MWUN Seeks for Biometric Card of Bonafide Dockworkers, Seafarers from NIMASA

MWUN Seeks for Biometric Card of Bonafide Dockworkers, Seafarers from NIMASA
LT-RT: Comrade Francis Bunu Abi, PG MWUN, Dr. Dayo Mobereola, DG NIMASA

Bisi Akingbade

The President General of Maritime Workers Union of Nigeria, MWUN, Comrade Francis  Bunu Abi, in company of his national executives has approached  Nigerian Maritime Administration and Safety Agency, NINASA, for biometric identification cards for bonafide Dockworkers and Seafarers who are legitimately working in the sector across all the seaports of the country.

Comrade Bunu made this plea during the courtesy visit on the Director General, Nigerian Maritime and  Safety Agency,  NIMASA, Dr. Dayo Mobereola and his  executives.

He said the biometric registration and identification of all individual Union bonafide members employed by various employers of labour in the Maritime industry will definitely separate the legitimately employed Dockworkers and Seafarers from the illegal ones parading themselves and functioning as Dockworkers and Seafarers simultaneously as members of the Union, which does not portray MWUN in any good light.

In view of that, Comrade Bunu explained to the DG of NIMASA the importance of the biometric identification cards for the two branches of the Union, saying that for proper documentation of the  Union's registered Dockworkers and Seafarers working in the seaports should be identified from the quacks as this measure will guarantee the ports some sort of safety, theft and pilfering of goods and consignments of owners, exporters and importers, which be an impediment to a good business  ports environment.

Comrade Bunu promised Dr. Dayo Mobereola of NIMASA of the Union's usual maximum support and cooperation as it were, citing the longtime collaboration between the International Transport Workers Federation (ITF) and Maritime Workers Union on the need to build a Seafarers Recreation Center in Apapa choice of location for the betterment of Seafarers.

"Each time, the sailors arrive ashore from sea; sailors need quality life on land for recreation, which is an integral part of life. It will not only serve the Union members but as well the general public who may choose center, which of course would generate economic dividend for the Union.

Dr. Mobereola in his response assured the President General of the Union NIMASA's commitment towards the project which was struck with his predecessor; and promised that his administration will ensure that its quota to the laudable project will be honored as agreed on paper.

He thanked the Union for the purposeful visit while, congratulating Comrade Bunu for his landslide election victory; and hope to continue to witness a flourishing synergy between both significant bodies in the Maritime sector of Nigeria.

... NAFDAC Director Commends Apapa Command for Being Uncompromising
Lt-Rt Dr. Martin Iluyomade fsi, Director, Inspection and Enforcement Directorate of  NAFDAC, Comptroller Babatunde Olomu fsi, CAC, APAPA Port Command

Bisi Akingbade

Customs Area Controller of Apapa Port Command, Comptroller Babatunde Olomu fsi has reiterated that the Command will always be ahead of smugglers by always deploying intelligence with uncompromising enforcement to prevent prohibited items from being brought into the country.

Comptroller Olomu, who said this on Monday, 18 August 2025, when he received Dr. Martin Iluyomade fsi, Director, Inspection and Enforcement Directorate of the National Agency for Food Drug Administration and Control (NAFDAC), disclosed that renewed antics by smugglers to use fake registration numbers and false declarations have always failed.

According to the press release issued by the Public Relations Officer, Apapa Port Command, SC JT Ayagbalo  stated that the CAC told the visiting Director, who doubles as Chairman of the Federal Task Force on Fake, Substandard Drugs and Unwholesome Food that Apapa Command is very committed to the implementation of the memorandum of understanding between the Comptroller-General of Customs and the Director General of NAFDAC aimed at preventing smuggling of items under the agency's regulatory purview.

He urged NAFDAC to expedite action in evacuating handed over containers from the port , the Area Controller assured that efforts will be sustained to achieve arrest of suspects and hand them over with the seizures.

