the role journalists have played on this road.


"Look at the Tin Can Island port, the road leading to Tin Can Island port has been taken over by the artisans , where they erected two bedroom flat on our road. If you go there around 6.00 or 7.00 o clock in the night you will see school children with school uniform. If they have not erected  two bedroom flat on the road what are those children doing on that road at that time. And who is monitoring them? Nobody.

"So, the Nigerian Ports Authority that supposed to be the landlord who believes that the road leading to the port belongs to him and that is federal road , and if I don't have a very good vehicle to ply that place to go and do my business in the ports my vehicle will be grounded.  and people that have taken over that place are vulganiser, mechanics, artisans, food vendors and they are cooking on the road. That is why you see so many people been attacked everyday", he explained.

On the issue of creating another ministry for maritime industry, Adetanju said that MWUN always aligns with good innovations that will help the maritime sector to move forward, adding that creating a ministry within a ministry always give a lot of suspicions.

"You all know what happened to Nigerian Ports Authority workers in 2006 when the ports were concessioned into private hands and all of us are saying yes nobody will lose their job, even the management are telling us they are not going to lose their job but what happened? 

"Almost thirty thousand Nigerian Ports Authority workforce then lost their jobs. So, what is important is efficiency. People creating another ministry if there is no efficiency coming from the management team, is still going to be the same old story".

"When we are talking about the road here in Lagos let us extend the same problems to other ports of the federation, Calabar port, those are the premier port of those days. Go and see what is happening there. Dredging of that port has been our major concern over the years that it should be dredged but all investors, businessmen, clearing and forwarding  agents believe in Lagos port alone. What happens to the other ports? If you go to Warri port no activities there as a result of no government attention there.

"Look at the new Lekki port. They fund Lekki port out of the old  port. Tell the me the magic that Lekki port will perform when the road leading to Lekki port is nothing to write home about. So the government should focus on other ports too.

 "We will keep on telling them not to centralize the projects in one area but other ports too".

Answering  questions on how issues in the ports were approached by the past NLC leaders which different from his own approach. The President General noted that "the industry  doesn't have incessant strike that has always been the order of the day then as a result of the transformation and innovation coming from leaders, saying that trainings upon trainings, awareness upon awareness sensitizing members are responsible for the industrial peace. 

"A good leader must not disconnect from his followers. You have constant meetings with them. Let them know your own policy. Let them follow, if you follow it, is better for all of us," he stated.

"As a dockworker myself, all my past leaders I always learnt from them in a hard way. But today a dockworker are professionals. There is no way you are going to bring anybody from anywhere and put him for work. Where is the training? But today a dockworker had been trained to a standard so today the strike should not be the utmost. It is the last weapon of any union leaders.

On retirement age of civil servants, he said "age is not for sale , likewise we don't buy wisdom. Wisdom is from God while is not permanent. Everybody exit in line with your age when your time comes. Is only they don't value wisdom and age in Nigeria today.
.

"Go to other countries you see them seventy to eighty years they are still working. When you traveled outside the country you see old people still working and they will be telling you there is no retirement age in our country.


"In Canada they will tell you that you can work till you die because they still value your experience. But here in our country we don't value experience. You engaged me at age of  twenty years and retirement age is sixty and the agility to work is still there and even before you retired me, my retirement benefit is still going to take another year before you pay. Instead of you to use that one year  why don't you extend my retirement age so that by the time you are retiring me what you are supposed to pay me will be well planned".

Comrade Adeyanju condemned Casualization and called it a virus.

"In any place in the world, casuals have no home and  this is the case we have been making over the years. Before now there was nothing like pension or gratuity, but with new trends in the ports now, which is favourable to the dockworkers, we can see peace in the ports because we have collective bargaining agreement, CBA, with their employers ,which is midwifed by Nigerian Ports Authority NPA and Nigerian Maritime Administration and Safety Agency NIMASA,who are the regulatory agencies monitoring the Dockworkers activities  in the ports."


He also said that the Union has reached an  agreement with relevant stakeholders and agreed on the three modes of operations that have taken care of this virus called casuals. 
"We have permanent employment within the rank and file of the Dockworkers. There is what we call payment by tonnage which means that the tonnage will be shared amongst all the people that worked on board the vessel."

He noted that the dockworkers are the engine room of operation in the industry, and should be accorded the respect  they deserve.

The President General was later honoured with an award of Maritime Labour Icon by MAJAN.

The President of MAJAN, Comrade Ray Ugochukwu commended the Comrade Adeyanju for the great  transformation of dockworkers since his assumption of office as the President General of MWUN.

Public Finance Management: ICAN President seeks easy access to fiscal information

The 58th President of Institute of Chartered Accountants of Nigeria, ICAN,  Alhaji Musa Isa, has stressed the need to increase the ease of accessing fiscal information on the three tiers of government.

Alhaji Isa in his keynote address at the Public Presentation of the 2020 and 2021 ICAN Accountability Index, ICAN-AI, Reports stated that this will encourage more robust interrogations, by stakeholders on how the country's fiscal resources are managed by its stewards.
Isa who disclosed that the 2020 and 2021 reports have a significant improvement in the percentage of information made available during assessment  exercises, recording 50% and 53% overall information availability respectively.

He stated that the percentages are improvements from the 28% and 35% average availability rates in 2018 and 2019 respectively. 


The ICAN President stated that the 2017 and 2018 fiscal years revealed major gaps in Nigeria's Public Financial Management system, especially low level of publicly available information on the fiscal activities of the three tiers of govenmemt.


 He appreciated every one presented at special occasion of the Public Presentation of the 2020 and 2021 Reports of The ICAN-AI. 


Isa stated that ICAN-A1 was launched in 2017 and that the institute is encouraged that the ICAN-AI is gaining traction and attracting the interest of stakeholders in Nigeria’s Public Finance Management (PFM) system. 


"The daunting challenges we faced during the assessment exercises, notwithstanding, we present, today, reports that passed through painstaking quality assurance processes.

"The release of the reports was delayed due to the global and local disruptions such as the coronavirus (COVID-19) pandemic and the ENDSARS protests in the country. These incidents did not only significantly alter the timeline for the field exercise, but they also informed the Institute’s resolve to process two assessment years simultaneously.

The two-year project further prolonged the exercise. Despite these challenges, we adhered to best practice and ensured that our promise to produce high-quality reports was not compromised. The reports are therefore an accurate reflection and account of the PFM performances of the governments in Nigeria. It is our expectations that it will continue to engender healthy PFM practices among the tiers of government in the country", he explained.

The President said that the Institute is indeed proud of its acknowledged role in entrenching accountability and transparency in public governance through this novel Index, assuring stakeholders and their partners, within and outside Nigeria, of  its consistent commitment to improving the quality of the annual report. 


"We indeed look forward to seeing the ICAN-AI Framework embraced by all African countries as a unified tool for tracking and improving public sector governance in the continent. The bespoke intervention considers the peculiarities of developing economies and African nations. 

 "Let me add at this point that the ICAN-AI adapts the Public Expenditure and Financial Accountability (PEFA) Framework, taking into consideration the public finance peculiarities of emerging economies.  The ICAN-AI Framework consists of 5 Pillars, 25 Indicators and 70 Dimensions.   

"As the global PFM space evolves, the ICAN-AI Framework’s flexibility ensures that it accommodate new dimensions. The Framework is reviewed annually and relevant issues such as climate change and gender perspectives will be incorporated in due course and as circumstances require," he explained.


Isa remarked that the reports have provided detailed analyses of the three tiers of government with a view to informing the public about each entity’s level of adherence to best practices in PFM.  


He expressed the appreciation of institute to the immense contributions of the International Federation of Accountants (IFAC) and the UK Department for International Development (DfID) during the maiden edition of this report.
 "It is our aspiration that the project’s value to the economy will see it receive renewed support from our foundational as well as new sponsors. We also appeal to members of the fourth estate to continue to give wide publicity to this unique Index as we all collaborate to improve PFM practices in the country," he stated.


The President specially recognized all the Ministries, Departments and Agencies who availed us access to the information used in developing the reports even as he acknowledged the immense cooperation of the Honourable Minister of Finance, all the thirty-six  States Governors as well as the heads of relevant parastatals of governments, the contribution of the six  Coordinators and seventy-four  Assessors, whose field work facilitated data collection is well appreciated.

The Nigerian Maritime Administration and Safety Agency, NIMASA, has commissioned its completed projects directly tied to the mission of NIMASA which is to achieve and sustain safe, secure shipping, cleaner oceans and enhanced maritime capacity in line with the best global practices towards Nigeria’s economic development.


The event which took place at Launching of Maritime Assets and Commissioning of Administrative Building at the newly acquired NIMASA office in Lagos.


In his address the Director General, Dr. Bashir Jamoh, OFR, said NIMASA as an agency has been persistent and relentless in the fight against maritime crime and insecurity while also striving at making the waterways and general maritime ecosystem safe.

The Director General while speaking said "Permit me to start by asserting that truly, persistency pays. The Late Maya Angelou is credited to have said that “You may encounter many defeats, but you must not be defeated”. It is bearing this notion in mind that has over the past four years fuelled our determination as an agency at the Nigerian Maritime Administration and Safety Agency,  NIMASA, and as a nation in its entirety, to be persistent and relentless in the fight against maritime crime and insecurity while also striving at making our waterways and general maritime ecosystem safe.

"We have from the very beginning of our administration reckoned that attaining a Blue Economy is pivotal to the growth and development of the nation. It was equally important that while we had our vision set on achieving something great, we simultaneously took cognizance of the damaging impact that piracy, kidnapping of seafarers, smuggling, illegal oil bunkering, robbery at sea and illegal, unregulated and unreported fishing has had on our maritime profile". 

Jamoh also said the year of 2022 was a successful year for Nigeria in the fight against piracy and other maritime crime and same should be regarded as a milestone for the Buhari-led administration. 


"The International Maritime Bureau’s Piracy Reporting Center (IMB PRC) regarded this as a positive trend. This equally meant that the year 2022 was a successful year for Nigeria in the fight against piracy and other maritime crime and same should be regarded as a milestone for the Buhari-led administration. 


In his assessment of the deep blue projects,  he said  "The Deep Blue project is a $195 million investment towards vessels, Maritime Domain Awareness platforms, and land and air and sea assets". 


"The land assets comprises the Command, Control, Computer, Communication, and Intelligence (C4i) Centre for domain awareness and intelligence gathering, 16 armored vehicles for coastal patrol, and a 600-strong Maritime Security Unit specially trained for interdiction. The air assets comprises two Special Mission Aircraft (SMA) for surveillance of the EEZ, three Special Mission Helicopters (SMHs) for search and rescue, and four Unmanned Aerial Vehicles (UAVs) while the sea assets comprises two Special Mission Vessels (SMVs) and 17 Fast Interceptor Boats (FIBs).