The CAC added that arresting the persons involved in the acts is a major step to demobilize the human element influence in the smuggling supply chain cycle and deter others from such illegal activities.

He also disclosed that officers under his watch have joined the CGC in imbibing zero tolerance for smuggling and will do the needful to avoid situations where our laws are circumvented for the lives of Nigerians to be endangered by what they eat, drink or by the use of arms and ammunition brought into the country illegally.

According to him, a recent seizure of 32 containers that attracted the presence of the CGC who personally supervised their handing over to NAFDAC attests to the smooth working relationship between both organisations and justifying their recently signed MoU.

Iluyomade commended Comptroller Olomu for being uncompromising and making what he called Life Saving Seizures. He said, "You can kill one or two persons with guns, but you can kill a whole nation with fake drugs, unwholesome food, and harmful medicine. It's like those importing it are declaring war on the citizens of this country. "

While describing Olomu as the best Controller Apapa command ever had, he recalled starting his career as a young employee of NAFDAC many years ago and confirmed that customs anti smuggling efforts have evolved for the better.

Iluyomade added that awards of best command given to Apapa Area under Olomu were truly earned and very deserving. He also sought support to secure handed over containers from being pilfered ahead of NAFDAC evacuation.

Reputation Management Campaign: Customs Deepens Integrity Drive to Zone ‘C’

Reputation Management Campaign: Customs Deepens Integrity Drive to Zone ‘C’

Bisi Akingbade

Nigeria Customs Service, NCS,  has once again demonstrated its deliberate commitment to building trust and safeguarding institutional integrity as it extended its Reputation Management Campaign to Zone ‘C’, Port Harcourt.

The campaign, held at the Zone ‘C’ Headquarters auditorium, brought together officers from commands across the zone for a train-the-trainer workshop. The session was designed to equip selected officers with practical skills and strategies to embed professionalism, accountability, and transparency within their respective commands.

In his keynote address, Comptroller Chika Dim of the Eastern Marine Command applauded the leadership of the Comptroller-General of Customs, CGC, Bashir Adewale Adeniyi, and his Management Team for initiating such an innovative programme that directly connects institutional reputation with service delivery.

“Officers today are fortunate to serve under a forward-looking leadership,” he remarked. “But true success will only come from the deliberate effort we invest in protecting and managing the Service’s reputation. The Reputation Management Guide must not be seen as a document to shelve but as a compass for daily decision-making, a tool to reshape our relationship with the public and rebuild trust.”
National Public Relations Officer, Assistant Comptroller (AC) Abdullahi Maiwada

Setting the tone earlier, the National Public Relations Officer, Assistant Comptroller (AC) Abdullahi Maiwada, underscored that reputation is among the Service’s most valuable assets, though intangible. He stressed that Customs is intentional about earning and sustaining it.

“Reputation is not given; it is earned through transparency, accountability, and effective communication,” he stated. “Every officer’s conduct contributes to how the Nigeria Customs Service is perceived by the public and stakeholders.”

In her closing remarks, Comptroller Teressa Ezenwa expressed appreciation to the resource persons and participants, noting that the campaign was not just about learning but about cultivating a culture.
“Reputation is not built in a day,” she said. “It requires consistency, professionalism, patience, and respect for the values our Service stands for. This campaign reminds us that we must be intentional in how we conduct ourselves and how we serve the public.”

The event also featured interactive breakout sessions where officers worked through real-life scenarios and case studies, applying the principles of the Reputation Management Guide to everyday operational challenges.

As participants dispersed, it was evident that Zone ‘C’ had joined the growing list of Zones aligning with the Service’s renewed focus on institutional reputation, a deliberate cultural shift that the NCS leadership believes will redefine the organisation’s image in Nigeria and across the global customs community.

He also commended the completion of critical access roads, which, for the first time in decades, has freed major Nigerian ports from logistical bottlenecks.