"The Deep Blue Project which has tremendously boosted the rate of safety of the waterways was an initiative of the Federal Ministry of Transportation and Federal Ministry of Defense, implemented by NIMASA, with personnel drawn from the Nigerian Air Force, Nigerian Navy, Nigerian Army, Nigeria Police, Department of State Services, and other security agencies".

In his remarks the Minister of Transportation, Honourable Jaji Sambo, commended NIMASA for the show of commitment to ensuring the safety and security of Nigerian waters.
"The completion of the just mentioned projects by NIMASA shows the agency’s commitment to ensuring the safety and security of Nigerian waters, as the newly renovated Administrative block will create a conducive work environment, thereby increasing the productivity of the staff, the Search and Rescue Clinics will enable the agency to fulfil its obligations to seafarers and the general public by providing top-notch medical care facilities, and the newly acquired Communication Gadgets will enable the agency’s enforcement and search and rescue operators communicate in real-time without any hindrance or interference while conducting their operations at sea.


The Minister of Transportation gave an assurance that "as  the supervisory Ministry, we will continue to give our support to NIMASA as she continues down this commendable path to ensuring the growth of maritime in Nigeria. And as stated during the commissioning of the Abuja Zonal office, we commit ourselves to the supervisory role that would create enabling operational regimes for the Agencies and Departments under the FMOT".


The following were launched and commissioned by NIMASA:  5 new Patrol/Security Boats, 5 Refurbished Search and Rescue/Pollution Control Boats, the Commissioning of Search and Rescue Clinic and the Commissioning of an Administrative Building.

NIMASA ADVOCATES  FOR MARINE TOURISM DEVELOPMENT

The Nigerian Maritime Administration and Safety Agency, NIMASA, has called for collaboration between tourism and maritime sector in Nigeria noting that with the enormous resources inherent in the maritime sector, the tourism industry will be an easy and low hanging fruit for Nigeria’s economic development agenda.


The Director General of Nigerian Maritime Administration and Safety Agency, NIMASA, Dr. Bashir Jamoh, OFR, stated this in collaboration with the Ministries of Transportation, Aviation, Information and Culture  at the 6th National Tourism Transportation Summit and Expo organised by the Institute for Tourism Professionals of Nigeria, ITPN at the International Conference Centre Abuja. 


While speaking on the topic, "Tourism and the Development of Nigeria's Blue Economy," Dr. Jamoh observed that  investment must not necessarily involve huge materials and human capital, noting that, like other economic sectors, small and medium scale business was also possible to generate the amount of jobs and other economic benefits associated with the tourism sector.


According to Jamoh, “I must acknowledge here that tourism is one sector that Nigeria is doing very well. But unfortunately, the marine tourism component is one area where we are currently lagging behind when compared to other economies of the world. I am fascinated, and must commend the organisers of this event, because a Well-managed tourism sector can support conservation while contributing to sustainable development and providing income opportunities and a higher quality of life”


He correlated the relationship between NIMASA, maritime potential and the tourism sector, noting that maritime safety and security was sacrosanct for marine tourism development. 


He stressed further that there was need for stakeholders to support all engagements and policies statement of government on preservation of Nigeria’s biodiversity, maritime ecosystem and other endowments, which are valuable assets for marine tourism development.


He also noted that the benefits from tourism would only be achieved with security guarantees, suggesting that this could be achieved by closing gaps and linking associated cities through building of infrastructure, while the bodies of water between them are used for tourist attractions.


"Research shows that the Oceans economy is worth about 20 trillion in dollars. These include the fishing, pharmaceutical and the renewable energy industries. Therefore, we have to develop, preserve and protect our maritime endowments and link these industries appropriately, to achieve the desired goal. As an Agency of government, NIMASA will always play that complementary role of supporting economic growth and development. We have invested a lot in acquisition and deployment of maritime security assets, so I urge stakeholders in the maritime sector to take advantage of what we have done and invest in relevant marine tourism areas because our waters are now safe”, Jamoh said.


He called for proactive measures, stressing that Pollution of marine and freshwater resources, Soil and land resources, desertification and salinification due to excessive water use, overuse of fertilizers, erosion, air pollution, loss of cultural resources, and social disruption could be result of marine tourism development.


The 6th National Tourism Transportation Summit, aimed at discovering and exploring the opportunities in the Nigeria tourism sector was themed, "AFCFTA: Exploring Intra-African Trade, Tourism and Transportation Opportunities and Mitigating the Barriers to Collaboration”.

TAAM 5.0: Industry Keyplayers Xrays Sector

As Nigeria is transitioning to a non-oil dependent economy, attention needs to be shifted towards other critical sectors, especially the maritime industry -  D. Afolabi Taiwo


The Chairman,  SIFAX Group, Dr. Taiwo Afolabi, at the  Taiwo Afolabi Annual Maritime Conference said there are several challenges bedeviling the maritime industry which includes; infrastructural deficit, foreign exchange bottleneck, insecurity on our waterways, low level of technology adoption and deployment as well as inconsistent policies, among others, 


The theme of this year’s conference is titled “The Maritime Roadmap Project: Making Nigeria A Leading Maritime Nation In The World.” was held at the University of Lagos, UNILAG.

Dr. Afolabi Taiwo ably represented by the Managing Director of Skye Capital, Mr. Bode Ojeniyi said at this conference innovative ideas that will bring solutions to the issues confronting maritime industry are xrayed. 

Dr. Afolabi said that "these issues have largely limited the ability of the sector to contribute significantly to the country’s Gross Domestic Product (GDP).if well harnessed, the maritime industry has the potential to become a major revenue earner for the country, particularly with the declining oil revenue'. He stated.

"The TAAM Conference is a maritime summit organised by the Maritime Forum of UNILAG’s Law Faculty in partnership with the SIFAX Group and serves as a platform where key maritime issues that border on the sector’s sustainable growth are discussed, while also stimulating the interests of university students in the industry. 

Dr. Afolabi warned maritime industry keyplayers not to lose focus because the non-oil sector is increasingly becoming the mainstay of the country's economy.

He further stressed that it is time to focus on non-oil reliance Industry 'We have funded our national budget in the last few years majorly without proceeds from oil but from other sectors. The day of our over reliance on oil is behind us now and it is about time we focus on transitioning from an oils dependent economy to non-oil reliance. The maritime sector will play a crucial role in this economic transitioning if more attention is committed to the industry'

The former Director-General of Nigerian Maritime Administration and Safety Agency, NIMASA, Dr. Temisan Omatseye in his remarks  said Nigeria should develop more deepsea ports,  bring  the national shipping line back, and set up a ship repair dockyard.

"I believe that Nigeria should develop more deep ports which is already ongoing at the moment, we need to ensure the set up of a national shipping line which would set as the bedrock for the return of the old glory days.

“Nigerian shipowners should be given the criteria to register as a national carrier in line with section 35 of the NIMASA Act, so as to allow them take advantage of the law which allows them to carry State, Local Government cargoes both liquid and bulk.

The Senior Partner, Akabogu & Associates, in his contribution said Nigeria is backwards in area of freight forwarding because of bad blood among them.

"The freight forwarding associations have done a lot of dis-service to the Nigerian Maritime industry as a result of continued bad blood amongst themselves”.

The Nigeria Customs Service Board,  NCSB, has confirmed the appointment of five Deputy Comptroller Generals,  DCGs, and fifteen (15) Assistant Comptroller Generals , ACGs during its 57th regular meeting.

The meeting which was chaired by the Honorable Minister of Finance Budget and National Planning, Mrs. Zainab Shamsuna Ahmed, was held at the Nigeria Customs Service Headquarters, Abuja.

In a press release signed by Chief Superintendent of Customs, National Public Relations Officer ABDULLAHI MAIWADA give the details of the confirmation  as follows:

The newly confirmed Deputy Comptroller Generals are: M.  ABBA-KURA as the DCG Enforcement Inspection & Investigation, A.G. SAIDU as the DCG Human Resource Development,  J.P. AJOKU as the DCG Excise, Free Trade Zone & Industrial Incentives, B.A. ADENIYI as the DCG Strategic Research and Policy, and G.A. ITOTOH  as the DCG/Commander Training and Doctrine Command 

The newly confirmed Assistant Comptroller Generals are as follows: O. PETERS as the  ACG/Zonal Coordinator Zone ‘C’, A.I. ALFA as the ACG Strategic Research and Policy ,  H. J. The Honorable Minister of Finance, Budget, and National Planning expressed delight at the outcome of her stewardship of the Nigeria Customs Service Board 

“It has been a very interesting and educative experience for me as the Chairperson of the Nigeria Customs Service Board. We have seen during this process significant improvement in terms of the operations of the Nigeria Customs Service. We had cause to get several approvals for the Service including enhancement of the remuneration of the staff, and improvement in terms of cost of collections for the Nigeria Customs Service. 

"We have also been able to complete the process toward the realization of the rollout of the Trade Modernization Project. These are all fundamental building blocks that are going to work positively towards enhancing and modernizing the whole of the Nigeria Customs Service in line with the requirements of the World Customs Organization and other protocols that Nigeria is committed to."

The Chairperson addressing the future generation of Customs Officers, emphasized the engagement of young officers, including women in the Service.

 In a related development, the board has also approved the implementation of a Competency-Based Accelerated Career Progression Plan, CBACPP. The plan is a proactive strategy designed to close the generational gap that could lead to leadership vacuum in the higher hierarchies of the Nigeria Customs Service if not addressed.

 
The Board also expressed pleasure over the recent enactment of the new Customs Act into law. To facilitate a seamless transition, the Board has made plans to organize a retreat for the Board Members and expanded Management of NCS. Following the retreat, a stakeholder education and engagement forum will be launched to inform the public about the provision of the new Act and the corresponding compliance requirement.

The aim is to ensure clarity and understanding among stakeholders, enabling them to adapt to the new regulations effectively. 

Also, the effective date for the full implementation of the New Act is a priority that will be addressed in due course. 


Meanwhile, the Comptroller General of Customs, Col. Hameed Ibrahim Ali (Rtd) CFR congratulates the newly appointed Officers and charged them to work diligently for a better and prosperous Service. He emphasized the importance of their roles in achieving the Service’s core functions of revenue collection, suppression of smuggling, and trade facilitation.

The National Association of Government Approved Freight Forwarders, NAGAFF has condemned in clear terms the recent 7% drop in revenue realised by the Nigerian Customs Service, NCS and  called on the Federal Government to tackled it as a matter of urgency.