"Cargo now moves out faster, investors move in with confidence, and trade flows without unnecessary delay," the Minister stated.

He added that the port, which currently operates at only 20 per cent capacity, presents vast, untapped opportunities for investors.

The Minister explained that the “Lekki playbook” is founded on five key pillars: a strategic location, a robust public–private partnership framework, integrated transport links by road, rail, and inland waterways, supportive policies, and technology-driven operations.

To apply this model nationwide, Oyetola confirmed that the Ministry is actively modernizing Apapa and Tin Can Island Ports, and also upgrading the Eastern Ports in Onne, Calabar, and Rivers.

He said, "Under the leadership of President Bola Ahmed Tinubu, GCFR, this administration is committed to taking the lessons of Lekki and applying them nationwide to transform our entire port system into a network of modern, efficient, and competitive gateways. To this end, we are modernising the Western Ports in Apapa, upgrading the Eastern Ports in Onne, Calabar, and Rivers to stimulate balanced regional growth, and finalising the Port Community System — integrated with the National Single Window — to create a paperless, transparent, and secure digital environment for all maritime stakeholders."

Similarly, in a move aimed at empowering indigenous participation, the Minister said he has directed the Nigerian Maritime Administration and Safety Agency, NIMASA, to immediately commence the disbursement of the Cabotage Vessel Financing Fund, CVFF, to qualified Nigerian shipowners.

He emphasised that a strong national shipping fleet is essential to building local capacity and asserting Nigeria’s presence on global trade lanes, with the ultimate goal of establishing a National Flag Carrier.

Minister Oyetola concluded by stressing that the Lekki Deep Seaport serves as clear evidence of what can be achieved when policy, vision, investment, and execution align.

He urged all stakeholders to replicate, refine, and scale the model for the prosperity of Nigeria and the African continent.

The Breakfast Meeting was attended by heads of government agencies, representatives of terminal operators, shipping companies and the organized private sector.

Nigeria Customs Engages Stakeholders on Cargo Clearance Challenges
Bisi Akingbade

The Nigeria Customs Service, NCS, has convened a high-level stakeholders’ engagement meeting to address emerging issues affecting the maritime industry and cargo clearance processes and ensure seamless trade facilitation.

Speaking at the forum held on Monday, 11 August 2025, at Apapa Area Command, the Comptroller General of Customs (CGC), Adewale Adeniyi, restated that the deployment of the Unified Customs Management System (UCMS), codenamed B’Odogwu, remains a firm and irreversible policy direction.

“On B’Odogwu, there is no going back. We have to forge ahead with what we have started. We know there will be issues, which is why, before now, we met with some authorised banks, and that engagement has yielded positive results”, Adeniyi said.

The CGC stressed the Service’s readiness to maintain open communication with stakeholders. “It’s our intent to always listen to you patiently, so we have brought everyone together today as equal partners in this project," he added.

The Comptroller General disclosed that some challenges have already been resolved through joint efforts, while work continues on others. He also raised concern over recent attempts to compromise the Service’s digital infrastructure.

“Just over the weekend, there were reports of individuals trying to infiltrate our system. There were several attempts, and the whole idea was to render our system inefficient. I want to remind you that such nefarious acts constitute economic sabotage, which we will not spare. On our part, we will continue to strengthen our system firewalls to prevent future downtimes”, he said.

The engagement concluded with an interactive session, during which stakeholders shared their perspectives and concerns on maritime sector operations, with a collective resolve to work towards efficiency and transparency in cargo clearance.

Oyetola Vows Sweeping Reforms to End Boat Mishaps as Committee Submits Report

Oyetola Vows Sweeping Reforms to End Boat Mishaps as Committee Submits Report
Minister of Marine and Blue Economy, His Excellency Adegboyega Oyetola, CON,

Bisi Akingbade

In a bold step towards ending recurring fatalities on Nigeria’s waterways, the Minister of Marine and Blue Economy, His Excellency Adegboyega Oyetola, CON, has received the report of the Special Committee on the Prevention of Boat Mishaps in Nigeria, vowing that the Federal Government would implement sweeping reforms to improve maritime safety.