The National Coordinator, 100% Compliance Team of NAGAFF, Alhaji Ibrahim Tanko made this known in a press conference at the Compliance Secretariat in Lagos, revealed that the Compliance Finance Intelligence Unit has discovered that the Customs revenue has recently dropped by 7%, due to the suspension given to First Bank by the Central Bank of Nigeria as a result of former’s failure to do proper remittance to the apex bank.


Alhaji Tanko also attributed the low revenue being generated by the Nigerian Customs to importers being  afraid of bringing in goods as a result of the incoming administration policies which might not be favourable to them.


 He highlighted that the exemption of import duty granted multi-nationals by the Ministry of Finance also contributed to the drop in revenue. “the bulk of revenue realised by the Customs is from the multi-national companies, granting them exemption is like pouring water inside the ocean so by asking Dangote, Flour Mills and the rest not to pay duties maybe because of some agreement or contracts between them while you mandate a freight forwarder with only two containers to pay duty, not knowing that some importers hide under this multi-nationals, import goods and fail to pay duties.

Tanko proffering solutions to this problems, said the customs should applied alternative area window code to zero duty payment which make freight forwarders make payments on the trapped goods at the ports pending when first bank and the apex bank resolved their rift.

He added that "We are calling on the Finance Minister, Zainab Ahmed, to review the exemption granted to the multi-nationals so that they will stop abusing the privilege being given to them” 



He appealed to the Federal Government to look inward and encourage local industries to thrive instead of depending solely on importation at the detriment of home based industries and also appealed to the Comptroller-General of Customs Col. Hameed Ibrahim Ali (Rtd) to assist in the training of young freight forwarders so as to enable them to fully understand customs process and operations thereby turning them into bonafide professionals.

Chartered Institute of Logistics and Transport, CILT Nigeria has reviewed the entry process of becoming a member as the membership form was very cumbersome.

The President of the Institute, Barr. Mfon Usoro in a chat with newsmen at the inauguration of the Academics in Logistics and Transport, ACALOT, in Lagos, stated that  the mission of the institute is to catch the students young and to expose them to the rudiments of the profession.
According to her, the reduction in the cost of obtaining form will adversely affect the revenue of the institute but that the core of CILT is not profit making but the benefits to the target audience,

"So, we have made it simple, straight forward and most importantly, it is online now where most people can go and fill the form.

"We have embarked on digitisation project in CILT, we are reducing the use of paper works which most of the times, you don't need after entering the particulars in computer that process has been completed and we have simplified the process of getting members and also sometimes the qualifications were unclear and there are bits of arbitrariness in evaluating people who qualify to be members or qualify for upgrades. We have simplified the process and it is going to be circulated to all the members. 

"If you don't empower the youth, then there is no point of our being here. What we are doing now is to create more opportunities for the youths.

"One of the things that we have done in this administration is that we have halved entry fees by 50 percent for students because it is better for us to catch them when they are students, exposing them to the needs to understand logistics and transport in the economy of Nigeria. The discount will make the institute to lose revenue but we are not profit making but think of benefits to our target audience which in this instance, is the youths.


She advised the state governors to engage experts in the sector as commissioners of transport in their state who will give appropriate expert advice on necessary investments and logistics which is the bedrock of all other projects and priorities of any state.

"I will advise the incoming government that the governors should appreciate how crucial it is to invest in logistics and transport because they will come up with different projects but without logistics and transport, their projects cannot become realities

"If they say their priorities are in power, how are the equipments going to come to Nigeria? From the port where it arrives in Nigeria, how will they get to the location? It is by logistics and transport and if you don't get that right, then the cost of investment in that project is going to be high

"Instead of taking one or two years, it is going to delay because they had failed to pay attention to logistics and transport

"I want to encourage our governors to try their best to get experts as commissioners of transport because it is a specialised area so that they may know that the rest of all the projects in the state rest on having the transportation and logistics aspect correct.

"If they don't have experts, they won't know how to convince the governor to make sure they have sufficient budget to do what needs to be done to upgrade our logistics performance index,"

Nigerian Maritime Administration and Safety Agency, NIMASA has organized a safety workshop with the theme “Zero offshore incidents, a culture of prevention, to commemorate 2023 World Safety Day, 

This is in line with the International Labour Organization, ILO declared theme of “A safe and healthy working environment as a fundamental principle and right at work”.


The Director General of NIMASA, Dr. Bashir Jamoh, OFR who declared the workshop open noted that NIMASA with responsibilities of Flag and Port State activities, which often times takes place offshore, is committed to the wellbeing of its staff. 

“As a regulator of safety in the maritime sector, the Agency is obligated to ensure not only the safety of those who work in the wider maritime sector, but also the safety of its staff. Safety, like charity, should begin at home and we are committed to achieving safety standards acceptable globally “he said.

Jamoh ably represented by the Head, Maritime Safety and Seafarers Standards Department of the Agency, Mr. Taiwo Olaniyan stated further that the theme of this year’s World Safety Day provokes a response from every economic sector to ask the question on how to practically and rightly implement the workers right to safety at work place. 

The presentation on Zero Offshore Incidents, a Culture of Prevention” organised for the Agency’s Enforcement team highlighted the responsibilities of both workers and employers in attaining a healthy and safe work environment to achieve zero incidents particularly during offshore operations.

In June 2022, the International Labour Conference (ILC) included “a safe and healthy working environment” in the ILO’s framework of fundamental principles and rights at work. This global social milestone elevates prevention of ill health, injuries and harm to the environment from codes of practices to an international human right.

With the objectives of highlighting topical issues as well as cultivating the interest of students in the maritime sector, the Maritime Forum  of the Law Faculty, University of Lagos in collaboration with SIFAX Groups announced the annual TAAM  Conference slated for May 19, 2023. 


The conference, with the theme: A Maritime Road Map Project: Making Nigeria a Leading Maritime Nation in the World”, will hold at the JF Ade Ajayi Auditorium of the university on May 19 while the Blueprint Competition, a debate on topical issues in the maritime sector featuring students from different universities, will hold a day earlier.

The President, Maritime Forum, UNILAG,, Goodness Ononogbu, said this years edition of  TAAM conference will bring together the brightest minds and experts in the sector, academics and business to design a strategic roadmap that will position the country as a leading maritime nation in the world. She also noted that speakers at this year’s event have been carefully selected in order to generate groundbreaking insights on the conference theme.
 
The keynote speaker is former Director General, Nigerian Maritime Administration and Safety Agency, NIMASA,  Temisan Omatseye, while Ms. Funmi Folorunso, Secretary General, African Ship Owners Association will lead the panel session.
 
Other dignitaries expected include Dr. Taiwo Afolabi, Executive Chairman, SIFAX Group; Folasade Ogunsola, VC, UNILAG and other maritime industry stakeholders.

The enforcement unit of the Lagos Waste Management Authority, LAWMA has expressed concern over residents’ increasing disregard for proper waste management practices, stressing the importance of prompt payment for waste services, and the negative consequences of indiscriminate
disposal.

In the past few days, the LAWMA enforcement team has been routinely
patrolling neighborhoods across the state, notorious for illegal refuse
dumping and the presence of scavengers, rummaging through waste piles, contributing to littering and unsightly landscapes and public spaces.


According to the Managing Director/ CEO, LAWMA, Mr. Ibrahim Odumboni,  said  that "The activities of scavengers and miscreants not only deface
our cities but also pose serious health hazards to residents. It is
disheartening to see some individuals engaging in indiscriminate
disposal because they do not want to pay for waste services. This
behavior undermines the efforts of LAWMA and hampers our progress
towards maintaining a clean and healthy environment".

During the enforcement operations, the
LAWMA team dismantled shanties
and illegal structures, apprehending individuals caught engaging in
indiscriminate waste disposal, at various locations in Ipaja, Ikate-Surulere, and Ikeja, preparatory to prosecution of nothing less than 30 persons caught.

The LAWMA boss stressed the need for residents to take responsibility
for their waste and participate actively in proper waste management
practices, urging them to utilise services of PSP operators, to ensure
scheduled collection of their waste, as well as taking advantage of
various waste recycling initiatives introduced by the authority.

"To achieve a cleaner and healthier city, it is crucial for residents to
play their part in waste management. LAWMA, through PSP operators, is
working relentlessly to ensure efficient waste collection services, and
we urge residents to take advantage of these services. By properly
sorting and disposing of waste, we can establish a better quality of
life for everyone", he stressed.

He stated further, that LAWMA had continued to embark on awareness
campaigns alongside the enforcement operations, to educate residents on
the importance of proper waste management, adding that the advocacy
drive included community engagements, door-to-door visits, and the
distribution of educational materials, for enlightenment on waste
segregation and responsible disposal.

LAWMA boss said with concerted efforts of the agency and active participation of residents, the state would witness a significant improvement in waste management, resulting in a
cleaner and healthier environment for all.

The Nigerian Ports Authority, NPA, Managing Director, Mr. Mohammed Bello Koko has been accused of a plan to cripple Nigeria's export business.
Making the accusation at a press briefing on Thursday, the Council of Maritime Transport Unions and Associations, COMTUA, and the Association of West African Exporters and Maritime Professionals, AWAEMAP,  stated that there is a deliberate plan to make exportation unprofitable in Nigeria with Bello-Koko's plan to establish five warehouses that will handle agro-export  containers seeking access into Nigerian ports for onward shipments to various destinations across the globe.

The associations cried that the plan will not only stifle over 200 approved export warehouses across the country but will also render hundreds of thousands of Nigerians jobless.

Chairman of AWAEMAP
who is also the President, Barge Operators Association of Nigeria (BOAN), Dr. Olubunmi Olumekun, lamented that the plan to introduce five export processing terminals will make Nigerian exports uncompetitive and cause loss of jobs.

Olumekun rejected the plan in its totality saying that it will increase cost of exporting cargo in Nigeria.

National President of COMTUA, Comrade Adeyinka Aroyewun, stated that the export processing terminals being planned by NPA would chase them out of business.
"The plan is that when we bring cargo to the processing terminals, they ask us to go. Their trucks will now take the cargo from the terminal into the port. 

"Everybody knows that the trucks that take export into the port will load import cargo out. This means they are gradually dragging us out of business," he said.

The Chairman, BOT, AWAEMAP, Alhaji Inaolaji Laidi Nofiu, declared that the plan negates Customs and Excise Management Act and does not in anyway agree with the Nigerian Export Promotion Council's DEW.

The associations at a joint press conference yesterday noted that there is an attempt by certain persons to use the instrumentality of the public office they occupy to enrich themselves whilst intentionally suffocating and strangulating the livewire of the Nigerian economy.