Speaking while receiving the report of the Special Committee in Abuja, Oyetola reiterated the government’s unwavering commitment to making Nigerian waters safe for all users. He declared that the current spate of boat mishaps was unacceptable and preventable, and must be tackled through a blend of policy enforcement, stakeholder cooperation, and behavioural change.

According to the press release signed by the Special Adviser, Media and Communications, to the Honourable Minister of Marine and Blue Economy, Dr. Bolajo Akinola stated that:
“The safety of our citizens on water is not just a policy responsibility; it is a moral duty. Every life lost in a boat mishap is one too many,” the Minister stated.
“This report will serve as a foundation for immediate and long-term reforms. We will study the recommendations closely and act where policy adjustments or institutional coordination are required.”

The Minister stressed the urgent need for attitudinal change among water transport users, especially regarding the use of life jackets, describing such safety gear as non-negotiable.

He further revealed that the Federal Government is set to phase out rickety boats, often implicated in fatal accidents, and replace them with safer, standard-compliant alternatives.

In a strong call to action, Oyetola appealed to state governments and other sub-national authorities to align with federal initiatives, stating, “The fight against boat mishaps cannot be won by the Federal Government alone. We call on state governments to collaborate with us in enforcing standards and saving lives.”

The Minister also said he recently approved a nationwide distribution of life jackets to riverine and coastal communities as part of a strategic intervention to curb the alarming rate of boat mishaps and related fatalities. He urged the beneficiaries to prioritise safety by consistently and correctly using the life jackets whenever they travel on water.

The 16-member Special Committee, inaugurated by the Minister on 27th February 2025, was tasked with conducting a comprehensive review of commercial boat operations in Nigeria, identifying causes of boat mishaps, and proposing sustainable solutions.

Committee Chairman and Managing Director/CEO of the National Inland Waterways Authority (NIWA), Bola Oyebamiji, presented the detailed report to the Minister, outlining its structure and key findings.

According to Oyebamiji, the committee exceeded its initial six-week mandate to ensure a thorough and credible outcome. The report, comprising six chapters, includes detailed analyses of current operations, regulatory gaps, design standards, and institutional capacity. It also proposes a comprehensive plan to enhance safety and oversight.
Among the 64 recommendations reviewed by four technical sub-committees, 17 key proposals were highlighted in the final chapter. These include: establishment of a Coastal Guard to enforce waterway safety regulations; creation of a National Boat Design Policy to standardise permitted vessel types; mandatory certification and formal training for boat operators; increased funding for NIWA to strengthen hydrographic and marine engineering functions; and setting up search and rescue stations at strategic locations across inland waterways.

Oyebamiji expressed gratitude to the Minister for his support and to the committee members for their commitment and sacrifices.

“We adopted both physical and virtual meetings and created four specialised sub-committees to ensure a robust and practical report. We hope our findings serve as a blueprint for lasting safety in the sector,” he added.

The submission of the report marks a pivotal moment in President Bola Tinubu administration’s “Renewed Hope Agenda,” particularly in fostering sustainable and safe blue economy practices.

The committee’s members include maritime safety experts, academics, engineers, legal practitioners, and policy professionals. They include Dr. Dayo Moberuola, Prof. S. Abiodun, Dr. Babatunde Olaosebikan, Prof. Busayo Fakinlede, Hadiza Idris Kuta, Engr. Yahaya Farouk, Attahiru Maccido and Denis Tar Iyaghigba. Others are Gani Tarzan Balogun, Capt. "One of the seized containers was a 40-foot container (MRSU6407089), initially cleared but later re-examined jointly by Customs and the National Drug Law Enforcement Agency (NDLEA).