The management of the Nigerian Ports Authority (NPA) especially the Managing Director, Mr. Mohammed Bello-Koko was accused of seeking to introduce a new Standard Operating System (S.0.P) to establish a One Stop Shop Terminal for Agro- Export Containers referred to as 'Domestic Export Warehouse, DEW, and are meant to serve the purpose of providing a One-Stop-Shop of all Government regulatory agencies to process all Agro-Export containers and also serve as the ONLY PRE-GATE terminals for all Agro-Export Container boxes seeking access into the Nigerian Ports and all other port complexes in Nigeria for onward shipments to various destinations across the globe.

The associations noted that the resolution to introduce these warehouses would have been applauded if such decision is made to ensure the warehouses complement the already existing numerous Customs licensed warehouses scattered all over the country but regretted that the decision is to refuse entry into the Nigerian ports all over the country any Agro- Export bound container that has not made use of these five warehouses.

They insisted that  the actions of the NPA in designating these few warehouses as the ONLY Warehouses where export bound containers would be accepted for gating in is in direct contravention of the Customs and Excise Management Act CAP 84 Laws of the Federation of Nigeria 1990 ('the Customs Act") especially Part IV, Section 82 which clearly makes provisions for the use of licensed warehouses including private warehouses for the purpose of processing export bound goods.

"This decision is being enabled by the MD of NPA as a pension plan to ensure he continues to enrich himself even after his tenure at the helms of the NPA comes to an end. The MD of NPA who has disclosed and undisclosed interest in these warehouses has decided that for his ulterior motives to come to light, he must likewise destroy that of the Nigerian economy while at the same time increasing the unemployment rate of Nigerians. We understand that out of the 5 (Five) of these warehouses being sought to be introduced, 2 (Two) are owned and operated by foreign entities," they didclosed.

"The consequence of the implementation of this policy is firstly, that all the existing Licensed Customs/FPIS Warehouses used, owned and managed by our members nationwide would become useless. These DEW which are very limited in number would be overrun by thousands of Agro Export Containers thereby creating another round of congestions in and around the Ports environment.

"This policy would take the export industry several years back after all the improvements and achievement that has been recorded since the introduction and Implementation of the Electronic Call-Up System through the ETO mobile App," they lamented.

They noted that ETO E-call up system introduced recently by the current administration after several painstaking brainstorming sessions with the industry stakeholders in the entire maritime sector inclusive of the associations has indeed brought commendable improvements in the entire operations of the Apapa Ports area of Lagos state which is the epicenter of all export activities in Nigeria. 

"This new system has ensured that Agro-Export container boxes spend less time on the highways ensuring better service and higher yield in the export industry of Nigeria.

"It is manifestly certain that if Mr. Bello-Koko is allowed to implement this repugnant policy, it would render nugatory all these improvements and sanity we are witnessing in the Apapa ports area of Lagos State," the associations warned.

Warning that the policy that Mr. Bello-Koko is so much bent on introducing would increase the overall cost of exportation of the Agro-Export containers of Nigeria, they stated that invariably Nigeria's exportation prowess would decrease as exporters would be forced to sell at a loss as the international rates of exportable cash crops take no cognizance of the exorbitant cost of exportation of the country due to the greed of a select few.

"With the introduction of this policy, exporters would be forced to pay for: Handling Charge, Weighbridge, Documentation charge, Examination Position Fee, Trucking to Port & Storage Charges cumulatively amounting to about $650 extra charges per container box. It is instructive to state that all these charges listed would have been incurred by exporters prior to accessing this DEW which invariably leads to double expenditure for exporters.

"Currently, Agro-Export containers departing from neighboring countries like Republic of Benin come at a cost of minimum $200 cheaper than exporting same value Agro export container box from any port within Nigeria due to the numerous regulatory and logistics challenges bedeviling our maritime export industry. Our members are already finding it hard to survive competing with our neighboring countries, this move by the Mr. Bello-Koko would force most Nigerian exporters to begin to channel our export produces through these neighboring countries. It is imperative at this juncture to bring to the attention of the general public the actions of this public servant, as the ripple effect of this policy would cut across all spheres of the Nigerian economy," the two associations lamented.

JAMOH ADVOCATES COLLABORATION BETWEEN  TOURISM AND MARITIME SECTORS

The Director General of Nigerian Maritime Administration and Safety Agency, NIMASA, Dr. Bashir Jamoh, OFR, has called for collaboration between the tourism and maritime sectors in Nigeria, stating that with the enormous resources inherent in the maritime sector, the tourism industry will be an easy and low hanging fruit for Nigeria’s economic development agenda.

Jamoh stated this at the 6th National Tourism Transportation Summit and Expo organised by the Institute for Tourism Professionals of Nigeria, ITPN, in collaboration with the Ministries of Transportation, Aviation, Information and Culture at the International Conference Centre in Abuja.

Speaking on the topic, "Tourism and the Development of Nigeria's Blue Economy," Dr. Jamoh observed that  investment must not necessarily involve huge materials and human capital, noting that, like other economic sectors, small and medium scale business was also possible to generate the amount of jobs and other economic benefits associated with the tourism sector.

According to Jamoh, “I must acknowledge here that tourism is one sector that Nigeria is doing very well. But unfortunately, the marine tourism component is one area where we are currently lagging behind when compared to other economies of the world. I am fascinated, and must commend the organisers of this event, because a Well-managed tourism sector can support conservation while contributing to sustainable development and providing income opportunities and a higher quality of life”

Speaking further, Jamoh correlated the relationship between NIMASA, maritime potential and the tourism sector, noting that maritime safety and security was sacrosanct for marine tourism development. He stressed that there was need for stakeholders to support all engagements and policies statement of government on preservation of Nigeria’s biodiversity, maritime ecosystem and other endowments, which are valuable assets for marine tourism development.

He also noted that the benefits from tourism would only be achieved with security guarantees, suggesting that this could be achieved by closing gaps and linking associated cities through building of infrastructure, while the bodies of water between them are used for tourist attractions.

"Research shows that the Oceans economy is worth about 20 trillion in dollars. These include the fishing, pharmaceutical and the renewable energy industries. Therefore, we have to develop, preserve and protect our maritime endowments and link these industries appropriately, to achieve the desired goal. As an Agency of government, NIMASA will always play that complementary role of supporting economic growth and development. We have invested a lot in acquisition and deployment of maritime security assets, so I urge stakeholders in the maritime sector to take advantage of what we have done and invest in relevant marine tourism areas because our waters are now safe”, Jamoh said.

He called for proactive measures, stressing that Pollution of marine and freshwater resources, Soil and land resources, desertification and salinization due to excessive water use, overuse of fertilizers, erosion, air pollution, loss of cultural resources, and social disruption could be result of marine tourism development.

The 6th National Tourism Transportation Summit, aimed at discovering and exploring the opportunities in the Nigeria tourism sector was themed, "AFCFTA: Exploring Intra-African Trade, Tourism and Transportation Opportunities and Mitigating the Barriers to Collaboration”.

The Nigerian Maritime Administration and Safety Agency, NIMASA, has called on Nigerians in diaspora to consider investing in the country's maritime sector, describing it as the next big thing packed with assets to fuel the growth of the economy.
 

NIMASA's Director General, Dr. Bashir Jamoh OFR, made the call during the closing ceremony of the Global African Diaspora Symposium, themed, 'Building stronger connections between Africa and the Global Diaspora,' in Abuja.

Representing the DG, the Director, Special Duties, Mr Isichie Osamgbi said, "the maritime sector is an untapped gold in the country and we see it as the future oil. The assets in the maritime industry - we call it the 'blue economy' is far greater than you can imagine. So we believe it is something worth investing in now. An investment in the maritime sector in Nigeria is considered well invested funds “

On her part, the Director General, Nigerians in Diaspora Commission, NIDCOM, - organizers of the Symposium, Hon. Abike Dabiri-Erewa, expressed appreciation to NIMASA for their support to the programme and urged participants interested in the maritime industry to reach out to the Agency for clarity.

The Board and Management of the Nigerian Shippers' Council, NSC, have paid a condolence visit to the family of late Barr. Mrs. Margaret Orakwusi.
 
In a condolence letter presented by Mallam Samaila Abdullahi the Chairman of the Council's Governing Board, the Board expressed shock over the news of the passing of one of them.
 
"We woke up to the very sad and devastating news of the death of our dear friend and sister, Mrs. Margaret Onyema Orakwusi.
 
While no one can question God Almighty, the suddenness of her passing was most shocking not only to us, her comrades on the Governing Board of Nigerian Shippers' Council, but indeed to the generality of stakeholders in the maritime industry in Nigeria.
 
"Orakwusi was a consummate businesswoman, a great patriot, and easily one of the most successful, knowledgeable and important voices in the maritime sector of our country"', the letter said.
 
The Executive Secretary and Chief Executive Officer of NSC, Rt. Honourable Emmanuel Jime described late Barr. Mrs. Margaret Orakwusi as a rare gem, adding that she contributed greatly to the development of the nation's maritime sector.
 
Jime who was represented by the Director, Human Resources Management Department of the Council, Mrs. Adaku Okam stated this during the condolence visit to the Orakwusi family in Ikoyi, Lagos.

Failed Banks: NDIC lauds judiciary, solicitors on diligent prosecution

The Judiciary and Nigerian Bar Association have been commended for collaborating with the corporation in the diligent and timely prosecution of failed bank cases over the years.

The commendation was given by the Managing Director/Chief Executive Officer, Nigerian Deposit Insurance Corporation (NDIC), Mr. Bello Hassan.

According to a press release signed by the Director, Communication and Public Affairs Department, Mallam Bashir A. Nuhu, the managing director
gave the commendation in Abuja at the sensitization seminar for external solicitors of the Corporation with the theme: “The role of NDIC external solicitors in the execution of the mandate of the Corporation”.
 
Hassan noted that the support from its external solicitors and the judiciary were evidenced by heightened diligence in handling of the Corporation’s cases, better informed judgments from the court, bar and the bench, resulting in increased awareness on the benefts of deposit insurance scheme in the public dormain. 

The NDIC boss also noted that the 2023 seminar was a continued attempt to consolidate on the gains recorded through previous exercises which fostered better understanding of the Deposit Insurance Scheme thereby aiding external solicitors in prosecuting its cases in the interest of bank depositors and the Nigerian financial system.

While noting that recovery of debts and realization of assets of closed banks were critical to the achievement of the Corporation’s mandate as a liquidator, Hassan stressed that the Corporation needed to continue collaborating with the Judiciary and external solicitors in handling parties’ suits against the Corporation, as well as the Corporation’s cases against debtors towards recovering the debts owed to banks under liquidation.

He therefore called on the external solicitors to continue to put in their best in prosecuting the Corporation’s cases notwithstanding the challenges confronting them.
